Dear Mr. Chitwood; Dee Freeman Secretary In response to a complaint from the City of Eden, Aana Taylor -Smith met with you at the Blue Ridge Plastics facility in Eden on January 4, 2013. The complaint concerned a white substance and plastic debris found in a creek onsite. These materials were determined to have been deposited in the creek, an unnamed tributary to Dry Creek, Class "C" waters in the Roanoke River Basin, via runoff from the parking lot. The inspection found -that Blue Ridge Plastics had addressed the problem and was working toward alleviation. However, it 'was noted that the facility does not have the required state stormwater permit. Stormwater discharges from non-metal waste and scrap operations fall under the Phase I permitting requirements established in 1990. Coverage under stormwater permit NCG130000 is applicable to owners having stormwater discharges associated with establishments primarily engaged in the wholesale trade of non-metal waste and scrap, a portion of Standard Industrial Classification (SIC) 5093. More information about stormwater permits can be found at bttp:Hportal.nedenr.Qrp,/web/wg/ws/sgLnpdessw. To comply with the above requirement, Blue Ridge Plastics needs to obtain the above.permit. Attached'is the required application. What does this permit require me to do? • Implement a Stormwater Pollu- tion Prevention Plan (SPPP) (Part II, Section A). • Provide secondary containment for all bulk storage of liquid mate- rials. (Part 11, Section A, 2.(b)). • Perform and document semi- annual qualitative monitoring during a representative storm event. (Part II, Section B). • Perform semi-annual analytical monitoring for vehicle mainte- nance area, if present, and submit the results on the monitoring re- port forms provided with the per- mit. (Part II, Section Q. - What are BMPs, and why are they important? The SPPP should include the use of Best Management Practices (BMPs) to control discharge of pollutants from a facility's stormwater out - falls. BMPs include a variety of things that the industrial facility can do to minimize the potential for pollutants to get into the stormwa- ter draining from a facility. There are different types of BMPs: Non -Structural BMPs Non-structural (practices or activi- ties) BMPs include- * Eliminate exposure of materials and equipment wherever possible by moving materials and equipment to indoor locations. * Practice good housekeeping on - site. Keep materials handled and stored at the facility in an orderly fashion. * Exchange hazardous materials for non -hazardous ones wherever possible. * Establish routine leak and main- tenance checks to minimize the chance of spills before they occur. (continued) When spills occur, clean them up immediately. * Establish bulk storage tank protocols that minimize the risk of spills during loading and unload- ing procedures. * Store used pallets and process waste dumpsters inside or under a roof where water cannot flow on or around them. Structural BMPs Structural (equipment or devices) BMPs include: * Build containment dikes around the loading areas of bulk liquid storage containers. * If practical, change painting operations from liquid systems to powdered systems that do not Could I monitor at fewer outfalls? All outfalls associated with vehi- cle maintenance must be moni- tored- However, the facility may request approval of "Represent- ative Outfall Status." This status allows analytical monitoring at fewer outfalls. To request repre- sentative outfall status, send a letter to the DWQ Regional Office explaining which outfalls) can be considered representative of other discharges and include all neces- sary supporting documentation. Could 1 be exempted from an NPDES stormwater permit? Possibly. A facility with any indus- trial activity subject to the NPDES Stormwater regulations that elimi- nates all potential stormwater ex- posure may be eligible for a No Ex- posure Exclusion from a stormwa- ter permit. A facility that meets this condition may submit a No Exposure Certification application form (see NC DWQ's Stormwater Do I need a certified lab to analyze stormwater samples? Monitoring under all NPDES per- mits must be conducted in accor- dance with test procedures ap- proved under federal regulations in 40 CFR § 136. All labs certified by North Carolina perform analysis in accordance with those procedures. While N.C. certification require- ments do not apply to stormwater only discharges, any data gathered under an NPDES permit must con- form to federal requirements. He told me that they had installed a gravel and sand berm with seepage pipe to contain the runoff from their parking lot. They have also re-routed gutters that previously dumped rainwater from the roof directly onto the parking lot so that they are tied.to stormwater drains instead. One gutter has been completely fixed and they were in the process of fixing the other at the time of my visit. The tot itself is slanted and has a depression in one end that allows runoff to drain towards the creek. The lot is made of asphalt with a lot of gravel and dust, which I believe contributed to the white substance that was found in December. Mr. Chitwood stated that he realized the parking lot's design was not ideal and that they may look into changing that. I did not find any discoloration or plastic debris in the creek. Mr. Chitwood indicated that there had been two heavy rains since they installed the berm, neither of which resulted in materials entering the stream. They frequently check the berm's integrity and replace the sand as needed. Additionally, the dumpsters are emptied by Waste Management twice per day. I have attached photos taken today. Please note that what looks like a large quantity of water in front of the berm is actually a layer of ice. Blue Ridge Plastics will be under our radar in the future, as their SIC Code (5093) requires them to apply for coverage under a NPDES general stormwater permit. They traced the cause back to the parking lot at Blue Ridge Plastics where the dumpsters were found leaking. This is an industry that we monitor, but they are not one of our SIUs. They are also outside of the City limits. Joel Freeman, our Pretreatment Coordinator, visited the plant to check out the complaint. The manager was at lunch, but the maintenance supervisor advised Mr. Freeman that this was a common occurrence every time it rained. I Know that it rained a little Monday and Tuesday morning, but not enough to cause a significant problem. Because this is a storm water issue outside of the City, I am forwarding this to you. I have attached pictures of the parking lot, the dumpsters, and the creek that Mr. Freeman took while there around lunchtime today. He has also taken a small water sample of the creek in case you might need to look at this. Mr. Freeman observed that the water was cloudy and that the heavier materials were settling to the bottom of the creek. The water on top had a pH of 7.74 and after it was stirred up, it was 7.07. He also observed a lot of plastic material that was washed out into the creek and being caught on the vegetation around it. This can be seen in picture 003. Taylor -Smith of DWQ contaced Tim Chitwood, Gen. Manager Blue Ridge Plastics installed a sand/gravel berm and seepage pipe to at BRP, on 1/312013 to inquire into situation. Mr. Chitwood stated keep parking lot runoff from entering the stream. They also tied off roof that problem had been addressed and the City of Eden visited to gutters that previously dumped water onto the parking lot such that they inspect in December. A. Taylor -Smith visited BRP on 1/4/2013 to now conduct water to SW. Creek was clear and free of plastic during visit. inspect'solution. Discovered that BRP's SIC code is 5093, which Dumpsters are emptied twice per day. Berm is inspected daily and means they must submit an N01 for an NCG13 permit. sand/gravel is replaced as needed. Mr. Chitwood indicated that BRP would look into redesigning parking lot to direct water away from creek in future. Letter sent to BRP on 1l4I2013 requesting NOI for NCG13. M. Ward and J.
