October 30, 2013. At the time of this inspection you did not have a stormwater pollution prevention plan
(SPPP). Please be aware that you must develop and implement your SPPP no later than September 3,
2014 to remain in compliance with your permit.
Enclosed is a copy of the Inspection Report, which contains additional observations and comments for your
reference. As discussed during the inspection, I have attached some additional documents that may aid
you in the development of your SPPP.

Hi Julie,
My recommendation is to proceed with permitting. I will schedule an inspection after they are covered so that I have a
better understand site conditions. I spoke with Mr. Sharp and he believes that most of the runoff flows in a ditch along
Lower Vengeance Creek Road. If in fact this is the case then the facility is discharging into Puett Creek (c, tr). I am not
convinced this is the case because Derreberry Branch flows through the middle of the property. There may be sheet flow
entering Derreberry with no discrete conveyance. I have attached a letter that Mr. Sharp and company received from
Kevin Barnett (ARO-SWP) back in May. Let me know if you have questions.

As with any of our permits, we try to turn their around as fast as possible. But as a general rule of thumb, we ask that
the regions respond within 30 days. Some regional staff like to do a site visit before we issue the permit, while others
are okay with us issuing first, then they'll add it to their inspection schedule for a later date. Seems to depend on
workload, the nature of the facility, staff familiarity with the site.

We've received an NO for an existing facility in your region.
NCG10—Sharps Auto Salvage in Cherokee County. The applicant did not provide information on outfalls, but on aerial
photos, it looks like the site could potentially discharge to two named streams. One is Derreberry Branch (Class C); the
other is Puett Creek (Class C;Tr). If possible, could you verify whether this site discharges stormwater to just one of
these streams or to both? I want to make sure I get it entered into BIMS correctly. The NOI is attached.
Please let me know if the Asheville Regional Office has any concerns about issuing this COC. Please also let me know of
any potential impacts to wetlands. If we don't receive any objections, we'll issue the COC in 30 days.

Recently, the Division of Water Quality has become aware of your automotive salvage facility located along
Lower vengeance Creek Road in Marble, NC. If there is a discharge of stormwater from this type of activity to
a surface water (stream or wetland), an NPDES stormwater permit is required for that site.
Due to your proximity to Vengeance Creek (Classified C; Tr) and Puett Creek (Classified C; Tr), this office
believes that you have likelihood for a discharge of' stormwater from your automotive. salvage business to a
surface water. Within 30 days of issuance of this letter, you are requested to evaluate you facility for discharges
of stormwater to surface waters, and if discharges are discovered, within 60 days of issuance of this letter,
submit a Notice of Intent (attached) to apply for coverage under the NCG10000 stormwater permit.
