Attached you will find the report resulting from my March 8, 2006 inspection of
Southern Concrete Materials' Swannanoa Plant. It was my determination that the
Swannanoa Plant is in compliance with the requirements of Permit Number NCG140000
with the exception of self monitoring. Records were not available indicating that analytical
or qualitative monitoring has been done.
I must say that Mike Robinson keeps a neat plant site. Should you have need to

On the day of the inspection vehicle wash water flowed a few feet across the yard and soaked into the
ground. Drums are filled with water across the road at the Grove Stone quarry. The drum wash water is then
discharged into the crushed stone wash water pit where it becomes part of the crushed stone wash water
which is recycled. Storm water from the SCM site is captured in @-ditch which is blocked by a gravel pile.
After filtering through the gravel, the storm water must make its way across 100 yards of woods and
undeveloped land before reaching the Swannanoa River.

pursuant to the requirements of North Carolina General Statute 143-215A and the Memorandum of Agreement
between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.
The following information is included with your permit package:

A copy of General Stormwater Permit NCG 140000
• A copy of a discharge monitoring report form
• 5 copies of the qualitative monitoring report form
Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by the Department of Environment and Natural
Resources, or relieve the permittee from responsibility for compliance with any other applicable federal, state, or
local law, rule, standard, ordinance, order, judgment, or decree.

In accordance with your application for a stormwater discharge permit received on
December 2, 1994, we are forwarding herewith the subject state - NUDES permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection
agency dated December 6, 1983.
The stormwater permit you are receiving, NCG140000, does not permit wasting or
dumping excess concrete directly;into storm sewer outfalls or waters of the state. Any facility
which either dumps excess concrete or washes excess concrete into storm sewers or waters of
the state will be operating in direct violation to both the terms of this permit and the North
Carolina General Statutes. Such a discharge shall be considered an illegal discharge and may
subject the owner to enforcement actions in accordance with North Carolina General Statutes
143-215.6A.
If any parts, measurement frequencies, or sampling requirements contained in this permit
are unacceptable to you, you have the right to an adjudicatory hearing upon written request
within thirty (30) days following receipt of this letter. This request must be in the form of a
written petition, conforming to Chapter 1.50B of the North Carolina General Statutes, and filed
with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina°
27611 -7447. Unless such demand is made, this decision shall be. final and binding.
Please take notice this permit is not transferable. Part H, B.2. addresses the requirements
to be followed in case of change in ownership or control of this discharge.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Environmental Management or permits required by the Division of
Land Resources, Coastal Area Management Act or any other.EederaLor-Localgov.e�rnmental
permit that may be required.
