Box 1358 Burlington, NC 27216 Subject: Compliance Evaluation Inspection NPDES General Permit No. NCGO80706 Burlington Equipment Services Alamance County Dear Mr. Gilliam: On December 5, 2012, Jenny Graznak and Aana Taylor -Smith of this office performed a Stormwater Permit Inspection at the City of Burlington Equipment Services Division located at 218 East Summit.Avenue in Burlington, North Carolina. This facility holds General Stormwater Permit No. NCGO80706 under the National Pollutant Discharge Elimination System (NPDES) to discharge stormwater associated with activities that have Vehicle Maintenance Areas. Ethan Brodnick of the City's Stormwater Division, was present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data and an inspection of the facility's storage areas and discharge points. This particular inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit The permit became effective November 1, 2012 and expires October 31, 2017. Please make sure to keep a complete copy of the permit with your records. 2. Records/Reports As. required by the Permit, the facility has a Stormwater Pollution Prevention Plan (SPPP) that was available for review during the inspection. S&ME, Inc. created the SPPP in October 2003. The SPPP is due for a major update and revision in order to accurately reflect the site as a whole. 3. Facility Site Review This site provides vehicle maintenance and washing for the City's motor fleet. No maintenance activities are performed outside of the building. There are two above ground storage tanks on the property: a 12,000-gallon diesel fuel tent tank and a 12,000-gallon gasoline tent tank. The tanks are inspected once a month during the facility's monthly inspection process. All floor drains inside the building drain to City sewer. This was verified by a visual manhole inspection. The inspectors did observe several oil and/or grease patches on the pavement outside during the inspection. Therefore, our office advises increased sweeping and cleaning of the parking lot areas to avoid future contamination of surface waters. 4. Effluent/Receiving Waters The site has three stormwater discharge outfalls (SDO). Therefore, we recommend that the SPPP should be changed to reflect only two SDO's instead of the current three. Stormwater from the property discharges to Little Alamance Creek (Class C, NSW) in the Cape Fear River Basin, Both SDO #2 and SDO #3 were discharging at the time of the inspection, and the stormwater appeared somewhat turbid. 5._Self-Monitoring Program An on -site review of the self -monitoring data during the inspection showed that the last monitoring event took place on August 20, 2012. Meritech performed the sample analysis. Rain gauge data is retrieved from a local weather monitoring station. However, it was noted that new motor oil usage data is not recorded as required by the permit. Please keep records of motor oil usage in the future. Invoices from purchasing are sufficient. All other aspects of the self -monitoring program appear to be in compliance with permit regulations. Our office appreciates the City's efforts to comply with the stormwater permit.
