March 13, 2014, Sue White of this office performed a Stormwater Permit Inspection at Forsyth Redi-Mix located at 100 Anderson Road, Rural Hall, NC in Forsyth County This facility holds General Stormwater Permit No NCG140423 to discharge Stormwater from activities associated with Ready Mix Concrete under the National Pollutant Discharge Elimination System (NPDES) 1 Permit The permit became effective July 1, 2011 and expires June 30, 2016 2 Records/Reports During the inspection, it was determined that your facility has a developed Stormwater Pollution Prevention Plan (SPPP) The SPPP was not organized in a manner that made the information readily available It was discussed that the binder would be organized so that employees and State Inspectors would be able to find the various components of the plan 3 Facility Site Review This site is a concrete ready mix plant with a recycle system for their wastewater The site is well cared for and it is obvious that the owners and employees implement permit requirements This facility has one outfall, which is identified in the SPPP 4Effluent/Receiving Waters Stormwater from the property discharges to Beaver Dam Creek (Class C waters) in the Yadkin/Pee Dee River Basin 5 Self -Monitoring Program It was determined during the inspection that you have been performing the analytical self - monitoring requirements of the General Permit for Stormwater Monitoring requirements for qualitative monitoring at each stormwater discharge outfall and the wastewater discharge were discussed Both types of stormwater monitoring must be done once per each 6 month period and the wastewater discharge monitoring must be done quarterly using the date that the plant was opened as your starting date The wastewater discharge and qualitative the Serbers Julie Serber is who I mostly spoke to, but Marty Serber is who called in the complaint Their phone numbers are 969- 6652 and 407-6388 if you should want to contact them for whatever reason Jars (see attached for photo) Anyway, the facility is called Forsyth Redi-Mix (NCG140423), located at 100 Anderson Street in Rural Hall The owner is Jason Speer, 336-345-3202 That permit was issued on 2/15/13, so their "grace period" for developing the SWPPP and doing monitoring should be over by now I looked in BIMS and they only have one outfall that discharges to UT to Beaverdam Creek Thanks so chambers via a series of screens and filters I his system treats the runoff for Total Suspended Solids (TSS) and settleable solids As a result, the quality of waters improved from one chamber to the next In addition, the wash pit will be monitored for pH balance and treated with muriatic acid or other chemical additives as necessary to control, the alkalinity A pump and piping system located in the final chamber of the wash pit will allow water to be,reused, for vehicle and equipment cleaning For cleaning of thermixing drums the facility will use Delvo ESC or similar chemical additive to
