VAN DER VAART Secretary TRACY DAVIS On January 21, 2016 Glen White of the North Carolina Department of Environmental Quality; Department of Energy, Minerals and Land Resources met with Sandy McDowell, Secretary at the subject facility located at 1137 Mountain View Church Road, Asheboro, NC to conduct a compliance inspection for the facilities Industrial Stormwater Permit. Inspection consist of review of the Stormwater Pollution Prevention Plan, training and monitoring records and observation of the general condition of the site and ouifall. Her assistance with records review was greatly appreciated as was Mike Hunt's. He assisted with review of the outfall. Permit: This facility holds General Stormwater Permit NCG100039to discharge Stormwater from industrial activity associated with Used Motor Vehicle Parts and Automobile Wrecking for Scrap under the National Pollutant Discharge Elimination System (NPDES). The permit became effective November 1, 2012 and expires on October 31, 2017. A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. A copy of the current permit was available for review at the time of inspection. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part II, Section A of the permit. The SPPP was was well prepared, up to date and available for review at the time of inspection. SPPP includes documentation for employee training per the permit. No deficiencies noted. Facility Site Review: Vehicles are brought onto the site to be salvaged. All fluids, mercury switches and batteries are removed and stored under cover until they can be removed by a licensed hauler. Vehicles are then inventoried and placed on the yard for salvage. This location is also the testing site. Caraway Creek is classified as Class "C" waters of the Yadkin Pee -Dee River Basin. Self-Monitorin Program: The facility is required to perform qualitative and analytical monitoring twice annually. Records show that monitoring has been performed per permit requirements for the past several years. No discrepancy noted. The facility was found to be compliant with its stormwater permit requirements. Please include a copy of this report in your SPPP records. You were present for the inspection. This facility holds General Stormwater Permit No. NCG100039 to discharge Stormwater from activities associated with Used Motor Vehicle Parts under the National Pollutant Discharge Elimination System (NPDES). 1. Permit This facility holds Certificate of Coverage #NCG100039 for the discharge of Stormwater for the site. The permit became effective November 1, 2012 and expires October 31, 2017. 2. Records/Reports Part i1, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). During the inspection, it was determined that your facility has a developed SPPP prepared by Mid -Atlantic Associates. All required information was included in this plan. 3. Facility Site Review This site was clean and well managed. When vehicles are brought to the site to be salvaged, fluids, mercury switches and batteries are removed and stored properly until removed from the site by a licensed hauler. Vehicles are then inventoried and put in the yard for salvage. This site is well organized and it is obvious that the owners and employees implement permit requirements. This facility has two outfalls but is covered under Representative Outfall Status (ROS). 4. Effluent/Receiving Waters Stormwater from the property discharges to an un-named tributary to the Caraway Creek (Class C) in the Yadkin/Pee Dee River Basin, 5. Self -Monitoring Program It was determined during the inspection that you have been performing the self -monitoring requirements of the General Permit. Monitoring requirements include semi-annual analytical sampling and qualitative monitoring at each Stormwater discharge outfail on the property. The analysis of these samples are being performed at a NC Certified Lab and recorded per permit requirements. Please be aware that Representative Outfall Status allows you to do the Winston-Salem Regional Office 585 Waughtown Street, Winston-Salem, NC 27101 . Monitoring Program Part 11, Section B of the permit requires collection of semi-annual analytical samples at both outfalls during a representative storm event. The first semi-annual sample for 2008 was collected on June 30, 2008. The results were below the benchmark values established in Table 3 of the permit. Please be aware that the permit establishes benchmark values that, if exceeded, requires tiered responses that may involve increased best management practices, inspections, record keeping and/or sampling. All analytical monitoring results must be submitted to the Division on form SWU-251-031308 no later than 30 days from the date the facility receives the sampling data from the laboratory. Part 11, Section C of the permit requires that qualitative (visual) monitoring be performed and documented semi-annually at the same time the analytical samples are collected. View Church Road. This area contains rims, the new transmission storage building and some empty fuel tanks. Observations of both outfalls did not reveal any concerns or problems with the ditches that receive stormwater from the site.
