On February 28,'2013, Joanne Steenhuis from the Division of Water Quality Wilmington Regional Office
(WiRO) conducted an inspection of the S.T. Wooten Corporation facility at 3931 NC Highway 24,
Newport. The Division of Water Quality appreciates the assistance provided by Mr. Jimmy Washburn
and Mr. Gary Kilker during the inspection procedures.
This inspection was conducted to verify that the facility is operating in compliance with the conditions
and limitations specified in NPDES General Permit No. NCG 140247. This facility was found to be in
substantial compliance with the permit requirements. The findings and comments noted during this
inspection are provided in the enclosed copy of compliance inspection report.
There were no significant issues or findings noted during this inspection, thus a response to this
inspection report is not required.

recycle as much water as possible and only discharge after large amounts of rain.
There is a pipe in the bulkhead that comes from the house/office area for the sump
pump for under the house/office.

On September 19, 2008, staff from the Division of Water Quality Wilmington Regional Office,
conducted an inspection of the S.T. Wooten Corporation facility at Highway 24, Newport plant. This
inspection was conducted in response to a complaint regarding a discharge leaving the site property.
As part of the inspection, a tour of your facility was conducted. All observations and
recommendations are noted in the Summary and Comments of this inspection report.
A specific area of concern is the wash pit area outfall at the southeastern corner of the property
that needs to be either contained onsite or provide adequate treatment prior to being discharge from the
area. Monitoring and location of this outfall needs to be included in the Stormwater Pollution Prevention
Plan.
Please update all documentation of illicit discharges annually to ensure that your plan meets the
requirements of the NCG140247 permit and provide adequate treatment for stormwater and wastewater
that discharge from this site.

This modification documents the change in name/ownership at the subject facility. All other terms and conditions in the
original permit remain unchanged and in full effect. This permit modification is issued under the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental
Protection Agency dated December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit modification are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following
receipt of this letter. This request must be a written petition conforming to Chapter 150B of the North Carolina General
Statutes, filed with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 2761 1-7447.
Unless such demand is made, this decision shall be final and binding.
This permit does not affect the legal requirement to obtain other permits which may be required by the Division of

above referenced facility for purposes of NPDES stormwater general permit monitoring
requirements has been reviewed by members of the Water Quality Section staff. The site map
which was submitted with your request indicates that all of the stormwater from the site eventually
ends up at this point.
Based upon staff review of your August 1, 1997 letter and attached site map, we have
concluded that the requested determination is warranted and in accordance with Part I, Section A.,
2., a. of the general permit, authorization is granted to sample the location where the stormwater
enters the stream as stormwater discharges representative of the runoff from the Parker Ready Mix
facility for purposes of the general permit.

In accordance with your Application for discharge permit received oil March 21. 1997. we are
forwarding herewith the subject certificate of coverage to discharge under the subject state - NPDES general
permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .l and the
Mernorandum of Agreement between North Carolina and the US Environmental Protection agency dated
.December 6, 1983.
The stornlwater-permit you are receiving. NCG 140000, does not permit wastsng concrete, dumping
excess concrete, clirectly into storm sewer outfalls or into waters of the state. Any facility which either dumps
excess concrete or washes excess concrete into storm sewers or waters of the state will be operating in direct
violation to both the terms of this permit and the North Carolina General Statutes. Such a discharge shall be
considered an illegal discharge and may subject the owner to enforcement actions in accorda--ice with North
Carolina General Statutes 143-215.6A
If any parts, measurement frequencies or sampling requirements contained in this permit are
Unacceptable to you, you have the right to request an individual permit by submitting an inflsvidual' permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Water.Quality. The Division of Water Quality may require modification or revocation and reissuance of the
certificate of coverage.
This permit sloes not affect the legal requirements to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Managernent
