cooperation and assistance was greatly appreciated. An inspection checklist is attached foryour records and
the inspection findings are summarized below.
1. Permit
This facility holds General Storm water Permit No. NC100132 to discharge Storm water from activities
associated with Used Motor Vehicle Parts and Auto Wrecking for Scrap under the National Pollutant
Discharge Elimination System (NPDES). The permit became effective August 1, 2013 and expires July 31,
2018. Your permit renewal package must be received in the Central Office in Raleigh no later than 180 days
prior to the expiration date of the permit.
2. Records Re arts
Part 11, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP).
The plan must include all nine (9) subsections of Part II, Section A of the permit. Qualitative monitoring is
required to be completed and documented twice yearly as defined in Part II, Section C of the permit. The
SPPP plan must be updated annually and qualitative and analytical monitoring must be conducted and
properly documented semi-annually to retain compliance with the permit. There is no evidence that an SP3
(Stormwater Pollution Prevention Plan) was ever developed for this site. No monitoring records were
available for review.

3. Facility Site Review
This facility was inspected in November of 2011 and was found to be non -compliant at the time of that
inspection. No SP3 had been developed and no monitoring had been performed. As of the date of the
current inspection, no SP3 and no monitoring exist for this facility. This facility pulls and sells parts from
salvage vehicles and sells scrap metal from vehicles crushed. All fluids are removed and stored under roof
until they can be removed from the facility for recycling. Batteries are stored inside and are also sold for
recycling.
4. Effluent/Receiving Waters
Stormwater from this site discharges into the Yadkin River (Class C, NSW) River Basin.
S. Self -Monitoring Program
Analytical Monitoring: This site is required to provide analytical monitoring under current operating
procedures. It does not appear that monitoring has ever been performed for this facility. Begin monitoring
at the next rainfall event and monitor at least every six months. Maintain records with the SP3.
6. Qualitative Monitoring: All qualitative records do,not need to be submitted to DEMLR, however, the
records must be kept on file at the facility for a period of five years. This site is required to complete
qualitative monitoring twice annually. No monitoring records exist for this facility. Begin monitoring as soon.

It does not appear that any attempt has ever been made to comply with requirements of this permit. This
office will re -inspect the facility again in raid-2016 to determine whether compliance has been achieved. Re -
inspection is to provide you with an opportunity to correct issues before further action is taken against you.

permit to update your current SPPP to reflect all new permit requirements.
The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable
storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable,
report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your
permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this
permit and do not count prior exceedances.

Some of the changes include.
Part II:
• Section A: The Stormwater Pollution Prevention Plan (SPPP) section, if applicable, has been updated
to the most current language of our permits. Additional conditions for specific industry sectors have
been added to the SPPP requirements in some cases.
• Sections 8, C: Failure to perform analytical Stormwater monitoring may result in the Division requiring
that the permittee begin a monthly sampling scheme.
• Sections 8, C: A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these
more sensitive waters.
• Sections B, C. The monitoring parameter Oil & Grease (0&G) has been replaced by the parameter
Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other
analytical monitoring requirements.
• Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in
separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined
in the "Definitions" section of the permit.
• Sections B, C. The term "Representative Storm Event" has been replaced by "Measurable Storm
Event." A measurable storm event is defined in the permit.
• Section D: if the permittee fails to respond effectively to problems identified by qualitative
monitoring, DWQ may require the permittee to perform corrective action.
Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit,
including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and
Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms
of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on
the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than
30 days from the date the facility receives the sampling results from the laboratory. Also note that existing
permittees do not need to submit a renewal request prior to expiration unless directed by the Division.
Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit

On October 18, 2011, Sue White of this office conducted a compliance evaluation interview with
you on the premises of Yadkin Superior Motor Sates. During this interview the permit requirements were
discussed. There was a copy of the current permit on site. This permit was issued on November 1, 2007
and expires on October 31, 2012. The following permit violations were discovered during the interview.
1. No analytical monitoring has been performed during the current permit. This permit requires that
analytical monitoring be performed the first year that the permit is issued. Parameters to be analyzed are
listed in Part ll, page 4 of 8, table 1 of the permit,
2. Qualitative monitoring records were not available at the time of the inspection. Qualitative
monitoring is required semi-annually with the initial one to occur during the first analytical monitoring
event, This is a visual inspection of the outfall, which is outlined in Part II, Section C, page 8 of 8, table 4.
3. There was no Stormwater Pollution Prevention Plan on -site during the interview. Also required
by the permit is a Stormwater Pollution Prevention Plan. Contents of a Stormwater Pollution Prevention
Plan are outlined in detail in Part II, pages 1-4 of 8 in the permit. This information should be contained in
a binder and kept on -site at all times.
Please be aware that the above violations could result in judgments being levied against Yadkin

In accordance with your application for discharge permit received on September 2, 1994, we are
forwarding herewith the subject certificate of coverage to discharge under the subject state - NPDES general
permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated
December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Environmental Management. The Division of Environmental Management may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Environmental Management or permits required by the Division of Land Resources, Coastal Area
Management Act or any other Federal or Local governmental permit that may be required.
