Randolph County Dear Mr. Matthew Gant, PE, In response to your letter dated 1/15/2016 our violation of not having water tested is due to various reasons. Our last request for a test was on 1/3/2013 with Research & Analytical LAB of Kernersville and also collected samples on 5/6/2013. At which time we contacted Sid Champion to conduct a monitor on our water. We have submitted water samples to Lab and told there we would test again in August, 2016. 1 sent a copy of your letter and ask that we get our water test as soon as possible. We do have a Plan of Action that has been updated and is current; I have updated your contact information and am sending a copy to you as well. A copy of this will be put into a 3 ring binder as suggested. Please note that our location is NOT in Guilford County but is in Randolph County. In 2013 we had tried to contact Jenny Graznak to confirm that we were meeting requirements and did not get a response from the Environmental Specialist at that time is why we have not continued to collect water samples. The water must be collected at measurable rainfall and taken to the lab on dry ice wit in 24 hours to Kernersville. Office closed on Fridays and Reopens on Mondays. Your letter states that you cannot recommend a testing facility. We are working with Research & Analytical Lab of Kernersville to get an up to date testing done twice a year. We picked up a kit for August testing on 2/8/2016 and are waiting for test results from last week's collection now. We do have a copy of our permit posted on site as you come into the business; it is hanging with our dealership license and other permits on our bulletin board in the front office. General Industrial Stormwater Permit NCG 100134 was issued to Wayne U Nurney on (Responsible Party) on Seinptember 01, 2002 for industrial activityassociated with Used Motor Vehicle Parts according to G.S. 143-215.1 and Title 15A North Carolina Administrative Code (hereby known as NCAC) 2H .0126. The permittee is required to develop a Stormwater Pollution Prevention Plan and monitor per permit requirements_ Accordingly, the following observations and permit condition violations were noted during the Division of Land Quality inspection and subsequent file review: Stormwater Pollution Prevention Plan (SPPP): The General Permit NCG 100134, Part lI Section A, No. 1 thru 9 requires the permittee to develop and implement a SPPP that includes all of the information required. The DEMLR inspection revealed that this facility has initiated a SPPP as required for permit compliance but the SPPP is neither complete nor is it being maintained and updated as required. The SPPP and all monitoring records need to be maintained in one 3-ring binder.
