On February 13, 2012 the City of Greensboro Stormwater Management Division completed an
industrial compliance inspection of the Shamrock Environmental Corporation Local regulations
permit an inspection of industrial facilities under authority granted by City of Greensboro Code
of Ordinance Chapter 30, Article 12, Section 7 1 (C-5) This inspection consisted of two parts a
review of the facility files/records and an on -site facility inspection
The inspection was performed by Rebecca Wells, and the following deficiencies/observations
were noted during the inspection

I left a message with Mr Skee but no response I spoke with the compliance officer, Mr Jim
Hollingsworth, for both Shamrock facilities and he say both facilities have pre-treatment
permits with the City of Greensboro and the Greensboro facility does have the stormwater
permit just like you said

I'm afraid we don't have a lot to offer by way of information The only thing I feel sure
about is that they are linked to (owned by) the one on Patton Avenue (and the website says
that address is the headquarters)
Other than that, it's just what we've been able to find in mapping
information industrial zone, light manufacturing, etc

I'm looking into it and will get back to you I know the place because I did a stream ID
there, but I can't remember what all they do there One of our engineers may know, as they
were involved with it at some point

Shamrock Environmental Corporation — Guilford County
Dear Mr Hollingsworth
On June 17, 2009, Jenny Graznak of this office performed a Stormwater Permit
Inspection at Shamrock Environmental Corporation located at 519 Patton Avenue in
Greensboro, North Carolina This facility holds General Stormwater Permit No NCG080791
under the National Pollutant Discharge Elimination System (NPDES) to discharge stormwater
associated with activities that have Vehicle Maintenance Areas You and Danny Lineback,
Facility Manager, were present for the inspection This type of inspection consists of two basic
parts a review of facility files and self -monitoring data and an inspection of the facility's storage
areas and discharge points This particular inspection evaluated five (5) areas, and
observations from each area are addressed below
1 Permit
The permit became effective November 1, 2007 and expires October 31, 2012 The new permit
requires semi-annual monitoring
2 Records/Reports
As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan
(SPPP) that was available for review during the inspection Waters Edge Environmental LLC
created the SPPP The SPPP appeared to be thorough and complete, including a location map
of the outfalls and a site plan listing potential stormwater pollutants and best management
practices used at the site Employee Training is conducted on an annual basis
3 Facility Site Review
The site is 4 5 acres and has 125,000 gallons of used oil storage capacity on the property The
tanks are all protected by secondary containment, and Stormwater from these diked areas is
released to the City of Greensboro, via a pretreatment agreement Some of the used oil is
recycled on site and sold Noble Oil picks up large quantities of the used oil Sawdust stored in
piles under a shed with a berm, is mixed with non -petroleum materials to make them suitable for
land filling The Stormwater drain in the tanker parking lot is equipped with a valve, which
allows shut-off in case of a spill The Stormwater drain outside of the toter -washing bay is

On June 17, 2009, Jenny Graznak of this office performed a Stormwater Permit
Inspection at Mail Transport Services located at 317 Edwardia Drive in Greensboro, North
Carolina This facility holds General Stormwater Permit No NCGO80810 under the National
Pollutant Discharge Elimination System (NPDES) to discharge stormwater associated with
activities that have Vehicle Maintenance Areas You were present for the inspection This type
of inspection consists of two basic parts a review of facility files and self -monitoring data and an
inspection of the facility's storage areas and discharge points This particular inspection
evaluated five (5) areas, and observations from each area are addressed below
1 Permit
The permit became effective November 1, 2007 and expires October 31, 2012 The new permit
requires semi-annual monitoring
2 Records/Reports
As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan
(SPPP) that was available for review during the inspection The SPPP appeared to be thorough
and complete, including a location map of the outfalls and a site plan listing potential stormwater
pollutants and best management practices used at the site Employee Training last occurred in
June 2008 Mail Transport Services had been using an environmental consultant to handle the
requirements of the Stormwater permit Due to budget constraints, the staff will now handle the
requirements mostly on their own with the help of Trigon Environmental
3 Facility Site Review
Mail Transport Services owns and maintains trucks through contract with United States Postal
Service Waste oil and engine oil are maintained in double wall tanks Noble Oil picks up the
waste oil The Stormwater drain outside of the truck bay is connected to an oil/water separator,
the water is sent to the City of Greensboro There is also an underground storage tank of diesel
fuel underneath the truck bay
4_Effluent/Receiving Waters
There are three connected stormdrains on the property that all lead to a pipe on the eastern
edge of the property This is the only outfall for the property Stormwater from the pipe

monitoring is also on a semi-annual basis as required by the permit
