Mr. Cochran called this ARO this morning and talked to Mike Smith concerning his last stormwater
inspection at the Rutherford County Airport.
He said that the airport manager (Mr. Randy Patterson) is no longer employed at the airport. As a
result, Mr. Cochran (an aircraft fueler) was unexpectedly directed to address the items on the
stormwater inspection report. He said that the engineering firm of W.K. Dickenson has been contacted
to work on the items from the last inspection report.
Mr. Cochran reported that new double walled tanks have been installed. He said that some of the
equipment has been relocated and consolidated. He remarked that there is still much work to do
regarding the last stormwater inspection.
He asked that Isaiah Reed give him a call at [phone].

Inspection Summary:
On December 5, 2018 this facility was inspected for compliance. Tyler Pearson and myself wet with Mickey Cockram on
site. During the inspection, the following items were noted:
1) The site map in the SWPPP was dated and not current. The permittee is directed to update the site map to accurately
reflect the site, and meet all requirements listed in the General Permit.
2) No qualitative data was available at the time of inspection. The permittee is directed to immediately begin qualitative
monitoring at all representative outfalls.
3) The number of outfalls listed on the site map were fairly excessive. She permitee is directed to evaluate the outfall listed
for the facility and contact this office when a decision has been made about a more accurate number. For example: the
outfalls along the western side of the runway can all be consolidated to 2 discharge points where the stormwater crosses
under the road.
4) Some areas along the perimeter of the runway are showing signs of erosion. The permittee Is directed to evaluate and
repair these areas as soon as possible.

Inspection Summary:
DWO staff was met on site by Bob Howard and Jason Kennedy (WK Dickson). A tour was conducted of the facility,
observing the stormwater conveyances and outfalls and site conditions. Prior to the inspection, the inspector had
received and reviewed the SPPP, which was found to be well -developed. During the visit, the SPPP was discussed and
operational activities and existing stormwater exposures were discussed. At the time of the inspection the site was found
to be in compliance with the permit. The inspector noted that the facility appeared to maintain good housekeeping
practices.
A thorough inspection of stormwater conveyances and outfalls was conducted during the site visit. The inspector did not
identify any stormwater discharge outfalls (SDOs) discharging stormwater directly to surface waters. Therefore, coverage
under the NCG150000 permit is not required.
Mr. Howard indicated the airport will likely maintain the permit considering future development at the facility might
generate a discharge and having the permit in place would be preferential. if the facility continues coverage under the
permit, compliance with the SPPP will be required.

Re: inspection Findings - SDOs
The inspection conducted on November 1, 2011 indicated that no direct discharge was occurring to
surface waters.
The outfalls indicated as SDOs by the consultant were:
Outfall 1, 12 and 13.
Outfall 1 carried stormwater from a large grassed area after the water had entered a large detention
basin. This stormwater included a small amount of "industrial" stormwater from the fuel farm area. Once
discharging from "Observation point 14K as depicted on the site map, the stormwater travelled at least
1200 feet before discharging at Outfall 1,
Outfall 12 discharges to an upland area.
Outfall 13 discharges to an approximate 2 acre basin, which then discharges to woods at least 500 feet
from a surface water.
The permittee indicated the airport was likely to maintain the permit anyway.

We've received an NOI from the Rutherford County Airport Authority for the Rutherford County
Airport. The site discharges stormwater into Catheys Creek (WS-V). The NOI is attached.
Does the Asheville Regional Office have any concerns about issuing this facility a COC for
this general permit, and are there any potential impacts to wetlands? If we don't receive any
objections, we'll issue the COC in 30 days.
