I met with Jeff Lamm on site. Durin gthe inspection, the following items were noted. 1) Secondary containment was not provided in all areas where containers stored in close proximity to each other had a total capacity greater than 1320 gallons. These containers shall be moved to an area which provides secondary containment. 2) The area next to the stilling basin should be evaluated for the potential to over flow during rain events. Director Division of Water Quality Asheville Regional Office SUBJECT: Compliance Evaluation Inspection Storm Water Management System Southern Concrete Materials Permit No: NCG140156 Buncombe County Dear Mr. Combest: Attached is the report resulting from my February 24, 2006 Compliance Evaluation Inspection of the wash water/storm water management system serving Southern Concrete Materials' (SCM) Asheville Plant. I found the plant to be in compliance with the documents and record keeping requirements of the permit. The system allows the use of treated wash and storm water in the mix. When necessary to discharge, effluent pH is first adjusted. The facility was found to be in Compliance with permit NCG140156. Specific practices include: • The adoption of good housekeeping practices. • The performance of regular visual inspections. • The recycle and reuse of process materials. • Secondary containment of bulk liquid storage tanks. • Conducting monthly materials inventories. • Making sure that the lids remain on all containers not in use. • Maintaining Material Safety Data Sheets (MSDS) for all hazardous chemicals and fuels stored and used on site. The Pollution Plan Team Leader and Team Member(s) identified on page ii-2 of this Manual are responsible for implementing and maintaining this SPRP. The Team Leader is responsible for keeping this Plant's "Emergency Telephone List" current. A copy of this list is illustrated at the end of this Appendix. The spill response required is dependent upon the location, substance, and quantity of spill which has occurred. The Plant Team should review the materials inventory '� ,;trated in Appendix B.1 and assess the spill potential for the products listed. For ,.-zardous materials, the following procedures shall be followed: Hazardous Material Spill and Containment Procedure A. Identify the chemical for proper action. B. Check MSDS for emergency instructions involving exposure, treatment, and cleanup. C. Contain chemical that was spilled to prevent contamination of other areas or groundwater. Containment may include: a dirt dike; or sand (or other spill control sorbents) to absorb the spill. The stormwater permit you are receiving, NCG 140000, does 'not permit wasting concrete, dumping excess concrete, directly into storm sewer outfalls or into waters of the state. Any facility which -either dumps excess concrete or washes excess concrete into storm sewers or waters of the state will be operating in direct violation to both the terms of this permit and the North Carolina General Statutes. The driver Mr. Pruett observed at the Carolina Tractor site was indeed washing off his truck. After completing a concrete pour there are certain steps the driver must follow prior to departing the job site. The hopper and internal blades of the mixer must be washed off. This wash water is collected inside the mixing drum. The next step is to wash off the four sections of chute (about 12 linear feet) to prevent the concrete residue from setting up enroute to plant. The entire procedure requires about 25 gallons of water. Should more extensive washing be required, the driver (usually after the last trip of the day) would return to the plant and flush out the mixer in the reclaimer area where the water would be collected for future use. Drivers have been thoroughly briefed on using good judgment when selecting a "washdown` site for their vehicles. This will be emphasize again during our next safety meeting and will be a special point of interest for all future meetings. I realize that this overflow line is in place for use during emergency situations, however, since the permit does not provide for a discharge, it is recommended that this line be sealed or otherwise altered to prevent passive use and subsequent unpermitted discharge_ The system appears to have been receiving proper maintenance. We have not received a request for renewal from you as of this date. A renewal request shall consist of a letter requesting .renewal and completion of the enclosed application, submitted in triplicate. A processing fee must be submitted with the request. Please find attached a copy of the 15 NCAC 211 .0205(c) regulations. The processing fee for your facility is based on the design or permitted flow, whichever is appropriate, listed in the first four. categories of facilities. Sludge renewals are based on total acres of land permitted. If the facility covered by this permit contains some type of treatment works, a narrative descripton of the sludge management plan that is in effect at the facility must be submitted with the application for renewal. The Environmental Management Commission adopted rifles on August 1, 1988, requiring the payment of an annual fee fot most permitte-d facilities (attached regulations). You will be billed separately for that fec (i.r applicable), after your permit is approved. Please be advised that this permit must riot be allowed to expire. If the renewal request is not received within 180 days prior to the pe.r:mi.t's expiration date as required by 15 NCAC 211 .0211, you will be assessed an automatic civil penalty. This civil penalty by North Carolina General Statute may be as much as $1.0,000 per day. If a permit renewal request is not received 1.80 days before permit expiration, a civil penalty of at least $300 will be assessed. Larger penalties may be assessed depending on how late the request is made. In addit.i.on, any per-mi.t .renewal request received after the permit's expiration date will be considered as a new application and will be required to pay the higher permit application fee.
