This inspection was to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES General Stormwater Permit No. NCG110061. The findings and comments noted during this inspection are provided in the enclosed copy of the Compliance Inspection Report. The following deficient items or issues were noted during the inspection: Compliance Issues The Stormwater Pollution Prevention Plan has not been implemented. The bi-annual qualitative monitoring of the site and outfails has not been conducted. Remedial actions should have already been taken to correct this problem and prevent further occurrences in the future. The Division of Water Quality may pursue enforcement action forthis and any additional violations of State law. To prevent further action, carefully review these deficiencies and address the causes of noncompliance to prevent the recurrence of similar situations. Sullins, Director Division of water Quality June 25, 2008 Town of Beaufort WWTF NPDES Permit No. NCO021831 NPDES Permit No. NCGI 10061 Carteret County Staff of the North Carolina Division of Water Quality conducted an inspection of the Town of Beaufort's Wastewater Treatment Facility (WWTF) on May 8, 2008. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES Permit No's. NCO021831 and NCG110061. A summary of the findings and comments noted during this inspection is provided in the attached copy of the inspection reports entitled "Water Compliance Inspection Report". Please review this report carefully. In preparation for hurricane season, the Division of Water Quality has been requesting municipalities to check their fuel supply for back up generatorls at the facility and lift stations on a regular basis and include this information in their records for review by Division personnel upon request. Please ensure the facility has a fuel contract in place to provide adequate fuel resources for long term outages. Maintenance on the facility is marginal, The Town must maintain major process treatment units to remain within permit limitations. Town is in the process of breaking ground for new facility, this however does not preclude the Town from having adequately maintain old facility to meet permit limitations. The clarifier in the old ring plant has a failed seal in the center influent column causing short circuiting and problems with maintaining design flow of activated sludge to clarifier. ORC is pumping effluent from chlorine contact chamber to center feed column to overcome effects of head in the column from clarifier contents. The Town has a truck that pumps grit out of the lift stations to help provide adequate storage capcity for wastewater in the liftstations and reduce wear and tear on pumps. Even with.this effort, excessive grit is always present in the headworks to the facility. The grit cyclone area has been opened up to help collect grit before it can enter the aeration basins and reduce the clogging in the ras lines. Opening the grit cyclone chamber up has also remedied the splashing in the splitter box by reducing some of the velocity in the influent trough.
