Operating a treatment facility, discharging wastewater or discharging specific types of
stormwater to waters of the State without valid coverage under an NPDES permit is against
federal and state laws and could result in fines. If something changes and your facility would
again require stormwater or wastewater discharge permit coverage, you should notify this office
immediately. We will be happy to assist you in assuring the proper permit coverage.
If the facility is in the process of being sold, you will be performing a public service if you would
inform the new or prospective owners of their potential need for NPDES permit coverage.

I visited the facility located at 6313 Burnt Poplar Rd, Greensboro on 8/23/17. The facility was clean and well maintained
and there are no significant exposures to stormwater. There is a detention pond that all paved areas drain into and I
didn't see any issues at discharge. The site no longer includes non-metal recycling so it is no longer required to be
covered under an NCG130000. Recommend rescission request be granted.

Dear Mr. Heath:
On June 29, 2017, the City of -Greensboro Stormwater Management Division completed an
industrial compliance inspection of Burnt Poplar Transfer Station. Local regulations permit an
inspection of industrial facilities under authoritygranted by City of'Gre'ensboro Code of
Ordinance Chapter 30, Article 12, Section 7.1 (C-5). This inspection consisted of two parts: a
review of the facility files/records and an on -site facility inspection.
The inspection was performed by Zack MacKenzie, and the .following deficiencies/observations
were noted during the inspection.
Stormwater Pollution Prevention PlanJSpill Plan Review
Site Maps and SWP3
• The SWP3 on file is from the previous owner and is missing some of the required
items. Waste Industries should update,the document and include the missing items
(i.e. site map with outfall location, drainage patterns, and.names of receiving waters).
Spill Prevention and Response Plan
• Contact information in the Spill Response Plan is not current.
Monitoring
• No deficiencies noted but the owner should keep the qualitative monitoring; reports
with the SWP3.

Employee Training
• Training records are not part of the SWP3 and are kept at the High Point, NC location.
Site Inspection
Preventative Maintenance/Good Housekeeping
• There is leachate dripping out of cracks in tractor trailers that are storing garbage. In
one location, leachate has reached a stormdrain (see photo). It is advised that the
owner implement BMPs to prevent leachate from leaving the trailers and to prevent
non-stormwater substances from entering the stormdrain.
• Oil stains and applied oil absorbent were observed on the paved area in front of the
transfer building. It is advised that the owner keep a spill kit nearby and implement
BMPs to prevent oil spills and readily remove and properly dispose of product from
the pavement.
Non-Stormwater Discharges
• No deficiencies observed.
It is recommended that Burnt Poplar Transfer Station take appropriate actions to correct the

Protection Agency dated October 15, 2007 (or as subsequently amended).

Dear Mr. Marcum:
On February 20, 2013 Sue White of this office conducted a compliance evaluation inspection at
the WI Burnt Poplar Transfer site located at 6313 Burnt Poplar Road, Greensboro, NC. You and Bob
Walker were present for this meeting. This type of inspection consists of two basic parts: an in office file
review and an on -site inspection of the treatment facility. The following are the findings from the subject
inspection:
I. Permit -This permit was issued on June 1, 2008 and will expire on May 31, 2013. Permit was readily
available for inspection when requested. Both you and Mr. Walker showed in depth knowledge of the
permit contents and how to remain compliant with permit requirements. Please be advised that the
application for permit renewal should have been submitted 180 days prior to the permit expiration date.
H. Stormwater Pollution Prevention Plan -Plan was well organized and maintained in a binder. All
required information was contained in the binder.
Ili. Qualitative monitoring -Being performed and recorded per permit requirements.
IV. Quantitative monitoring -Monitoring and record keeping per permit requirements.
The site was very clean and orderly. It was a pleasure for the DWQ inspector to visit your site and to

permit an inspection of industrial facilities under authority granted by City of Greensboro
Code of Ordinance Chapter 30, Article 12, Section 7.1 (C-5). This inspection consisted
of two parts: a review of the facility files/records and an on -site facility inspection.

On April 15, 2010, the City of Greensboro Stormwater Management Division completed an industrial
compliance inspection of the Sonoco. Local regulations permit an inspection of industrial facilities under
authority granted by City of Greensboro Code of Ordinance Chapter 27, Article 1, Section 27-9(e). This
inspection consisted of two parts: a review of the facility files/records and an on -site facility inspection.
The following deficiencies/observations were noted during the inspection:

• No deficiencies were observed.
Spill Prevention and Response Plan
• No deficiencies were observed.
Preventative Maintenance and Good Housekeeping
• Remedy the housekeeping issues regarding the oil barrel at the back: investigate if leaking and
repair/replace as necessary, consider adding secondary containment, and clean up the surrounding
soiled area.
• Remove trash from puddling areas at dock(s) before pumping rainwater.
Employee Training
Add training records to the plan.
Non-Stormwater Discharges
• No deficiencies were observed.
