Inspection Summary:
On April 12, 2018 this facility was inspected for compliance. Mike Smith and Myself met with Scott Bartlett, HIES; and
Robert Miller, Plant Manager.
An updated site map showing outfall locations and drainage direction is needed as soon as possible.
Due to the condition and discoloration of the vegitation at outfall #01, It is recommended that you evaluate your industrial
process in all areas which contribute or could possibly contribute to this outfall.
Excessive erosion was observed at outfall #04. It is recommended that the erosion in this area be addressed as soon as
possible. Silt fence was also observed in this area, which may have never been removed from a previous construction
project. It is recommended that you remove that silt fence to allow the storm water flow to be unrestricted.
The samples taken from the site were not being evaluated for Chromium. They were being evaluated for Copper in stead.
This should be addressed with the next sample submitted for analytical data. Also, the analytical data was incomplete
through the current year. If the following samples are above benchmark on Lead, it is recommended that you contact this
office and arrange another on site inspection.

In accordance with your application for a discharge permit received on June 6, 2014, we
are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject
state — NPDES general permit. This permit is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended).
Please take notice that this certificate of coverage is not transferable except upon
approval of the Division of Energy, Mineral, and Land Resources. The Division of Energy,
Mineral, and Land Resources may require modification or revocation and reissuance of the
certificate of coverage.
This permit does not affect the legal requirements to obtain other, permits which may be
required by the Division of Energy, Mineral, and Land Resources, the Coastal Area
Management Act, or any other federal or local government permit that may be required.
Per the requirements of the Catawba Riparian Buffer Rule, all stormwater drainage to
stream buffers, from portions of this site that have been constructed after June 30, 2001, must be
discharged through a correctly designed level spreader or another device that meets diffuse flow
requirements per 15A NCAC 2B .0243. Diffuse flow requirements are described in Chapter 8

this facility: Raw materials for the production of water -based (WB) inks are received at docks and stored
indoors or outdoors in covered shelters. WB mixers are designed for mixing of WB printing ink. Raw materials:
pigment, resins, aqueous ammonia, water, bases and additives are added to the mixing container and mixed
by the mixers. Pigments may be run through shot mills for further processing. The ingredients are mixed by
the mixer until it achieves the desired specifications. Finished WB ink is placed in various containers, labeled,
and stored indoors in warehouse until shipped out on trucks.

We've received an NOI for an existing facility in your region:
NCG090032 — Environmental Inks -a member of the Siegwerk Group in Burke County. This site discharges stormwater at
one point to UT to Hunting Creek (Class WS-IV). The NOI is attached. Note that Environmental Inks has two facilities on
neighboring properties. This facility at 1 Quality Products Drive makes water -based inks. Their other facility located at
150 Craftsman Rd makes UV inks and is already covered under NCG090030. I spoke with their HSE Engineer and he
confirmed that they want each facility to have its own permit rather than combining them under one permit.
Please let me know if the Asheville Regional Office has any concerns about issuing this COC. Please also let me know of
any potential impacts to wetlands. If we don't receive any objections, we'll issue the COC in 30 days.
