This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). in addition to the qualitative monitoring requirements found. in Part 11; Section B of the attached permit, this facility shall develop and implement an analytical monitoring program as.an additional component of its Stormwater Pollution Prevention Plan (SPPP_) described in Part I1, Section A. At a minimum, analytical monitoring for stormwater discharge outfalls (SDOs) 6, 7, 8a,10,11,13, and at the vortex device shall be performed at least semi-annually, in conjunction with qualitative monitoring events for the minimum set of parameters below, and compared to the appropriate benchmark concentration, if any, to aid in the evaluation of the effectiveness of the SPPP. Copies of analytical monitoring results shall be sent to the attention of Linda Willis of the Wilmington Regional Office within 30 days of receipt of the results. Identifying past industrial activities and potential pollutants from those activities would be difficult to identify. Sampling and testing outfalls 6, 7, $a, 10,-11, 13, and at the vortex device for potential pollutants that could be present in stormwater runoff from current industrial activities should provide adequate results on both current and past industrial activities to evaluate the effectiveness of the SPPP. Acute toxicity. The permittee shall conduct acute toxicity tests twice per de-icing season using protocols defined as definitive in - E.P.A. Document EPA/600/4-90/027F entitled "Methods for Measuring the Acute Toxicity of Effluents to Freshwater and Marine Organisms." The monitoring shall be performed as a Ceriodaphnia dubin 24-hour static test. The parameter code far this test is TAE3B. All toxicity testing results required as part of this permit condition will be entered on the Discharge Monitoring Report form for the month in which it was performed, using the appropriate parameter code. Test results shall be sent to DWQ in accordance with this letter. Analytical monitoring shall begin within 12 months of the effective date of the certificate of coverage and continue at the discretion of the Wilmington Regional Office or for a minimum.of two years. Please note that this additional monitoring requirement has been placed on the facility in lieu bf an individual permit but does not restrict DWQ from requiring coverage under an individual permit in any of the cases described'in Part III, Section B, 3_ When an Individual Permit May be Required. This certificate of coverage is not transferable except after notice to the Division of Water Quality. The permittee shall conduct acute toxicity tests twice per de-icii-ig season using protocols defined as definitive in E.P.A. Document EPA/600/4-90/027F entitled "Methods for Measuring the Acute "Toxicity of Effluents to Freshwater and Marine Organisms." The monitoring shall be performed as a Ceriodaphnia dubia 24-hour static test. The parameter code for this test is TAE3B. All toxicity testing results required as part of this permit condition will be entered on the Discharge Monitoring Report form for the month in which it was performed, using the appropriate parameter code. Test results shall be sent to DWQ in accordance with this letter. Analytical monitoring shall begin within 12 months of the effective date of the certificate of coverage and continue at the discretion of the Wilmington Regional Office or for a minimum of two years. Please note that this additional monitoring requirement has been placed on the facility in lieu of an individual permit but does not restrict DWQ from requiring coverage under an individual permit in any of the cases described in Part III, Section B, 3. With all that we are trying to accomplish, I needed to get a better understanding of the NCDENR's expectations. I feel much better now and will begin working on additional pieces of the template and document. It will not be the top priority until we have the permit letter in hand. As for our aircraft operational stats, I have attached our official traffic count for CY2009. it is important to note that an operation is defined as a landing or takeoff. If you want to count flights, then the number needs to be divided by two. Another important note is that the counts are classified by Air Traffic guidelines, and the Air Taxi numbers contain some commercial flights, large GA aircraft for hire, and cargo operations. Adding the Airlines and Air Taxi would give you 10,746, which is too high. If I were to estimate the number of commercial flights for the year, then I would use 22 flights per day (8030). My estimate on the phone was assuming the maximum number of fights per day at 26. Flights actually range from 21 to 26 per day. After talking with the Operations Director, 1 think 22 is the most accurate number to use for an average over the entire year. I hope this has been helpful and not too confusing. Inventory of deicing/defrosting materials stored on site and a history of the deicing material application for the last five (5) years. Response: The Wilmington International Airport (ILM) stores three pallets of Cryoice pellets on site to deice the runway. It is our emergency supply, and we use it in the rare event of a snow accumulation and ground temperature below freezing. Until February 2010, we only used one pallet. Last month we used two pallets for the snow event. The material is the most environmentally friendly material available on the market. A copy of the Material Safety Data Sheet (MSDS) is included with this correspondence. Three tenants on ILM possess deicing equipment and fluids. US Airways stores 1540 gals Type I and 825 gals Type IV; ASA/Delta stores 440 gals Type I; FEDES stores 165gals of Type I fluid. We were not able to get five years of use data from the companies. Vehicle and equipment maintenance activities and frequency. Response: The ILM airport complex consists of many tenants and businesses that support air transportation and tourism. Examples include the following: ILM ® a. ILM maintains its vehicle fleet (10 vehicles) and mowing equipment (5 tractors) at the Pennington Maintenance Center. The facility has a garage permit in accordance with New Hanover County. ILM washes vehicles at Rescue Base, which is equipped with an oil and water separator, as needed by airport employees. b. There are three rental cars that operate Service Facilities on the airport. They perform minor maintenance and vehicle detailing on site with their own employees and equipment. The facilities are open seven days per week and the number of cars cleaned varies depending on the time of year and Franchise Company. LLM's strategic plan calls for replacing all three facilities with a consolidated facility. Until the Cape Fear Utility Authority extends water and sewer to the proposed site, ILM has postponed design and construction of the new facility. There are two Fixed Base Operators (FBO) on the airport that provide aircraft maintenance on private airplanes with their own employees. The FBOs do not normally wash aircraft. In the rare occurrence when they do, they dry wash outside or wet wash inside a hangar with an oil and water separator. Inventory of deicing/defrosting materials stored on site and a history of the deicing material application for the last five (5) years. Response: The Wilmington International Airport (ELM) stores three pallets of Cryoice pellets on site to deice the runway. It is our emergency supply, and we use it in the rare event of a snow accumulation and ground temperature below freezing. Until Febtwry 2010, we only used one pallet. Last month we used two pallets for the snow event. The material is the most environmentally friendly material available on the tuarket. A copy of the Material Safety Data Sheet (MSDS) is included with this correspondence. Three tenants on ILM possess deicing equipment and fluids. US Airways stores 1540 gals Type I and 825 gals Type IV; ASA/Delta stoves 440 gals Type I; y {DES stores 165gals of Type 1 fluid. We were not able to go t five years of use data from the cohipanies. I 3, ILM SPCC Program: Response: ILM has had a SPCC program in place since 2002� As a part of the NPDES permit process, ILM has an engineer revising the SP C document. The document is still in revision at this time. Vehicle and equipment maintenance activities and fret uency. Response: The ILM airport complex consists of many tenant and businesses that support air transportation and tourism. Examples include the following: I LM a. ILM maintains its vehicle fleet (10 vehicles) and n I iowing equipment (S tractors) at the Pennington Maintenance Center, The facility has a garage permit in accordance with New Hanover County. ILM washes vehicles at Rescue Base, which is equipped with an oil and water separator, as needed by airport employees. b. There are ttuee rental cars that operate Service Fadilities on the airport. They perform minor maintenance and vehicle detailing on site with their own employees and equipment_ The facilities are ben seven days per week and the number of cars cleaned varies depending on the time of year and Franchise Company. ILM's strategic plan calls for replacing all three facilities with a consolidated facility. Until the Cape Fear Utility Authority extends water and sewer to the propose site, ELM has postponed design and construction of the new facility. c. There are two Fixed Base Operators (FBO) on the airport that provide aircraft maintenance on private airplanes with thei . own employees. The EBOs do not normally wash aircraft. In the rare occurrence when they do, they dry wash outside or wet wash inside a hangar with an oil and water separator. Based on the NCAA sponsored airport storm water training, ILM intends to use the NPDES program frorn the approved airport permit template.
