Skvarla, III, Secretary December 20, 2013 Subject: General Stormwater Permit Inspection NPDES Permit No. NCGO80744 Frito Lay, Randolph County Dear Mr. Sapienza: On December 9, 2013, Sue White of this office performed a Stormwater Permit Inspection at Frito Lay, located on Randleman Road in Randolph County. You were present for this inspection. This inspection evaluated five (5) areas as designated on the attached EPA inspection form. Observations from each area are addressed below: 1 _ Permit This facility holds General Stormwater Permit No. NCG080744 to discharge Stormwater from activities associated with Vehicle Maintenance Areas under the National Pollutant Discharge Elimination System (NPDES). The permit became effective November 1, 2012 and expires October 31, 2017, 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). This plan was onsite and complete. 3. Facility Site -Review This site consists of mini -warehouse type storage units and a gravel parking lot. No Materials . are exposed to stormwater. Frito Lay maintains the permit due to the periodic fleet maintenance that is performed on -site. Site is well maintained. No concerns or problems were noted. The staff at Frito Lay appear to be very conscientious in their pursuit of compliance with the permit and overall stewardship with the environment. 4. Effluent/Receiving Waters Stormwater from the Frito Lay site is discharged from the single outfall located at the front of the property. The stormwater eventually reaches waters in the Cape Fear River Basin. 5. Self -Monitoring Program The only monitoring that is required at this site is the qualitative (visual) monitoring be performed and documented semi-annually. These qualitative records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. The inspection found Frito Lay to be compliant with the NPDES stormwater permit. This inspection evaluated the five (5) areas as designated on the attached inspection form. Observations from each area are addressed below: 1. Permit Frito Lay holds Certificate of Coverage # NCG080744 for the discharge of stormwater from the facility. The General Permit was reissued effective November 1, 2007 and expires next on October 31, 2012. 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). A copy of the facility's SPPP was available for review during the inspection. 3. Facility Site Review The facility consists of mini -warehouse type storage units and a gravel parking lot. No materials are exposed to stormwater. Frito Lay maintains the permit due to the periodic fleet maintenance that is performed on -site by a mobile service. The property appeared clean and well managed. 4. Effluent/Receiving Waters Stormwater from the site is discharged at one outfall located at the front of the property. 5. Monitoring Program The only monitoring that Frito Lay is required to perform under this permit is the semi-annual qualitative monitoring specified in Part 11, Section D. This visual monitoring was being documented as required.
