US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality The Division of Water Quality may require modification or

Thanks for letting me know Yes, it is a wastewater plant, and as such, most of the treatment processes
are outside, thus exposed to SW in some form or fashion Each of the processes you listed is a
self-contained process, and they are designed with SW and incoming wastewater flows in mind, so
unless there is a torrential rain or the plant is not operated properly, they will not overtop They have an
NPDES permit to discharge treated wastewater into the Lick Creek and the permit limits etc were
designed around the fact it discharges to WS waters
I inspect this plant at least once every year, so feel confident in saying go ahead with issuing the permit

We've received an NOI from the town of Denton/Denton WWTP for their facility in Denton
(Davidson County) for coverage of their WWTP under NCG1 I The site discharges stormwater into
at UT to Lick Creek (WS-IV) The NOI is attached
I saw you have already sent them a letter I don't know if you've already been there but they have
grit removal, screening system, two oxidation ditches, aerators, clarifiers I am not sure if any of this
is exposed to SW but if you could check that would be great The other thing is that the receiving
stream is a WS
Does the Winston Salem Regional Office have any concerns about issuing this facility a COC for
this general permit9 If we don't receive any objections, we'll issue the COC in 30 days

Slormwater penult required for the town's wastewater treatment facility Stormwater permit No
NCG110000 is specific for municipal treatment works that have an industrial pretreatment program or
a design flow of 1 0 MGD or bloater The Town of Denton's treatment facility ineets industrial
pretreatment program criteria This Phase I permitting program was established in 1990 for
stormwater discharges From various types of industrial facilities
Attached you will find a Notice of Intent form to be used to apply for the permit Please send the
completed form along with the $100 application fee and a USGS topographic map to the Raleigh
address listed on page 4 of the application on or before January 31, 2009 A Technical Bulletin
explaining the requirements of the stormwater permit is attached for your information

Dear Mr. Isenhour:
It was recently brought to our office's attention that the Town of Denton does not have a General
Stormwater permit required for the town's wastewater treatment facility. Stormwater permit No.
NCGI 10000 is specific for municipal treatment works that have an industrial pretreatment program or
a design flow of 1.0 MGD or greater. The Town of Denton's-treatment facility meets industrial
pretreatment program criteria. This Phase I permitting program was established in 1990 for
stormwater discharges from various types of industrial facilities.
Attached you will find a Notice of Intent form to be used to apply for the permit. Please send the
completed form along with the $100 application fee and a USGS topographic map to the Raleigh
address listed on page 4 of the application on or before January 31, 2009. A Technical Bulletin
explaining the requirements of the stormwater permit is attached for your information.
