The DMR and lab report are attached as an Adobe PDF, one is titled in SWS format, for submission to you as I was instructed. Another copy is attached with the Certificate of Coverage Number, NCG120055 from the DMR for submission to the DWQ if required. Please respond if you are accepting the electronic DMR submittal, or if additional action is required. Any current guidance or contacts you may provide are greatly appreciated! The Results of the Stormwater Discharge Monitoring Report indicate Total Suspended Solids (TSS) were detected above the benchmark concentration at outfall number SDO-3. A benchmark exceedance triggers a Tier 1 requirement. The Rockingham County Landfill has been implementing a Tier 1 response due to the detections of TSS in SDO- 1 and Fecal Coliform above benchmark concentrations during the previous monitoring period (second semiannual 2016). There was not an exceedance of TSS or Fecal Coliform benchmarks during the first semiannual monitoring of 2017, however; due to the TSS exceedance from SDO-3 during the first half of 2017, maintaining a Tier 1 response is appropriate. The analytical monitoring results indicate Total. Suspended Solids (TTS) were detected above benchmark concentrations at outfall numbers SDO-I, SDO-2 and SDO-3 and Fecal Coliform was detected above the benchmark concentrations at outfall numbers SDO-1, SDO-3, and SDO-4. It should be noted that the November 16th rain event was one of three major rain events occurring at the landfill within a 35 day period in which total rainfall exceeded 7.1 inches and resulted in three of the basins not fully draining thus creating the presence of stagnant water. We suspect this stagnated water contributed to the elevated levels of Fecal Coliform from wildlife and plant material while elevated levels of TSS were expected due to recent construction of the landfill gas collection system and slope modifications. The Rockingham County Landfill has begun implementing Tier I responses due to the detection of TTS and Fecal Coliform above benchmark concentrations.
