RE: Wilmington International COC No. NCG150002
Dear Mr. Larsen:
This letter is in response to your December 11, 2009, correspondence and request for
additional information.
1. Inventory of deicing/defrosting materials stored on site and a history of the
deicing material application for the last five (5) years.
Response: The Wilmington International Airport (ILM) stores three pallets of
Cryoice pellets on site to deice the runway. It is our emergency supply, and we use it
in the rare event of a snow accumulation and ground temperature below freezing.
Until February 2010, we only used one pallet. Last month we used two pallets for
the snow event. The material is the most environmentally friendly material available
on the market. A copy of the Material Safety Data Sheet (MSDS) is included with
this correspondence.
Three tenants on ILM possess deicing equipment and fluids. US Airways
stores 1540 gals Type I and 825 gals Type IV; ASA/Delta stores 440 gals Type 1;
r , DES stores 165gals of Type I fluid. We were not able to gt five years of use data
from the companies. Below you will find the data they provided:

3. ILM SPCC Program:
Response: ILM has had a SPCC program in place since 20(

4. Vehicle and equipment maintenance activities and fre%uency.
Response: The ILM airport complex consists of many tenants and businesses that
support air transportation and tourism. Examples include thelfollowing:
L a• ILM maintains its vehicle fleet (10 vehicles) and mowing equipment (5
tractors) at the Pennington Maintenance Center. The facility has a garage
permit in accordance with New Hanover County. ILM washes vehicles at
Rescue Base, which is equipped with an oil and w ter separator, as
needed by airport employees.
b. There are three rental cars that operate Service Facilities on the airport.
They perform minor maintenance and vehicle det, fling on site with their
own employees and equipment. The facilities are open seven days per
week and the number of cars cleaned varies depending on the time of year
and Franchise Company. 1LM's strategic plan calls for replacing all three
facilities with a consolidated facility. Until the Ca e Fear Utility
Authority extends water and sewer to the propose site, ILM has
postponed design and construction of the new facility.
c. There are two Fixed Base Operators (FBO) on the airport that provide
aircraft maintenance on private airplanes with thei - own employees. The
FBOs do not normally wash aircraft. fn the rare occurrence when they
do, they dry wash outside or wet wash inside a hangar with an oil and
water separator.
Based on the NCAA sponsored airport storm water training, TLM intends to use the
NPDES program from the approved airport permit template. # Ve look forward to
working with you on the General Permit and other storm water issues related to the
Wilmington International Airport. Please feel .free to contact me with questions or to
get additional information.

APPROVED FOR USE
AT AIRPORTS AND
COMMERCIAL FACILITIES
SPEC: CRYOTECHNAAC 0
BENEFITS SOLID RUNWAY DEICER
• Safe for runways: meets FAA -approved specifications
• Exothermic: gives off heat as it dissolves, melting ice faster than common deicers
• Faster and better: works fast like calcium chloride, without chloride -induced corrosion
• Staying power: works longer, requiring fewer applications than other common deicers
• Easy to apply: applied with the same equipment as other solid deicers
• Safe for the environment: non -persistent, biodegradable
• Manufactured from pure materials: NAAC does not track like common deicers
• Anhydrous pellet contains 97% active ingredients for high performance
Spherical pellet is less dusty than granular deicers
PERFORMANCE
• Non -chloride based
• Excellent melting properties
• Works faster than urea, sodium chloride, and trihydrate sodium acetate
• Is active at low temperatures - 0°F (-181C)
• Requires less material than common deicers to achieve similar effectiveness
APaLQATION
Deicing - apply in uniform pattern:
Near 320F (0°C) on thin ice-5-7 lbs/1000ft2 (25-35 g/m2)
Less than 1OOF (-120C) on 1"(2.5 cm) ice=10-25 Ibs/1000ftz (50-75 g/m2)
• Ile -apply when new accumulation shows first tendency to bond
• Plow once bond is broken
Prewetting - airports may apply Cryotech E35® to NAAC at spreader outlet at a rate of 10% by weight
ENVIRONMENT 1"tO C,`•-
Lower BOD than urea
• Biodegrades at low temperatures
- Low toxicity to fish and mammals rL 51 `
HANDLING
• Store in original container
• Avoid excessive moisture which may cause caking
• Excessive handling may cause dustiness rS09001 [SO 14001
