The report looks good overall. One test that needs to be performed for each outfall and added to the report is PH. This test was added to the Landfill Permit in 2018. The landfill stormwater permit has recently been reissued, so if you have any questions about that we can discuss. As we have discussed in the past your basins are not very effective in helping you meet the permit benchmark numbers. The installation forebays can be useful in avoiding short circuiting and for maintenance. Also allowing wetland plants to live in the basin (or the forebay) can assist with pollutant assimilation. I doubt adding forebays or allowing wetland plants to grow in the basins will be an issue with DLR given the size of your basins we just need to make sure the holding capacity is not jeopardized. But they are the permitting folks for your basins, so 1 would prefer they have a look and comment before you make too many changes. It is not uncommon for the generic basins not to be as effective as needed to meet the water quality numbers. Other landfills, (Foothills, Trans) have installed forebays with success and DLR was ok with it. When I say installed... they basically just created a berm across the basin, so it took up some of the capacity but not enough that DLR was concerned. SDO#4: Stormwater Discharge Outfall (SOO) or Stormwater Monitoring Point (SWMP) #4 is the basin #SB-1A discharge. The facility has also been able to sample from this SDO. As noted above, it is unclear what the facility can do to reduce these numbers; they are likely from the old landfill cell or wildlife. Improvements from last inspection to this drainage area, specifically the drainage ditch, appear to have been successful. Sampling at this outfall can resume under the semi-annual monitoring schedule in Table 2 of the permit. 5D0#5: Stormwater Discharge outfall (SDO) or Stormwater Monitoring Point (SWMP) #5 is the drainage area at the north end of the site housing the compost piles, etc. Two traps converge flows via a ditch to the outfall. First of all, I have to say Joyce Engineering did a nice job on that document for you. There are some corrections that need to be made to the SPPP with regard to the frequency of the Qualitative monitoring, which I pointed out to you during our phone conversation July 6th. Regardless they have basically included everything you need in the SPPP. There is one form in particular that should be very useful. It is in Appendix XIV; the Maintenance Inspection Form. Next, I would like to say Greg is doing a good job with the Qualitative Monitoring Forms. The Landfill Site Map indicates three SWMP (SWMP-2, SWMP-3, SWMP-4). There are actually four SDOs or SWMP at the Landfill. The forth one is the drainage from portions, or all of, DA-1, DA-2 and DA-3. These Drainage Areas stormwater is treated by Sediment Traps (ST-1 and ST-2), then conveyed over rock lined ditches through a culvert (C1) and down a slope to a wetland/stream feature. I told him if that was only a suggestion I made to save the county money and if it was going to be an issue he needed to have a commercial lab perform the analysis. He believes after fiscal year (July 1) it will be worked out and they can begin sampling. I told him that was ok, but if VWVFP is too busy, he needs to use a commercial lab. We also discussed who would be gathering samples. He said he would be gathering the samples. I told him to make sure the month did not get away from him. It is sometimes difficult for someone not onsite to gauge the weather and travel to be onsite for sampling. He felt confident this would not be an issue. We also discussed where he should take the samples, I told him at the end of the pipe not at the end of the rip rap channel. Sampling at the end of the pipe should be easiest for him and the rip rap channel or other conveyance to the river should be evaluated during qualitative under ergsj n occurring at discharge, numberl0qn form. I also told him since Gregg Watts was doing the qualitative form weekly if he wanted to use the qualitative form to record erosion control maintenance at the bottom that was ok with me. We discussed the sampling locations. He thought there were three (3) for the landfill and one (1) for the maintenance garage. He included 1 of the 3 for the landfill at the transfer station; the other 2 were at the basins. I told him that was correct, but there was also another stormwater discharge outfall (SDO) location in the vicinity of ST-1 which conveys under the road and discharges to tributary/wetland area. Since I was trying to explain this SDO from a partial site map which was a cc I did not know which map I was looking at, no title or date was shown on cc, He is going to send me a cc of the SP3 with actual site map so we can look at the same map to discuss this outfall he was not aware of. He also questioned the sampling for the garage from the observed discharge point from the garage .floor drain. He wasn't sure how that was associated with stormwater. I explained that it was not a stormwater discharge bu_ t_an-illegal dime. I told him he did not need to sample it, but to remove the discharge. The small amount of sediment that reached the old basin (SB-1) is not currently a concern, however if this continues sediment removal and restoration could be required as this old basin is online and considered waters of the State. The Qualitative Monitoring should have indicated this problem area under #10. Active landfills remain under an erosion control plan; therefore inspection of all stormwaterlerosion control measures is required weekly and after every one-half inch of rain event. A NCG010000 inspection form was left with Mr. Watts to assist with these requirements. The small amount of sediment that reached the old basin (SB-1) is not currently a concern, however if this continues sediment removal and restoration could be required as this old basin is online and considered waters of the State. The Qualitative Monitoring should have indicated this problem area under #10. Active landfills remain under an erosion control plan; therefore inspection of all stormwater/erosion control measures is required weekly and after every one-half inch of rain event. You may recall when we started down this path I spoke with other regional staff, which is what led us to the wetland scenario. Where are you in getting SB-1A (SDO 4) altered to include a wetland cell? In November 2012 Kristin Hicklin with DLR and I met with you at the landfill to go over altering that basin into a forebay/wetland treatment unit. It was my understanding that this alteration would take place in 2013. Once this takes place and plants are established we can see if your numbers improve. As you are aware, we have had a tremendous amount rain and TSS was elevated. The fecal counts are extreme and we are at a loss except for the wildlife in the area. We know we have a large wild turkey population at and adjacent to the landfill as well as deer. Fecal counts have been high on previous testing, but not this high. I have attached the report for the storm water samples you submitted on June 6, 2013. The SWMP #5 fecal coliform sample was unreadable. A slime layer had grown over each plate we set up preventing the normal fecal colonies from growing. Whatever bacteria were present overran the fecal bacteria even though the media and temperature at which we run the test are supposed to retard growth of nonfecal bacteria.
