Not sure who would handle Swain County, but I got a call from this facility in Bryson City. They have coverage under the
Ready -Mix permit and were questioning if they needed to maintain it. They apparently produce at low enough
quantities that the Air Quality folks are rescinding the air permit. I told him that our permit didn't have a cut off level
like this and as long as they had material exposed and point source discharge of SW he would need the permit. He
indicated he didn't have a discharge, but I wasn't sure he really knew. So, I suggested he might want to have the region
come out and look at the site. Could one of you get in touch with him? His name is Brandon Dills and the number is

state — NPDES >7eneral permit. This permit is issued pursuant to -the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the US Environmental Protection Agency dated October 15, 2007 (or as' subsequently

Please note that this COC does not allow any wastewater discharges, including but
not limited to irrigation of raw material stockpiies, mixing drum cleaning, or vehicle and

The NCG14 permit covers recycling of wastewater, but not into the concrete mix process (DWQ doesn't issue a recycle
permit if wastewater is put into the concrete mix). We cover recycle systems of rinse out water that is recycled back for
rinsing..- That's a little confusing, but•it's•consistent•with-what-Aquifer-Protection does (and-we-essentially'fill'their role
with our GP be xiuse we cover some recycle_systems.in this permit)._ -- --
In this case we are hesitant to authorize any discharge of wastewater because the applicant is claiming he will not
discharge wastewater. If the.COC excludes it (as we can write it for stormwater only), it is more clear that he is in
violation should he operate his site differently than he represented it in the application and in fact discharges
wastewater. Otherwise, by the NCG14 General Permit alone, he can just discharge WW and SW, whether he told us

Even with the recycling of the washdown water, he will still be managing a wastewater.

iOADOUT AREA:
In the truck load -out area, we will be,using water spray by means of a spray bar, to control
the dust involved with the truck load -out. The mechanism will be a spray bar with 8
nozzles using between 1.5 and 5.0 gallons of water per minute. The spray bar will use
fresh water from the incoming water line, not water from either of the two water storage
tanks.
Residual water from the spray bar operation will be collected underneath the truck by a
concrete basin that directs wastewater flow back into the collection storage tank, SMRM
onsite tank 42 (250 gallon size). Water will then be pumped back into the main storage
tank, SMRM onsite tank #1 (7,000 gallon size), where it will then be put back into the
concrete mix as recycled water.
All land surfaces around the discharge point will be graded to direct water to run away
from the discharge point, to prevent mixing storm water runoff from recycled water at the
plant.
All pipes going to spray bar will be insulated and heated if necessary which would
prevent freezing in cold weather down to several degrees below freezing.
In general, production processes would not take place in temperatures that would result -in
freezing of the spray bar system.

I have reviewed you Stormwater / Wastewater application as the regional office representative for Swain County.
1 have also visited the cite in the recent pact
Your wash down operation, as was explained to Mr. .Davey yesterday, will generate a wastewater, in addition to the
waters from your silo concrete filling area (for portland cement) and the cement truck loading area when spills occur.
These wastewaters must be managed and treated prior to them leaving your site.
Couple points that we need you to address with regard to this application:

• Will you discharge directly to surface waters, or overland (through adjacent property owners land)?
• As you site is size limited, where will ybur stormwater treatment be located?
• Will your stormwater and wastewater share an outfall, or be separate outfalls?
• Stone wet down. It is a common industry practice to require that aggregates be wet down of washed prior to

We have received an application for coverage of a new facility under NCG 14 from Smoky Mtn. Ready Mix. The facility
drains to a UT of Alarka Creek (class C; Tr) in Bryson City (Swain County). No wastewater, vehicle maintenance, or haz
waste. We spoke to the owner who stated there would not be any wetting of stockpiles, vehicle washing, or drum rinse
out. He stated they would rinse out at the construction site. Does the ARO have any concerns about issuing this facility
a stormwater ONLY COC for this general permit?

stormwater): This NOI is also an APPLICATION FOR Authorization to Construct (ATC) wastewater
treatment facilities. ATC requests -must be submitted at least 90 days prior to construction.

stormwater): This NOI is also an APPLICATION FOR Authorization to continue to operate wastewater
treatment facilities in place. Construction, modification, or installation of any new treatment components
at an existing site requires an ATC.
Treatment facilities used to treat or recycle process wastewater (including stormwater BMP structures
treating process wastewater flows commingled with stormwater) require an ATC prior to construction
per 15A NCAC 2H .0138. The authorization to construct or continue to operate will be issued at the
same time as the Certificate of Coverage (COG) for the NCG14 permit. Design of treatment facilities
must comply with requirements of 15A NCAC 2H .0138 & .0139.
Construction of wastewater treatment facilities (this includes recycle systems) at new or existing nlant

Professional Engineer (P.E.) or qualified staff along with this application. A copy of the design
