On May 9, 2013, Jenny Graznak of this office met with you to perform a Compliance Evaluation
Inspection at Safety Kleen located at 6182 Old Mendenhall Road in Randolph County, North Carolina.
Julie Ventaloro of the Division of Water Quality Stormwater Permitting Unit was also present during the
inspection. This facility holds General Stormwater Permit No. NCG130027 under the National Pollutant
Discharge Elimination System (NPDES) to discharge Stormwater from activities classified as Non-metal
Waste and Scrap. This type of inspection consists of two basic parts: a review of facilityfiles and self -
monitoring data, and an on -site inspection of the facility and its outfalls. This particular inspection
evaluated five (5) areas as designated on the EPA inspection form, and observations from each area are
addressed below:
1. Permit
The permit became effective June 1, 2008 and will expire May 31, 2013. A copy of the permit was
available on site during the inspection.
2. Records/Rgports
As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan (SPPP) that
was available for review during the inspection. The current SPPP was created in 2007. Employee
Training occurs on an annual basis and is documented by signatures of participants. The most recent
annual site compliance inspection was performed on September 4, 2012 and was documented in the
SPPP.
3. Facility Site Review
Safety Kleen provides parts cleaning services as well as collection, processing, re -refining, recycling and
disposal of hazardous and non -hazardous materials. Any collected materials typically stay at the site for
less than 20 days before they are distributed for disposal or recycling. Used oil is transferred to Safety
Kleen's oil collection facility in Charlotte, NC. No vehicle maintenance or truck washing occurs at this
site.
There is a tank farm on site, consisting of five 20,000-gallon tank with secondary containment. Tanks
include three (3) used oil and two (2) used mineral. spirits. Stormwater is collected in the tank farm

containment area and visually inspected prior to discharge by Safety Kleen staff. Any stormwater with an
oily sheen is vacuumed out of the containment area; not discharged.
4. Effluent/Receiving�Waters_
Stormwater discharges from this site drain to an unnamed tributary to the Uhwarrie River (Class WS-III)
in the Yadkin -Pee Dee River Basin. The site has three (3) stormwater discharge outfalls. Outfall 001 is a
pipe that exits the property via the back corner. It includes any released stormwater from the tank farm's
secondary containment area as well as stormwater from the loading and unloading areas. Ms. Graznak
observed some erosion at Outfall 001, but found no major issues. It was noted during the inspection that
outfalls 002 and 003 represent sheet flow runoff from the parking areas behind the area. Therefore it was
decided during the inspection that these outfalls could be removed from the monitoring requirements.
5. Self-Monitorin Pro ram
The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls. An on -site
review of the qualitative monitoring data during the inspection showed that all parameters were evaluated
per the specifications of the permit. On -site vehicle maintenance monitoring requirements at the site are
waived, since these activities are not performed at the site.
You were found to be in compliance with NPDES General Stormwater Permit # NCG130027. Please
refer to the attached report for further details from the inspection. During the inspection, you expressed
an interest in obtaining No Exposure Certification for this site. The Division of Water Quality Stormwater
Permitting Unit is currently working to determine if this would be a good fit to for this site. A No
Exposure Certification application is attached to this report should you need it in the future.
