With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no
problems were encountered or anomalies observed. In addition all laboratory quality control samples were within established control
limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of
the method. In the event of interference or analytes present at high concentrations samples may be diluted For diluted samples the
reporting limits are adjusted relative to the dilution required.
RECEIPT
The samples were received on 1111912015, the samples amved in good condition. properly preserved and on ice The temperature of the
coolers at receipt was 2.2 C.

Southern Railway Company (NSRC), in response to your letter dated January 26, 2009 regarding
your inspection of the subject facility on January 14, 2009 As requested in your letter, the storm
water drainage and outfalls at the subject facility have been rc.-evaluated Although previous
inspection records indicate the presence of multiple outfalls, there is only one outidil at the
subject facility Outfall 001 This outfall is correctly located on the current site map included in
the SWPPP Future qualitative and analytical monitoring will be conducted at Outfall 001 only
Although there are other point source discharges of storm water runoff at the west side of the
subject facility, thc,se point sources do not receive runoft from areas of industrial activity
Therefore, these point sources are not outfalls If you have any questions, please do not hesitate

Inspection Summary
The inspector met with Mtckey (Lanford and reviewed the SPPP and toured the facility The site was found to be in
compliance with the permit
The permittee needs to re-evaluate storm drainage and determination of outfalls for the site The inspector determined
there might be additional outfalls that should be monitored
One such location can be found to the west of the office building An old stormwater basin is located in an area of woods,
which appears to be situated at the headwaters of a small creek or spring Water is exiting the basin through rust holes in
the standpipe This water flows to a wetland/stream that exits the property under the adjacent road
Also, stormwater qualitative monitoring records indicate that up to six outfalls are currently being monitored on the site
Only one outfall is depicted on the site plan

Southern Railway Company (NSRC), in response to our discussion via telephone on luly 8, 2008
concerning the facility referenced above NSRC understands when you inspected the facility on
April 25, 2008 the Sto7 m Wale7 Pollution Pi evennon Plan (SWPPP) did not include the current
permit or reflect current site conditions and analytical monitoring results could not be provided
for your review
A new SWPPP that includes the new permit and reflects current site conditions was issued in
March 2008 A copy was sent to Mr Richard Bell the Senior General foreman at the facility,
but he never received it I he SWPPP you reviewed during your site inspection was an old
version A copy of the current SWPPP has been provided to Mr Bell at the facility
Semi-annual storm water analytical monitoring will be conducted at the facility in the future
Samples will be collected during; each semi-annual monitoring period within the first 30 minutes
of discharge following a representative storm event (greater than 0 1 inches of rainfall) more
than 72 hours from the previous representative storm event I otal rainfall and pH will be
measured and the, samples will be submitted to a certified laboratory for the analysis of oil and
grease and total suspended solids A Storm Water Discharge Outfall Monitoring Report will be
completed and submitted to the North Carolina Department of Environment and Natural
Resources within 30 days of receipt of the analytical results If you have any questions, pleatie

Attached are the completed "qualitative" inspection reports for the six (6) stormwater outfalls This visual
inspection must be completed twice per year This is the first of two visual inspections for this year I will
do the second inspection later in the fall These reports must be kept on site in case requested for review
by a state inspector
Your permit does not require that these visual itspection reports be submitted unless requested to
do so by the state
The SWP3 identifies only one stormwater outf'all (001) and the discharge from the oil/water
separator (QWS) which goes to the PQTW 1n the course of my review, I found five (5)
additional diseemable points of conveyance that I believe fit the permit description as being a
point source stormwater discharge Therefore, I believe the SWP3 should be amended to add
these five additional points as outfalls subject to qualitative (visual) morntonng, along with the
already identified outfall 001 I have attached a photocopy of the site map that shows the location
of the five (5) additional outfalls that the qualitative analysis reports refer to
The form provided in the SWP3 for performing qualitative monitoring, indicates that qualitative
analyses will occur after a "representative" storm event (a representative storm event is an event
of at least 0 1" rain that has been preceded by 72 hours wherein there has not been a storm event
exceeding 0 1" ) The permit does not require that qualitative analyses be performed after a
"representative" storm event (This is specifically written in general permit NCG080000 This is
unnecessary and makes performing the qualitative monitonng much more dtfficult than it needs
to be This form should be revised or removed from the SWP3 to delete this language Please
note that the state provides a form for use for qualitative analyses that is very similar to the
format of the form included within the SWP3 Since the state requires that we use their form, this
is the form that I have used to complete these qualitative analyses
I recommend that you revnse the SWP3 to reflect the inclusion of the five (5) additional outfalls
and the replacement of the current qualitative monitoring form with the state provided form that I
have used
Please remember that) ou should are required to beep a copy of these reports on site and available for
inspection

Railway Company (NSRC) in an effort to complete a Sensitive Environment Survev at the
Former Shalirnson Brothers Scrap Yard, hereinafter referred to as the Site
1BACKGROU"
The Site is a 6 5-acre parcel located along Meadow Road to the southwest portion of Asheville,
North Carolina The Sw annanoa River lies on the opposite side of Meadows Road and receives
surface water runoff from the Site The Swannanoa River flows into the French Broad Ricer
approximately 1,000 feet downstream from the Site
The Site is situated adjacent to the NSRC Asheville Rail Yard NSRC and its predecessor
companies have owned the Site for over 100 years Shulimson Brothers Company, Inc leased
and operated a metal scrap yard and recycling facility on the property for approximately 40
years The Site was active and contained scrap materials until the late 1990s

The Site is currently listed on the Carolina Dcpartmcni of Environment and Natural Resources
(NCDENR) Inactive Hazardous Sites Priority List )vith a rank of 108 out of 440 sites in North.
Carolina Based on investigations performed at the Site since 1996, se,,eral Contaminants of
Concern (COC) have been identified for the Site relative to the Health Based Remedtation Goals
(HBRGs) established by the North Carolina Registered Environmental Consultants (NCREC)
Program
The Site was officially entered into the North Carolina Registered E.nviroiumental Consultant
Program (REC Program) on July 17, 2006, as per the date of execution of the Administrative
Agreement The REC Program rules and guidelines require that the Site and all adjacent
properties be evaluated for the presence of ervgrommentally sensitive area and report the results
of the evaluation in a Remedial Investigation Work Plan For large sites, the REC Program
interprets this requirement to include any environmentally sensitive areas for the Site and
properties, including nghts-of-way that are located within a 1,500-foot radius of the Site
Knowledge of the presence of these sensitive environments is necessary to determine if any
special sampling (such as aquatic toxicity testing) is required and whether Site remediation may
do more harm than good
SENSITIVE ENVIRONMENT SURVEY REQUIREMENTS
In accordance with the REC Program Guidelines, the Sensitive Envnronnient Survey involves
contacting vanous agencies to detertrime it any designated sensitive environments are present on
or near the Site in question Table I lists the agencies and the applicable sensitive environments
specified in the REC Program Guidelines Please assist MM&A, in identifying if any of the
sensitive environments specified for your agency are located tivithin a 1,500-foot radius from the
Site The attachment to this letter contairis a Vicinity Map with the specified radius shown on the
map, as well as additional supporting maps for the Site
