forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit I apologize for the delay on my desk This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215 l and the Memorandum of Agreement
between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended)
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral, and Land Resources (DEMLR) DEMLR may require modification or
revocation and reissuance of the certificate of coverage
This permit does not affect the legal requirements to obtain other permits which may be required by
DEMLR, the Coastal Area Management Act, or any other federal or local government permit that
may be required
Per the requirements of the Jordan Lake Nutnent Strategy Buffer Rule, all stormwater drainage to
stream buffers, from portions of this site that have been constructed after August 11, 2009, must meet
diffuse flow requirements per 15A NCAC 2B 0267 Diffuse flow requirements are described in
Chapter 8 of the North Carolina Stormwater BMP Manual, available at

Permit No NCG110000 as attached.
This certificate of coverage shall become effective June 10, 2016.
This Certificate of Coverage shall remain in effect For the duration of the General Permit

I spoke to Mr Hollingsworth with Shamrock and it seems like they do qualify for the second bullet point on the NCG11
permit:

activities classified as Facllrties which are required to have an approved pretreatment program under Title 40 CFR Part
4o3, Including lands dedicated to the dzsposal of sewage sludge that are located within the confines of the facility.
I have no concerns with issuing the NCG11 as long as the SPt1 is good with rt, I know its a little different than most of
our others, but after speaking with them and re -reading the permit, it does make sense. Just let me know if you have any

Thanks for your call today regarding our Notice of Intent. I have highlighted the coverage language of the General Permit
that references wastewater treatments facilities and 40 CFR 403 1 note that in the event we do not fit cleanly into the
coverage, the last bullet also gives NCDENR some flexibility in application of the general permit The other activities we
conduct at the facility are transit & transportation related [Motor Freight Transportation and Warehousing and
Petroleum Bulk Stations and Terminals with total petroleum storage capacity of less than 1 million gallons] This is the
General Permit that applies to our other facility that does not have similar wastewater treatment capabilities If my
evaluation of the coverage under the treatment works general permit is incorrect, please advise accordingly and advise
of additional actions needed
To provide further clarification, I have attached our permit form the City of Greensboro As I indicated our Corporate
Park Facility is an industrial wastewater treatment facility regulated under 40 CFR 403 pre-treatment regulations,
specifically under the Centralized Waste Treatment (CWT) categorical standards [Please see page 4 of attached permit
(page 9 of attachment)]
Coverage under this General Permit is applicable to:
♦ All owners or operators of stormwater point source discharges associated with establishments
primarily engaged in activities classified as Treatment Works treating domestic sewage or any other
sewage sludge or Wastewater Treatment Device or System, used in the storage, treatment, recycling,
and reclamation of municipal or domestic sewage [including lands dedicated to the disposal of
sewage sludge that are located within the confines of the facility], with a design flow of 1.0 million
gallons per day (MGD) or more,
♦ All owners or operators of stormwater point source discharges associated with establishments
primarily engaged in activities classified as Facilities which are required to have an approved
pretreatment program under Title 40 CFR Part 403, including lands dedicated to the disposal of
sewage sludge that are located within the confines of the facility,
♦ Stormwater point source discharges from like industrial activities deemed by The Division of Water
Quality (DWQ) to be similar to these operations in the process, or the discharges, or the exposure of raw
materials, intermediate products, by-products, products, or waste products
