Sullins Dee Freeman Governor Director Secretary August 25, 2011 Mr. Dan Danieley, Executive Director Burlington-Alamance Airport Authority 3441 North Aviation Drive Burlington, North Carolina 27215 Subject: General Stormwater Inspection - NPDES General Permit No. NCG150044 Burlington-Alamance Regional Airport — Alamance County Dear Mr. Danieley: On August 24, 2011, Jenny Graznak of this .office performed a General Stormwater Permit Inspection at the Burlington-Alamance Regional Airport located in Burlington, Alamance County, North Carolina. This facility holds General Stormwater Permit No. NCG150044 under the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater from Air Transportation Facilities. You were present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data, and an on -site inspection of the facility and its outfalls. This particular inspection evaluated five (5) areas as designated on the EPA inspection form, and observations from each area are addressed below: 1. Permit The effective date for the Certificate of Coverage is January 8, 2010 and expires August 31, 2014. A copy of the current permit was available for review during the inspection. 2. Records/Reports As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan (SPPP) created by Talbert & Bright in December 2010. The SPPP includes all of the elements required by the Stormwater permit. Please note that employee storm water training (as required by the permit) must occur on a site -wide basis, for all of the airport tenants. This training will be required on an annual basis. 3. Facility Site Review The airport is comprised of several different tenants, which lease hangar space from the Burlington- Alamance Airport Authority. Each tenant is responsible for their own good housekeeping and best management practices for their rented space/hangar. Hangars have floor drains, which drop to a concrete box with no outlet. There is no deicing at this airport, and no hazardous waste is maintained on site. The airport has five large fuel tanks on site: two 10,000 gallon tanks and three 12,000 gallon tanks. The smaller tanks are located inside a concrete retaining wall for secondary containment. The three larger tanks are double walled. The storm water inlets in the containment areas feature valves that can be opened or closed if necessary during loading and unloading. 4. Outfall #1 is located in front of the terminal building. Outfalls #2 and #3 drain runoff from the runway. Outfall #4 is located behind the two 10,000 gallon fuel tanks. Outfall #5 is new, having been created during the construction of the new hangars. No major problems were noted with respect to the outfalls, which appeared very dry during the inspection 5. Self -Monitoring Program The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls. The effective date of the permit was January 8, 2010, so the facility had one year from effective date to create the SPPP and start the monitoring program. You have until the end of 2011 to complete two monitoring events, as was discussed during the inspection. Please refer to the attached report for further details from the inspection.
