Based on our understanding of your representations of current site drainage conditions as presented in your letter, attachments, and site visit, we are granting the following revision to your monitoring obligations under NCG 100168. Please maintain a copy of this letter on file at the facility. 1. You reported that the outfall near the front of the site (SDO 001) is representative of the entire site. As a result of your report, Dr. Automotive may conduct the required analytical sampling on outfall SDO 001 as representative for all of the outfalls from the site, and may discontinue analytical monitoring of the other outfalls. Please note that all outfalls must still be included in the twice -yearly qualitative monitoring event. Theis- representative outfall status is fine with us. The majority of the site drains to one outlet in the front. There is only one other outlet, and it drains land use which is the same as the one in the front. Only difference is it drains a much smaller area, and doesn't drain the shop area. 2) The biorentention supplement; page 2 Basin Elevation Temporary pool elevation. The cell does not accept decimal places. Can you change this? Thanks! Wanda Frazier and Kerry Becker of the Asheville Regional Office conducted the Compliance Evaluation Inspection. The facility was found to be deficient with regard to permit NCG100168. The following items will need to.be addressed so that a follow-up inspection can be performed. You will need to prepare and implement a site specific Stormwater Pollution Prevention Plan (SPPP) in order to be in compliance with your permit. The last year of your permit cycle is August 31, 2006 through August 31, 2007. Analytical monitoring is required to be performed during the first and last year of the permit, unless cut-off limits are exceeded. Please submit the analytical results for the last year of the permit cycle with your permit renewal. You will receive a notice for permit renewal that will be due 180 days prior to the expiration of your permit. The deadline for renewal will be February 28, 2007. There is no fee for renewal. There is an annual administering and compliance fee of $80. Please pay this fee within 30 days after being billed by the Division. Stormwater runoff from the discharge points must be monitored as required in your permit (NCG100168). Please prepare a site map and identity the location of each potential discharge point. Be sure to request representative outfall status before sampling so.that only one discharge point will have to be sampled, if desired. I understand that you have contacted Environmental Inc. of Cullowhee and made arrangements for them to perform the analytical monitoring as required in Part 11 page 4 of 6 in NCG100168. Qualitative monitoring must be performed twice per year, once in the spring (April -June) and once in the fall (September — November). The first qualitative monitoring event during the coverage of the permit must coincide with the initial analytical monitoring event. Details of qualitative monitoring requirements can be found in Part II page 6 of 6 of NCG100168. Qualitative monitoring must be performed at each stormwater discharge outfall. I understand that Environmental Inc. has agreed to perform this monitoring also. During the inspection four hours were spent walking the site and making recommen- dations for sediment and erosion controls, poilution prevention, clean-up, as well as, stormwater run-off controls. I understand that you have made arrangements with a consultant to make some site improvements during the next few months when the weather and soil conditions become drier. It was a pleasure to meet with you and your staff and learn about the auto salvage industry. We enjoyed watching the car crushing activities, walking the site and talking with you.
