On August 25, 2016 Glen White of the North Carolina Department of Environmental Quality;
Department of Energy, Minerals, and Land Resources met with Louis Griffin at the garage
located on Longbottom Road in McGrady, to conduct a compliance inspection per the Industrial
Stormwater Permit requirements. Mr. Griffin's assistance was greatly appreciated.
Permit:
This facility holds General Stormwater Permit NCG 100142 to discharge stormwater from
industrial activity associated with Used Motor Vehicle Parts [SIC 50151 & Automobile
Wrecking for Scrap [5093] under the National Pollutant Discharge Elimination System
(NPDES). The permit became effective November 01, 2012 and expires on October 31, 2017.
A copy of the current permit is required to be maintained with the Stormwater Pollution
Prevention Plan (SPPP) documents.
Records/Reports:
This facility was required to develop and maintain a Stormwater Pollution Prevention Plan
(SPPP) in accordance with Part II, Section A of the permit. All qualitative and analytical
monitoring records are required to be maintained with the SPPP for a minimum of five (5) years.
No deficiencies found.
Facility Site Review:
This facility is permitted as a salvage yard and many salvage vehicles remain onsite. Mr.
Stamper has retired and Mr. Griffin runs the garage, part-time, conducting mostly vehicle repairs
and maintenance. Although many salvage vehicles remain onsite, little salvage operations are
actually occurring. If the majority of salvage vehicles no longer in use could be removed from
the site or sold off for metal recycling, the garage itself may qualify to have the permit closed
out. Salvage vehicles would need to be removed first.

Effluent Receiving Watcrs:
Effluent from the front of this facility drains to Dungeon Creek, Class "C" waters of the Yadkin
Pee -Dee River. Effluent from the rear side of the property drains to Mulberry Creek, Class "C"
waters of the Yadkin Pee Dee River. The two creeks converge into Mulberry Creek just south of
the property.
Self -Monitoring Program:
Part 11, Section B of the permit requires semi-annual qualitative and analytical monitoring. Some
recent monitoring has been missed. Please continue to monitor bi-annually as long as the facility
is required to remain permitted..
The facility was found to be compliant with requirements of its industrial stormwater permit. If

A Compliance Evaluation Inspection was performed on January 9, 2013 by George Smith, of this office. Mr.
Kenneth Stamper, Owner, was present for the inspection.
Permit
The NPDES general permit became effective on November 1, 2012 and expires on October 31, 2017. Please
make yourself familiar with the new requirements in this permit. A copy of the permit was given to Mr.
Stamper.
1. Stormwater Pollution Prevention Plan was kept on file. (Part II, Section A)
2. Analytical Monitoring is required if stormwater is discharged from the site. There are no stormwater
outfalls. (Part II, Section B, Table 1)
3. Qualitative Monitoring is required but there are no outfalls to monitor. (Part II, Section D, Table 6)
Records & Reports
The Stormwater Pollution Prevention Plan (SPPP) was kept in a file. Basic elements of the plan were recently
developed. Some elements of the plan are not developed since there are no stormwater discharges.
Please be advised that the plan is required to be updated annually.

Facility Site Review
A facility site inspection showed there are no stormwater Outfalls.
The site is well maintained with vegetation, and there are no signs of any spills.
The facility does engage in sale of some salvage parts. The downstream yard does not get much activity and
there is a good stand of vegetation in the yard and along the stream bank of Joshua Creek, Class C; Trout waters
of the State.
There are some cars just off Longbottom road and around the garage area, but there is no stormwater discharge
to the creek.
Self -Monitoring Program
The analytical and qualitative monitoring does not need to be performed since there are no stormwater outfalls.
Please be advised, if any land clearing operations are performed that create a stormwater outfall then both
analytical and qualitative monitoring will be required.
The compliance evaluation inspection is satisfactory. If you have any questions or need assistance, please
