In response to your renewal application for continued coverage under stormwater General Permit NCG100000 the Division of
Water Quality (DWQ) is forwarding herewith the reissued stormwater General Permit. This permit is reissued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.
The following information is included with your permit package:
• A new Certificate of Coverage
• A copy of stormwater General Permit NCG100000
• A copy of a Technical Bulletin for the General Permit
• Five copies of the Discharge Monitoring Report (DMA) Form
• Five copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater
discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all
the changes in the reissued permit.
The more significant changes in the General Permit since your last Certificate of Coverage include the following:
• Part I Section A — A new notation that the No Exposure Exclusion from permitting option may be available to the
permittee.
• Part I Section A — A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL,
may not be eligible for renewed coverage under the General Permit.
• Part li Section B Table 1 — An increased sampling frequency from once per year to twice per year.
• Part II Section B Table 3 — Benchmark concentrations now replace cutoff concentrations; the elimination of the option to
avoid sampling based on cutoff concentrations.
• Part 11 Section B — New provisions requiring the permittee to execute Tier One and Tier Two response actions. based on
the first benchmark exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two
requires that the permittee institute monthly monitoring instead of twice -per -year monitoring, until three consecutive
monitoring events show no benchmark exceedences.
• Part 11 Section B — A new provision that four exceedences of any particular benchmark will trigger increased DWO
involvement in the permittee's slormwater management and control actions. DWO may direct the permittee to apply for
an individual permit, or may direct the implementation or installation of specific stormwater control measures.
DWO received a number of comments on a series of general permits similar to this one. A full response to comments can be
found at http://ncwaterquality.org/su/industrialgpinfo.htm, Some comments resulted in permit modifications, others are
addressed in the response document or Fact Sheet. A few specific requests for clarification are addressed below.
1. What is the deadline for having a revised SPPP that reflects the provisions of the new General Permit? DWO will require
that the permittee have a revised, complete SPPP no later than six months after the date of issue of that permittee's new
Certificate of Coverage.
2. Must analytical results be by a certified lab? What about pH measurements? All analytical results obtained to satisfy
NPDES permit requirements must be certified, as directed in North Carolina regulations at 15A NCAC 2H .0800, and as
administered by DWQ's Laboratory Section Certification Branch. This includes field pH measurements. iwsri■r.r�

Your coverage under the General Permit is transferable only through the specific action of DWO. The Division may require
modification and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it relieve the
- permittee from responsibility for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order,
judgment, or decree.

Enclosed please find a copy of the Compliance Evaluation Inspection report from the inspection
conducted on June 15, 2006 by Laurie Moorhead and Starr Silvis of the Asheville Regional Office. Staff
notes that you are doing a good job of controlling stormwater that exits your site. However, the site is not
in compliance with all of the permit requirements of NCG100048.
Permit NCG100048 requires that a stormwater pollution prevention plan be prepared and
maintained by the permittee. While a consultant has conducted the first year's analytical monitoring
requirements, other components of a stormwater pollution prevention plan are required. A site map
needs to be prepared that illustrates the location of all stormwater outfalls. The permit also requires
qualitative monitoring of the stormwater that exits the site. A description of the monitoring requirements
as well as the stormwater pollution prevention plan contents is contained in Part II pages 1 through 6 of
the permit.
Please refer to the enclosed inspection report for additional findings and recommendations. A
follow up inspection will be scheduled to review your stormwater pollution prevention plan and monitoring
data in 4 to 6 months. In the meantime, if you have any questions related to this inspection or to
interpretation of permit NCG100048 requirements, please call Ms. Moorhead at (828) 296-4664.

Site is well maintained in terms of managing stormwater runoff via collection in sediment basins. Site had
been recently graded and most basins had been cleaned out. One basin was in need of scooping out (by
stacked storage bins) at time of inspection.
Recommend that the right turn of the entrance road be bermed so that stormwater does not exit site to
Sweeten Creek tributary.
Recommend that fresh gasoline that is removed from new vehicles be stored so that spills and leaks are
contained.
Recommend that a stormwater pollution prevention plan be prepared in order to meet permit requirements.
Analytical monitoring had been conducted as required for the first year of the permit. Qualitative/visual
monitoring was lacking at time of the inspection.

Your facility is currently covered for stormwater discharge under General Permit NCG100000. This permit expires
on August 31, 2002. The Division staff is currently in the process of rewriting this permit and is scheduled to have
the permit reissued by late summer of 2002. Once the permit is reissued, your facility would be eligible for
continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in
advance that your permit will be expiring. Enclosed you will find a General Permit Coverage Renewal
Application Form. The application must be completed and returned by March 4, 2002 in order to assure continued
coverage under the general permit.
Failure to request renewal within this time period may result in a civil assessment of at least $250,00. Larger
penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your facility
without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and
could result in assessments of civil penalties of up to $10,000 per day.
Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial
facilities in any of the 11 categories of "storm water discharges associated with industrial activity," (except
construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facilty industrial
materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion. For additional

Permits Unit Web Site at http:llh2o.enr.state.nc.us/sulstormwater.htmi
If the subject stormwater discharge to waters of the state has been terminated, please complete the enclosed
Rescission Request Form. Mailing instructions are listed on the bottom of the form. You will be notified when the
rescission process has been completed_

In response to your renewal application for continued coverage under general permit NCG 100000, the Division of
Water Quality (DWQ) is forwarding herewith the reissued stormwater general permit. This permit is reissued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between the state of Nortli•Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.
The following information is included with your permit package:
* A new Certificate of Coverage
* A copy of General Stormwater Permit NCG 100000
* A copy of the Analytical Monitoring Form (I)MR)
* A copy of a Technical Bulletin for the general permit
Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and.reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by.DENR or relieve the permittee from responsibility
for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or
decree.
