Forsyth County Dear Mr. Bryant: Ron Boone of the Winston-Salem Regional Office of the NC Division of Water Quality (DWQ) conducted a compliance evaluation inspection (CEI) at the subject facility on October 18, 2011. Your assistance and cooperation was greatly appreciated. An inspection checklist is attached for your records and the inspection findings are summarized below. The facility is located at 178 Stanley Avenue, in Winston Salem, Forsyth County, North Carolina, at approximate coordinates 36.1268670,-80.165489°. Stormwater related to industrial activity is discharged from the site via outfall 001, which is located at approximate coordinates 36.126463°,-80.164955°, to Lowery Mill Creek, which is currently classified as a class WS-III (water supply) water located in the Yadkin Pee Dee River Basin. Documentation & Monitoring Review The Stormwater Pollution Prevention Plan (SP3) is complete and - is currently being implemented. It is noted that although the permittee has had the permit for several years now, the SP3 was just recently completed in August, 2011 and is in the process of being implemented. Mr. Boone found no deficiencies in the SP3 document itself except that it states on page 25 that 60 days must separate the analytical and qualitative monitoring events. This is incorrect. The permit now requires that qualitative monitoring be conducted concurrently with the analytical monitoring events. Please make this correction in the SP3. Mr. Boone also suggests that you find and add at least one or two professional environmental cleanup companies to the SP3's Spill Prevention and Response Plan contact list in the unlikely event you require such expertise for a larger spill that your employees would not be able to handle themselves on site. Site Review Mr. Boone expressed that he was greatly impressed with the way you operate this auto salvage yard. He stated that it was the first one he has seen that is as clean and tidy as it is and that it should be an outstanding example for all the other hundreds of auto salvage yards located throughout the state of North Carolina. Mr. Boone also stated that he'd be surprised if your first sampling results come back with benchmark exceedences of any of the parameters tested. Although the facility has had the permit for some years now, the stormwater pollution prevention plan was just completed in August, 2011 and implementation is just starting. However, the first qualitative and analytical monitoring has already been accomplished, the first facility inspection and outfall certification has already been accomplished and this has got to be the cleanest automotive recylcing facility in the state of NC.
