This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). In addition to the qualitative monitoring requirements found in Part I1, Section 8 of the attached permit, this facility shall develop and implement an analytical monitoring program as an additional component of its Stormwater Pollution Prevention PIan (SPPP) described in Part II, Section A. At a minimum, analytical monitoring shall be performed at least semi-annually, in conjunction with qualitative monitoring events for the minimum set of parameters below, and compared to the appropriate benchmark concentration to aid in evaluation of the effectiveness of the SPPP. 'Copies of analytical monitoring results shall be sent to the attention of Mr. Mike Lawyer of the Fayetteville Regional Office within 30 days of receipt of the results. Inventory of deicing/defrosting materials stored on site and a history of the deicing material application for the last five (5) years. Response: The Wilmington International Airport (ILM) stores three pallets of Cryoice pellets on site to deice the runway. It is our emergency supply, and we use it in the rare event of a snow accumulation and ground temperature below freezing. Until February 2010, we only used one pallet. Last month we used two pallets for the snow event. The material is the most environmentally friendly material available on the market. A copy of the Material Safety Data Sheet (MSDS) is included with this correspondence. Three tenants on ILM possess deicing equipment and fluids. US Airways stores 1540 gals Type I and 825 gals Type IV; ASA/Delta stores 440 gals Type 1; r , DES stores 165gals of Type I fluid. We were not able to g�t five years of use data from the companies. Vehicle and equipment maintenance activities and fre%uency. Response: The ILM airport complex consists of many tenants and businesses that support air transportation and tourism. Examples include thelfollowing: L a• ILM maintains its vehicle fleet (10 vehicles) and mowing equipment (5 tractors) at the Pennington Maintenance Center. The facility has a garage permit in accordance with New Hanover County. ILM washes vehicles at Rescue Base, which is equipped with an oil and w ter separator, as needed by airport employees. b. There are three rental cars that operate Service Facilities on the airport. They perform minor maintenance and vehicle det, fling on site with their own employees and equipment. The facilities are open seven days per week and the number of cars cleaned varies depending on the time of year and Franchise Company. 1LM's strategic plan calls for replacing all three facilities with a consolidated facility. Until the Ca e Fear Utility Authority extends water and sewer to the propose site, ILM has postponed design and construction of the new facility. c. There are two Fixed Base Operators (FBO) on the airport that provide aircraft maintenance on private airplanes with thei - own employees. The FBOs do not normally wash aircraft. fn the rare occurrence when they do, they dry wash outside or wet wash inside a hangar with an oil and water separator.
