I. Brief description of industrial activities that occur on -site: LARCO Construction Company is a
producer of asphalt product. This facility produces asphalt paving mix, and maintains and repairs
construction vehicles. Additional operation includes truck washing and fueling. The asphalt
paving mix which is a liquid asphalt cement which is mixed with coarse aggregate (which is
heated and dried) and stored in enclosed silos. Fuel oil # 4 and # 2 fuel is used to heat the raw

both non-stormwater and stormwater flows.
2. A 1,000 gallon oil & water separator receives vehicle wash water and automotive fluid
spills from steam clean-up and Fleet Service Center. It is plumbed to the sanitary sewer
system (MS4).
3.A 1,000 gallon oil & water separator receives any spill/leaked diesel fuel from the
refueling pad. This separator is plumbed to sanitary sewer system.
4.LARCO has implemented a policy that an employee oversees all unloading activities by
vendors while they are on -site

before January 6, 2011. LARCO Construction Company shall keep the Stormwater Division
updated on milestones and activities completed in its progression to comply with these required
actions. The Stormwater Division may conduct follow-up inspections in order to ensure
completion of mandated activities.
