Dear Mr. Glover,
A site inspection was conducted at the Deppe Asphalt Plant — NE of Jacksonville on April 12, 2012. The
inspection was conducted to determine the compliance status with permit requirements specified in the NPDES
General Stormwater Permit NCG160000.
As part of the inspection, a tour of your facility was conducted. The facility was found to be in compliance
with the permit requirements. The Division of Water Quality appreciates the assistance provided by Ms. Tracey
Wilson and Mr. Terry Allen during the inspection procedures. All observations and recommendations are noted in
the Summary and Comments of this inspection report.
A specific area of concern is the swale directing flow from the process area to the stomwater pond at the
southeastern corner of the property. The swale needs to be better stabilized and permanently vegetated in order
to avoid sediment from eroding into the pond and to help improve the quality of the runoff.
Please update all documentation in regard to current contact information to ensure that your plan meets
the requirements of the NCG160097.

Inspection Summary:
The site appears to be clean and well maintained
This facility is surrounded by berms and ditches along the perimeter of the site that direct stormwater into two stomwater
ponds. The ponds do not discharge except in the rare event of a severe storm such as a hurricane. Qualitative monitoring
is being conducted on a weekly basis on the entire site but analytical monitoring is not being conducted since there are no
outfalls to collect any samples and no stormwater from industrial activity is being discharge from the site.
Recommendation for improving the quality of the runoff entering the stormwater pond located on the SE portion of the site
would be to better vegetate and stabilize the inlet swale.
Also, installing a silt fence along the new road crossing over to the adjacent property will help to contain any sediment
from leaving the site.

A compliance inspection at the Deppe Asphalt Plant in Onslow County was conducted on October 12,
2010. This inspection was conducted to determine whether the facility is in compliance with the
