Solid Waste Facility COC Number NCG120082 Madison County Dear Permittee: In response to your renewal application for continued coverage under stormwater General Permit NCG120000 the Division of Water Quality (DWQ) is forwarding herewith the reissued General Permit. This permit is reissued pursuant to the requirements of North Carolina General Statute 143-2151 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended). The following information is included with your permit package: • A new Certificate of Coverage (COC) • A copy of General Permit NCG120000 • A copy of the Technical Bulletin for the General Permit • Two copies of the Discharge Monitoring Report (DMR) Form • Two copies of the Qualitative Monitoring Report Form The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with ail the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the permit to update your current SPPP to reflect all new permit requirements. The first sample period of your permit begins January 1, 2013, Your facility must sample a "measureable storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable, report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this permit and do not count prior exceedances. The more significant changes in the General Permit since your last COC was issued are noted either in the Draft Permit Fact Sheet that accompanied the public notice (http://portal.ncdenr.org/web/wq/ws/su/current- notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are posted on the Stormwater Permitting Unit's website with the new General Permit. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections B, C: A lower TSS benchmark of 50 mg/l for HQW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections 8, C: The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined in the "Definitions" section of the permit. • Sections B, C: The term "Representative Storm Event" has been replaced by "Measurable Storm Event." A measurable storm event is defined in the permit. • Section D: If the permittee fails to respond effectively to problems identified by qualitative monitoring, DWQ may require the permittee to perform corrective action. Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit, including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than 30 days from the date the facility receives the sampling results from the laboratory. Also note that existing permittees do not need to submit a renewal request prior to expiration unless directed by the Division. Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or decree. Solid Waste Facility Permit No: NCG120082 Madison County Dear Mr. Huff This letter is in follow-up to the NPDES Stormwater, Permit Compliance Inspection conducted on June 6, 2012. The facility was found to be in compliance with permit NCG120082, but is required to alter sampling preparation to maintain compliance. Sampling for the landfill in 2011 was insufficient due to preparation. It is required that the landfill have the sampling bottles onsite in preparation for stormwater sampling events. Analytical Monitoring as required by the permit (fart II, Section B) is to be performed at all outfalls (OF), especially OF 3 & OF 4. If samples are not obtained twice.in 2012 at these outfalls the landfill a will be placed under rhonthly monitoring restrictions. Attached is a Representative Outfall Status (ROS) Request Form, feel free to contact me for assistance in filling this out. It was noted during the inspection that sampling the pond nears its outfall structure would not only be easier for personnel but also better represent the water quality to the receiving stream. Baseflow samples obtained during the inspection from the pond indicate compliance. However, stormflow samples and baseflow samples may not be consistent, it is suggested the landfill gather some samples from the pond during stormflow events to gage compliance. Then if you would like to request ROS status at the pond in lieu of sampling at OF 1, OF 2 & OF 3 contact me for assistance with the request farm. Waste Mgt. Stream samples were obtained during baseflow conditions. Stormwater Discharge Outfall (SDO) 1&2 (Outfall (OF) 1 & 2) rarely discharge according to landfill personnel. The basins have not been cleaned out, but the drainage area is grassed. SDO 3 (OF 3) discharges sometimes according to personnel. The ditch from this outfall has some erosion that needs to be watched. Baseflow field parameters in the UT below this outfall were as follows: Dissolved Oxygen (DO) 8.2 mg/l, Temp (T) 16 c, pH 6.3 su, Conductivity 128 uS. SDO 4 (OF 4) is a small UT receiving drainage Area (DA) 4, 5, 6. This area does discharge regularly and is required to be sampled. This area is the active C&D landfill; basins at DA 4 and DA 6 are functioning somewhat as wetlands. As long as design capacity is not compromised, allowing these basins to take on wetland characteristics is ok. The wetland can aid in treatment. Personnel will have to make sure that invasive wetland plants do not take over and that the flows evenly discharge through the outlet structure. DA 4 needs groundcover (GC) improvment near inflow to basin, the use of mulch to improve GC is acceptable. Baseflow field parameters in the small UT below OF 4 were: DO 5.9 mgll, T 17 c, pH 7.1 su, Cond 329 uS. Upstream Samples: In the pasture baseflow field parameters from the UT just upstream of confluence with small UT receiving OF 4 were: DO 4.0 mgll, T 17 c, pH 5.8 su, Cond 114 uS. Pond Samples: Baseflow field parameters in the pond near the; outlet were: DO 8.7 mg1l, T 25 c, pH 8.0 su, Cond 148 uS. and Turbidity 37 NTU. Analytical Samples: Analytical samples obtained instream at baseflow were: Small UT below OF 4; COD 27 mgll, UT midstream near OF 3; COD <20 mgll, Downstream in the pond hear the outlet; COD 23 mg/l, Fecal Coliform 8 cfu1100ml. Sampling for the landfill in 2011 was insufficient due to preparation. It is required that the landfill have the sampling bottles onsite in preparation for stormwater sampling events. The commercial lab will provide a supply of bottles for the landfill. Sampling as required by the permit is to be sampled at all outfalls. If samples are not obtained twice in 2012 (July -Dec) at these outfalls, especially OF 3 & 4, the landfill will be placed under monthly monitoring restrictions. Please contact me with sampling results. The landfill should consider Representative Outfall Status (ROS). I have included the request form in the correspondence. I would suggest gathering samples from the pond during several rainfall events for compliance and then consider requesting ROS at the pond near its outlet structure in lieu of sampling at OF 1, OF 2 & OF 3. Madison County conducts their qualitative monitoring at each outfall once a week and/or after 0.5 inch rainfall event. A rain gauge is on site and it is used concurrently with nearby weather stations. Madision County samples at outfalls designated as OF-1 through OF-4. OF-1,-2,and -3 are stable and primarily vegetated areas. The County may wish to consider these for representative outfall status (ROS) in the future. There was little to nol flow from these outfalls at the time of the inspection. Outfali 4 (OF-4) is really a combination of 3 potential outfalls, combining to one common point. At this time, the DWQ will accept this as a sampling point. If analytical or qualitative monitoring indicates potential issues (or the bench mark values are exceeded) at OF-4, the County should contact the DWQ and potentially monitor the individual outfalls [reference map designed by McGill]. The County does not use more than 55 gallons of new motor oil per month - so vehicle maintenance monitoring does not apply. The facility does have fuel stored in a containment unit (not exposed to stormwater). Madison County Landfill was in compliance with its stormwater permit during the time of inspection - no outstanding issues were noted. The County was keeping excellent records of stormwater events and monitoring.
