Homewood, Environmental Specialist of the DWR WSRO, contacted Mr Jacob Callahan of Callahan Concrete Co, for an announced targeted multi -media compliance inspection The facility was previously inspected on July 25, 2016 by Paul Williams, Environmental Specialist DAQ-WSRO, and was found to be operating in compliance at that time The facility is a concrete batching and truck -mix facility that currently operates Monday through Friday, 9 hours/day and 50 weeks/year Mr Callahan stated that production has increased since the prior inspection Mr Callahan also confirmed the IBEAM contacts were accurate Safety Equipment Safety shoes, hardhat and a safety vest are required on site Applicable Regulations Applicable regulations listed in the air permit include Title 15A NCAC, Subchapter 2D 0202, 2D 0515, 2D 0521, 2D 0535, 2D 0540, 2D 0611, 2D 1806 and 2Q 0309 This facility is not required to implement a risk management plan under the federal regulation 40 CFR 68, Section 1 12(r) because they do not produce, use or store any of the regulated chemicals in quantities above the threshold limits in the rule The facility is also subject to the General Duty requirements contained in the General Duty Clause Discussion This facility is a concrete batching and truck mix operation The facility was operating during this inspection The processes begin as cement and flyash are pumped into the pneumatically loaded cement storage silo (ES-1) and pneumatically loaded flyash storage silo (ES-3) respectively Mr Callahan stated that the facility receives cement deliveries approximately 5 times per week and flyash approximately 1 5 — 2 times per month Emissions from ES-1 and ES-2 are controlled by a single bagfilter (CD-3), which was operating when Ms Homewood arrived but not operating during the inspection Cement is gravity fed to the weigh hopper (ES-4), which is located beneath cement silo ES-1 Flyash is auger fed, from the flyash silo (ES-3), to the weigh hopper The facility conveys aggregate from storage piles to a three -compartment storage bin and is then loaded into the weigh hopper From the weigh hopper, the aggregate is conveyed to the truck loadout operation (ES-5) Cement and flyash are gravity fed from the weigh hopper into the truck loadout operation The facility is permitted for a second pneumatically loaded cement storage silo (ES-2) This cement silo was not in operation during this inspection Mr Callahan confirmed what was noted in the previous inspection, that this silo has not been utilized in several years and there are no plans to operate this device in the foreseeable future The following exempt items are listed on the permit and were observed during this inspection one 7,500 aboveground diesel fuel storage tank (I ES-6), one 500-gallon motor oil storage tank (IES-7), and four concrete admixture storage tanks (IES-8 — IES-1 1) It should be noted (as noted in the 2016 inspection) that the facility actually operates a total of 6 concrete admixture tanks and this should be updated during the next permit opening Also the facility is permitted for an exempt natural gas -fired hot water heater (IES-12) The facility has removed this device because it became inoperable and has installed a new natural gas -fired water heater as a replacement This new water heater was installed in January 2016 This new unit is an 840 000 BTU/hr unit manufactured by Pearson Systems The unit s information is as follows Model 9 P-5-6W Burner # J091273-0 and Serial 901600-15 This unit should be added during the next permit opening Permit Conditions/ Applicable Regulations Condition A 2 contains the 2D 0202 requirements, which include submitting an emissions inventory at least 90 days prior to the expiration date of the permit The facility's permit expires on March 31, 2023 and must include an emissions inventory for the 2021 calendar year Ms Homewood discussed the renewal process and emissions inventory with Mr Callahan and compliance with this condition is anticipated Condition A 3 contains the 2D 0515 requirement associated with particulates from miscellaneous industrial processes According to the facilities emissions calculations within Permit Review R08, emissions, with controls, are below the allowable rates Also, the emission sources, baghouses, and associated ductwork appeared to be in good condition during this inspection Compliance with this condition is indicated Condition A 4 contains the 15A NCAC 2D 0521 visible emissions control requirement This facility is limited to 20% opacity visible emissions, for sources manufactured after July 1, 1971, when averaged over a six -minute period No visible emissions were observed during this inspection Compliance with this condition is anticipated Condition A 5 contains the requirements for 2D 0535 which requires the facility to notify the DAQ of any malfunctions associated with a source causing an excess of emissions lasting more than four hours Mr Callahan stated there had been no such incidents since the prior inspection Compliance with this condition is indicated Condition A 6 contains the 15A NCAC 21) 0540 fugitive dust control requirement No fugitive dust was observed traveling beyond the property boundaries during this inspection The facility operates a Bobcat with an attached water tank to wet the unpaved areas during periods of dry conditions Compliance with this condition is indicated Condition A 7 contains the requirements for 2D 0611 bagfilter maintenance and recordkeeping for particulate matter emissions control The facility is required to perform, at a minimum, an annual (for each 12-month period following the initial inspection) internal inspection of the bagfilter system and perform periodic inspections and maintenance as recommended by the equipment manufacturer The facility is required to record the results of all inspection and maintenance activities in a logbook Mr Callahan keeps this information in a spreadsheet The spreadsheet was found to be complete with records indicating that the most recent internal inspection was performed and filters were replaced on bagfilter CD-3, on January 16, 2017 Compliance with this condition is indicated Condition A 8 contains the requirements for 2D 1806 which requires the facility to control and prohibition of odorous emissions No objectionable odors were present during this inspection Compliance with this condition is indicated NSPSINESHAP The facility does not appear to be subject to any NSPS/NESHAP regulations at this time Facility Wide Emissions Facility wide actual emissions, as reported by this facility for CY 2009 and CY 2014, are located in the report header Permit Issues The facility operates 6 cement admixture tanks, while the current permit list only 4 in the exempt activities section As discussed previously, the facility has removed the exempt 0 0017 million BTUIhr natural gas -fired hot water heater (IES-12) and has replaced it with an 840,000 BTUIhr natural gas -fired hot water heater manufactured by Pearson Systems The new unit is model # P-5-6W, burner # J091273-0, and serial # 01600-15 Stack Testing No stack testing has ever been conducted at this facility 5 Year Compliance History No violations or deficiencies have been noted within the last five years Conclusion Based on visual observations and review of records, of the company changed recently, in March 2010 • A Stormwater Pollution Prevention Plan (SPPP) had not been developed, though was almost completed at the tune this letter was written • Qualitative monitoring has not been conducted and recorded in ac,c.ordance with permit acquirements at two (2) discharge outfalls • Analytical monitoring has not been conducted and recorded in accordance with the
