On February 8, 2012, Gary Hudson of this office met with you to perform a General
Stormwater Permit Inspection at the Elkin Municipal Airport facility located on Hwy 268 in Elkin.
This inspection evaluated the areas as designated on the attached inspection form.
Observations from each area are addressed below:
1. Permit
Elkin Municipal Airport holds Certificate of Coverage # NCG150008 for the discharge of
stormwater from the facility. The General Permit became effective Decemuer 18, 2009 and
expires August 31, 2014.
2. Records/Reports
Part !I, Section A of the permit requires the development of a Stormwater Pollution Prevention
Plan (SPPP). At the time of the inspection, The Elkin Municipal Airport did not have an SPPP
developed and implemented. It is our understanding that the Town_ is _under contract with a
consulting firm to develop and implement the SPPP. Our office will give the Town an additional
90 days from the receipt of this report to comply with this very important permit condition.
3. Facility Site Review
Observations of the outfalls at the facility did not reveal any concerns. The site appeared clean
and well managed.
4. Effluent/Receiving Waters
Stormwater runoff from the facility reaches the Yadkin River, class "C" waters in the Yadkin/Pee
Dee River Basin

5._ Monitoring Procgra_m
Part II, Section B of the permit requires that semi-annual qualitative (visual) monitoring be
performed and documented once in the spring (April - June) and once in the fail (September -
November). A review of the facility files found that the qualitative monitoring has been
conducted as required.
The analytical monitoring for on -site vehicle maintenance listed in Section C of the permit is not
required since Elkin Municipal Airport uses less than 55 gallons of new motor oil per month
when averaged over the calendar year.

Elkin Municipal Airport to comply with all of the conditions of the NPDES General Stormwater

We have received an application for coverage of an existing facility under NCG 15 from the Town of Elkin. The facility
drains to a UT of the Yadkin River (class C) in Elkin (5urry County). No de-icing performed. They are a small quantity
generator. Does the WSRO have any concerns about issuing this facility a COC for this general permit?
