Dear Mr. Osborne:
On Jame 14, 2017 the City of Greensboro Stormwater Management Division completed an
industrial compliance inspection of North Buffalo Creek Wastewater Treatment Plant . Local
regulations permit an inspection of industrial facilities under authority granted by City of
Greensboro Code of Ordinance Chapter 30, Article 12, Section 7.1 (C-5). This inspection
consisted of two parts: a review of the facility files/records and an on -site facility inspection.
The inspection was perfonned by Ian Dunn, and the Following deficiencies/observations were
noted during the inspection.

Corey,
I agree with you — by the federal rules, this facility should have a stormwater permit because they are treating domestic
wastewater with a treatment device at a design flow of 1.0 MGD or more (I assume this won't change). I haven't heard
of any similar situations. Bradley, have you? Do you agree?
Since that general permit doesn't require any analytical monitoring, it's probably not a big deal for them to keep it. If
that weren't the case, we might consider something less stringent because of the decommissioning, depending on the
potential water quality threat. I think it's good they maintain a stormwater pollution prevention plan given a location in
the floor plain.

Quick question to either/both of you.
The City of Greensboro is planning to decommission the North Buffalo WWTP which currently possesses a NCG11
stormwater permit.
After decommissioning, the WWTP will only operate the bar screens prior to pumping all the wastewater over to the TZ
Osborne WWTP.
Their engineers have asked whether or not the NCG11 permit can be rescinded once decommissioning is completed.
My initial response was no, since there will still be a waste treatment process (bar screening) occurring on site.
However, I thought I'd get a second opinion to see if there might be other similar situations across the State.
It is also important to note that this facility (built in the early 1900's) lies below the 100 yard flood plain elevation and is
inside a diked structure that has stormwater pumps to pump out the stormwater.

Hi all,
I concur with keeping the permit_ under site conditions as they are.
However, here's an alternative scenario:
Me filling in the blanks, without having seen the site: the bar screen would generate an accumulation of gross solids,
and most installations are sloppy to a greater or lesser degree. So, again without seeing the site, I would suspect a
potential for stormwater to contact materials removed from the raw sewage flow by the bar racks. So, it's not a non -
issue for DWQ,
if the whole site is protected by the existing stormwater pumps and dikes at 100-yr elevation, then these stormwater
pumps are moving an amount of water much greater than they would have to due to the areal extent of most WWTPs.
If the city would reconfigure the drainage area to minimize the captured runoff, a smaller scale site results:
Breach the dike and let the runoff drain away unregulated from the now decommissioned facility.
Decommission the now unneeded stormwater pumps, too.
Construct a new containment around the bar racks, gross solids dumpster, and loading area; capture the rainfall -
generated water and drain it to the wastewater pump station used to pump to the TZO WWTP.
With these two relatively cheap actions we now have no stormwater discharge, and only a relatively small area
(bar racks, dumpster, and loading area) contributing runoff to the TZO WWTP.
Of course, contrary site conditions could make this approach infeasible. But good site conditions could eliminate
the regulated stormwater discharge, and we could then rescind the permit. Seems like they can make the
choice that suits them. ,

Dear Permittee:
Your facility is currently covered for stormwater discharge under General Permit NCG110000. This permit expires
on March 31. 2003. The Division staff is currently in the process of rewriting this permit and is scheduled to have
the permit reissued by early spring of 2003. Once the permit is reissued, your facility would be eligible for
continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in
advance that your permit coverage will be expiring. Enclosed you will find a Permit Coverage Renewal
Application Form. The application must be completed and returned by October 2, 2002 in order to assure
continued coverage under the general permit. Due to staff and budget constraints, letters confirming our receipt of
the completed application will not be sent.
Failure to request renewal within the time period specified, may result in a civil assessment of at least $250.00.
Larger penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your
facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1
and could result in assessments of civil penalties of up to $10,000 per day.
Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial
facilities in any of the 11 categories of "storm water discharges associated with industrial activity," (except
construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facility industrial
materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion. For additional

Permits Unit Web Site at http://h2o.enr.state.nc.us/su/stormwater.htmI
If the subject stormwater discharge to waters of the state has been terminated, please complete the enclosed
Rescission Request Form. Mailing instructions are listed on the bottom of the form. You will be notified when the
rescission process has been completed.

General Statute 143-215 .1 and the Memorandum of Agreement between North Carolina and the
US Environmental Protection agency dated December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, this certificate of coverage shall be final and
binding.
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Environmental Management. The Division of Environmental Management may
require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Environmental Management or permits required by the Division of
Land Resources, Coastal Area Management Act or any other Federal or Local governmental
permit that may be required.

STORMWATER DISCHARGES
In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and
regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the
Federal Water Pollution Control Act, as amended,
City of Greensboro
is hereby authorized to discharge stormwater from a facility located at
North Buffalo Wastewater Treatment Facility
2000 White Street
Greensboro
Guilford County
to receiving waters designated as North Buffalo Creek in the Cape Fear River Basin
in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I, H, III
and IV of General Permit No. NCGI 10000 as attached.
This certificate of coverage shall become effective March 12, 1993.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
