VAN DER VAART Secretary TRACY DAVIS Director On August 11, 2016 Glen White of the North Carolina Department of Environmental Quality; Department of Energy, Minerals, and Land Resources met with you, at the Tri-City Auto Salvage facility located at 3848 Burlington Road, to conduct a compliance inspection per the Industrial Stormwater Permit requirements. This inspection was "unannounced." The inspection consists of review of the Stormwater Pollution Prevention Plan, training, monitoring and spills records as well as observation of the general condition of the site, the outfalls and any possible exposures to downstream stormwater. Mr. Craven White, Operations Manager, walked the yard and facilities with the inspector and reviewed the outfalls and any possible exposures. You and Mr. Craven's assistance was greatly appreciated: Permit: This facility holds General Stormwater Permit NCGI00033 to discharge stormwater from industrial activity associated with Used Motor Vehicle Parts [SIC 50151 & Automobile Wrecking for Scrap [50931 under the National Pollutant Discharge Elimination System (NPDES). The permit became effective November 01, 2012 and expires on October 31, 2017. A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. The current permit was available for review and was included in the SPPP. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part II, Section A of the permit. All qualitative and analytical monitoring records are required to be maintained with the SPPP for a minimum of five (5) years. The SPPP was prepared by James Environmental and has been updated annually. All training has been conducted annually as required. All spills, even those below the reporting threshold, have been recorded, corrective actions taken and preventative measures implemented. Environmental clean-up is initiated when it is the appropriate response. State of North Carolina I Environmental Quality I Energy. Mr. Guarglia and Mr. White ensure recommendations are implemented. This facility has done an excellent job of maintaining its SPPP and all required components including qualitative and analytical monitoring. Facil__it_y Site Review: This facility is a Salvage yard and parts are pulled by staff at the facility. Vehicles are purchased at auction, brought onto the site and inventoried. All fluids are drained, engines and transmissions are removed prior to the vehicle being put on the yard. Oil removed is burned at for heating. Gasoline is used at the facility and diesel fuel is given to the farmer that helps them as needed. Noble picks up anti -freeze. Tires are hauled offsite every other day. Batteries are stored indoors and picked up for recycling. All parts removed from vehicles are inventoried. Customer base includes body shops an insurance companies as well as individuals. Mr. White walked the yard with the inspector. All areas of the yard that contains vehicles is covered in gravel. The gravel, even under vehicles appeared to be clean with little or no oil staining. This is very well maintained. No deficiencies were found on site review. Effluent Receivin Waters: Effluent from this facility drains to an unnamed tributary of South Buffalo Creek, Class WS-V, NSW of the Cape Fear River Basin. Self-Monitorin Program: Part 11, Section B of the permit requires semi-annual qualitative and analytical monitoring. The facility has been monitoring per the permit. Elevated TSS (Total Suspended Solids) was elevated in the latest monitoring result. At site review, it appeared that the elevated sample may be due to soils.eroding near the location of sample collection. Inspector suggested adding gravel in the area where soils were washing. Mr. White immediately had staff addressing the issue. All other results fell within parameters. Site review revealed one area along the rear of the property and adjacent to the_outfali sampling point that may be a strong contributionq factor to the elevated_ TSS. This area had exposed soils where water was washing to the dischar a point. Inspector suggested installing #57 gravel in the washed path to the sample location. Mr. White called_ his staff and work began on implementing the suggestion immediate. Local regulations permit an inspection of industrial facilities under authority granted by City of Greensboro Code of Ordinance Chapter 30, Article 12, Section 7.1 (C-5). This inspection consisted of two parts: a review of the facility files/records and an on -site facility inspection. The inspection was performed by Roy Graham, and the following deficiencies/observations were noted during the inspection. Winston-Salem Regional Office of the Division of Water Quality performed a storm water inspection at Tri-City on January 13, 2009. This inspection falls under the provisions of North Carolina General Statute 143-215.1. The aorementioned inspection was performed by Marc Stokes of this office. Tri —City has a Certificate of Coverage (COC) under the North Carolina General .Permit NCG 100000: The facility has two discharge locations for storm water falling on the property. One is located near a covered building. The second is near the car crushing operation. Three double lined storage tanks are located adjacent to the shop area. These tanks contain waste oil, unused gasoline and antifreeze. These materials are picked up, as needed, by local recycling operations. Listed below are findings from the January 131h inspection. The facility has a Storm Water Pollution Prevention Plan. 2. The plan has been implemented. 3. Employee training records were available for review. 4. There have not been any significant spills within the previous three years. 5. The Plan contains all sections as outlined within the permit. 6. Qualitative Monitoring has been performed as outlined within the permit. 7. Analytical Monitoring has been performed as outlined within the permit. 8.
