Maintenance Building 173 South Charlotte Street Asheville North Carolina Wood Project 6252-18 0338 06 Dear Mr Castle Wood Environment & Infrastructure Solutions, Inc (Wood) is pleased to submit this Report of November 2018 Stormwater Discharge Sampling for the City of Asheville Fleet Maintenance Building located on South Charlotte Street in Asheville North Carolina This sampling was performed to comply with requirements contained in the General Permit for Stormwater Discharge (Permit NCG080000 with an original effective date of November 1 2012, reissued on November 16 2017, and expiring October 31, 2018) issued by the North Carolina Department of Environment and Natural Resources now the North Carolina Department of Environmental Quality (NCDEQ) City of Asheville s certificate of coverage under this permit is NCGO80682 Background Information Six stormwater outfalls (OF#1 through OF#6) are located at the site as shown on the attached Figure 1 Five of the outfalls (OF#2 through OF#6) are located within the industrial area of the site Outfall 0F#1 receives surface runoff from the employee/visitor parking area, which is a non -industrial area Due to the elevation of the rim of Outfall OF#3 observed historic measurable storm events have not produced stormwater discharge at this location Two outfalls (OF#2 and OF#6) discharge directly into Town Branch (also known as Nasty Branch), which is enclosed beneath the site and daylights approximately 1 500 feet to the southwest of the site The samples collected during the late 2018 storm event were labeled as SW with their corresponding outfall number (e g SW-2 sample collected from OF#2) A water quality classification is not listed for Town Branch on the NCDEQ Surface Water Classification website/map Town Branch s confluence with the French Broad River is approximately 7,000 feet to the southwest of the site According to NCDEQ's water quality classification of the French Broad River at the confluence with Town Branch (a Classification B) the French Broad River is not currently classified as the following sensitive receiving waters Outstanding Resource Waters High Quality Waters Primary Nursery Areas and apply to stormwater discharges at the site — the applicable benchmark value for total suspended solids is 100 mg/L A rain gauge is present at the site approximately six feet above ground in an open area at a distance of at least twice the height of surrounding structures Late 2018 Stormwater Sampling Activities Because of frequent storm events in July and October opportunities for a measureable storm event with a preceeding 72-hour dry period were limited Additionally, several of the measureable storm events were outside of the facility s normal operating hours Based on the lack of measureable storm events in the later portion of the late 2018 permit sampling period (Period 2) Wood recommended and performed sampling at the first measureable storm event in November This storm event with sampling activities described below is considered to be representative of the late 2018 permit sampling period however a NCDEQ Semi -Annual Stormwater Discharge Monitoring Report with an indicated no discharge for the late 2018 period is attached November 2018 Stormwater Sampling Activities Wood personnel were onsite to perform stormwater sampling during a measureable storm event on November 1, 2018 The storm event occurred between approximately 5 00 PM and 5 45 PM on November 1, 2018 Wood personnel performed stormwater sampling of the discharges starting at 517 PM Total rainfall for this event within a 24-hour period was 0 31 inches as measured at the on -site rain gauge Rainfall sufficient to produce a measureable discharge was not recorded during the 72 hours prior to this measurable storm event Within about 30 minutes of constant measurable discharge the pH of the stormwater was measured with a calibrated pH meter, and stormwater samples were collected from outfalls OF#2 OF#4, OF#5 and OF#6 The samples were collected after stormwater passed through the installed catch/filter baskets The samples were marked with an F to indicate the sample was collected post catch basket and is considered filtered (e g SW-2F) Additionally Wood collected a stormwater sample from OF#2 before passing through the catch basket The sample was labeled as SW-2 The samples were packed in an ice -chilled cooler and delivered with chain -of -custody via overnight courier to PRISM Laboratories in Charlotte North Carolina (a North Carolina -accredited laboratory) for analysis The outfall samples were submitted for analysis of total suspended solids (TSS) according to Standard Method 2540D and non -polar oil and grease according to EPA Method 1664B (SGT-HEM) Field analysis of the stormwater samples indicated pH readings were below the NCDEQ benchmark range The pH readings ranged from 5 51 at OF#4 and OF#6 to 5 74 at OF#2 Laboratory analytical results indicated TSS and non -polar oil and grease were below their respective NCDEQ benchmark values The analytical results for the outfall samples are reported on the attached NCDEQ Semi -Annual Stormwater Discharge Monitoring Report The laboratory analytical report and Chain of Custody Records are attached to this report Qualitative monitoring forms for the outfalls were also completed during sampling and will be provided under separate cover for inclusion in the site Stormwater Pollution Prevention Plan documentation 2 City of Asheville Fleet Maintenance Building -November 2018 Stormwater Discharge Sampling December 14 2018 Wood Pr41ect 6252-18 0338 06 Discussion and Recommendations The pH values for the stormwater samples collected during the late 2018 sampling event are below the NCDEQ benchmark range, however, the values are generally within range of the prior sampling events Based on the current detected concentrations of TSS and oil and grease the values are in compliance with the General Permit conditions Oil and grease was detected at a concentration below the benchmark range in the sample SW-2 collected pre-catch/filter basket and was not detected above the laboratory method detection limit in the sample collected post filter at the same outfall location The total suspended solids were also reduced from 71 mg/L to 7 0 mg/L from the samples collected pre and post catch basket indicating that the catch baskets do appear to provide a reduction in TSS and oil and grease concentrations Although the concentrations detected in the sample collected at the pre -catch basket (SW-) were slightly elevated compared to the sample collected post catch basket (SW-2F) the concentrations detected at both samples are in compliance with the benchmark values contained in the General Permit Wood recommends that the following list of requirements for a Tier One response be performed at the facility in relation to the measurements of pH below the benchmark range 1 Conduct a stormwater management inspection of the facility within two weeks of receiving sampling results 2 Identify and evaluate possible causes of the benchmark value exceedence 3 Identify potential and select the specific source controls operational controls, or physical improvements to reduce concentrations of the parameters of concern, or to bring concentrations to within the benchmark range 4 Implement the selected actions within two months of the inspection 5 Record each instance of a Tier One response in the Stormwater Pollution Prevention Plan Include the date and value of the benchmark exceedence, the inspection date the personnel conducting the inspection, the selected actions, and the date the selected actions were implemented Based on the preliminary results of an NCDEQ stormwater inspection in early August 2018 and review of available historical stormwater sampling documentation sampling of outfalls at locations other than OF#2 and OF#6 had not been performed prior to the late 2018 Sampling Event Documentation related to Representative Outfall Status designation of these historically -sampled outfalls was not available Wood recommends submitting this documentation of stormwater sampling, along with the attached Stormwater Discharge Outfall Monitoring Reports to NCDEQ for their files Wood recommends ongoing cleaning of the catch basket filtration material We note that depending on availability of the style/model of the current sediment basket filtration material/insert, it might be more efficient and/or economical to replace the entire unit as needed Wood recommends continuing sampling of the following outfalls at a measureable storm event in early 2019 OF#2 OF#4, OF#5, and OF#6 Due to the elevation of the drop inlet rim of Outfall OF#3 historic measurable storm events have not produced discharge at this location The flow in the area of OF#3 Outfall OF#1 receives surface runoff from the employee/visitor parking area which is a non this Report of July 2018 Stormwater Discharge Sampling for the City of Asheville Fleet Maintenance Building located on South Charlotte Street in Asheville, North Carolina This sampling was performed to comply with requirements contained in the General Permit for Stormwater Discharge (Permit NCGO80000 with an original effective date of November 1, 2012 reissued on November 16, 2017 and expiring October 31 2018) issued by the North Carolina Department of Environment and Natural Resources now the North Carolina Department of Environmental Quality (NCDEQ) City of Asheville s certificate of coverage under this permit is NCGO80682 Background Information Two historically -sampled stormwater outfalls are located at the site, SW-1 and SW-2 as shown on the attached Figure 1 These two outfalls discharge directly into Town Branch (also [mown as Nasty Branch), which is enclosed beneath the site and daylights approximately 1,500 feet to the southwest of the site Sample location SW-1 is located at drop inlet DI#6, and sample location SW-2 is located at drop inlet DI#2 Water samples are collected from the water flowing into the drop inlets from the surrounding paved areas There are an additional flour drainage basin drop inlets which discharge into the two historically -sampled drop inlets The northwest drop inlet DI#3, receives surface runoff as well as a pipe discharge from the northern off -site City public works facility prior to discharging into drop inlet D1#2 Drop inlet DI#1 located to the east of the site building in the employee parking lot, is not exposed to vehicle maintenance/industrial activities and also discharges into drop inlet DI#2 The discharge of drop inlet D144 located to the west of the site building is not precisely known, but is suspected to discharge to the east into Town Branch, which is enclosed beneath the site Drop inlet DI#5 located to the southwest of the site building, discharges into drop inlet DI#6 Correspondence Wood August 20 20I8 Wood Project 6252-18-0338 06 A water quality classification is not listed for Town Branch on the NCDEQ Surface Water Classification website/map Town Branch's confluence with the French Broad River is approximately 7,000 feet to the southwest of the site According to NCDEQ s water quality classification of the French Broad River at the confluence with Town Branch (a Classification B), the French Broad River is not currently classified as the following sensitive receiving waters Outstanding Resource Waters, High Quality Waters Primary Nursery Areas and Trout Waters Therefore, the more protective benchmark value listed in the General Permit for total suspended solids (50mg/L) does not apply to stormwater discharges at the site — the applicable benchmark value for total suspended solids is 100 mg/L A rain gauge is present at the site approximately six feet above ground in an open area at a distance of at least twice the height of surrounding structures Early 2018 Stormwater Sampling Activities Because of frequent storm events in May and June, opportunities for a measureable storm event with a preceeding 72-hour dry period were limited Wood mobilized once to the site in the month of June, however a measureable storm event did not materialize Other measureable storm events were outside of the facility's normal operating hours Based on the lack of measureable storm events in the later portion of the early 2018 permit sampling period (Period 1), Wood recommended, and performed sampling at the first measureable storm event in July This storm event, with sampling activities described below, is considered to be representative of the early 2018 permit sampling period, however, a NCDEQ Semi -Annual Stormwater Discharge Monitoring Report with an indicated no discharge for the early 2018 period is attached Wood recommends performing a second sampling event at least 60 days after the July 2018 sampling event, but before October 31 2018 This sampling event will be considered to represent Period 2 of the 2018 permitting year July 2018 Stormwater Sampling Activities Wood personnel were onsite to perform stormwater sampling during a measureable storm event on July 6, 2018 The storm event occurred between approximately 145 PM and 2 25 PM on July 6, 2018 Wood personnel performed stormwater sampling of the discharges starting at 2 05 PM Total rainfall for this event within a 24-hour period was 0 20 inches as measured at the on -site rain gauge Rainfall sufficient to produce a measureable discharge was not recorded during the 72 hours prior to th;s measurable storm event Within about 30 minutes of constant measurable discharge, the pH of the stormwater was measured with a calibrated pH meter and stormwater samples were collected from the historic SW-2 location (designated for this event as OF-1) and the historic SW-1 location (designated as OF-2 for this event) The samples were packed in an ice -chilled cooler and delivered with chain -of -custody via overnight courier to Environmental Science Corporation in Mt Juliet, Tennessee (a North Carolina -accredited laboratory) for analysis The outfall samples were submitted for analysis of total suspended solids (TSS) according to Standard Method 2540D and non -polar oil and grease according to EPA Method 1664B (SGT-HEM) 2 City of Asheville Fleet Maintenonce NCDEQ benchmark range The pH reading was S79 at SW-1 and 602 at SW-2 Laboratory analytical results indicated TSS and non -polar oil and grease were below their respective NCDEQ benchmark values The analytical results for the outfall samples are reported on the attached NCDEQ Semi -Annual Stormwater Discharge Monitoring Report The laboratory analytical report and Chain of Custody Records are attached to this report Qualitative monitoring forms for the outfalls were also completed during sampling and will be provided under separate cover for inclusion in the site Stormwater Pollution Prevention Plan documentation Discussion and Recommendations The pH value for SW-1 was generally slightly lower than or similar to concentrations that have been previously detected and reported Based on the current detected concentrations of TSS and oil and grease, the values are in compliance with the General Permit conditions Wood recommends that the following list of requirements for a Tier One response be performed at the facility in relation to the measurement of pH below the benchmark range in the sample collected at SW-1 (drop inlet DI#6) 1 Conduct a Stormwater management inspection of the facility within two weeks of receiving sampling results 2 Identify and evaluate possible causes of the benchmark value exceedence 3 Identify potential and select the specific source controls, operational controls or physical improvements to reduce Concentrations of the parameters of concern or to bring concentrations to within the benchmark range 4 Implement the selected actions within two months of the inspection 5 Record each instance of a Tier One response in the Stormwater Pollution Prevention Plan Include the date and value of the benchmark exceedence the inspection date, the personnel conducting the inspection, the selected actions, and the date the selected actions were implemented Based on the preliminary results of an NCDEQ stormwater inspection in early August 2018 and review of available historical stormwater sampling documentation, sampling of drop inlets/outfalls at locations other than SW-1 and SW-2 has not been performed Documentation related to Representative Outfall Status designation of these historically -sampled outfalls was also not available Wood recommends submitting this documentation of stormwater sampling along with the attached Stormwater Discharge Outfall Monitoring Report to NCDEQ for their files Wood recommends replacement of the sediment basket filtration material at least in locations DI#2 and Dl#6 Dunng sampling it was noted that the basket filtration material was effectively clogged The condition of the sediment basket material is likely similar at the other site drop inlets We note that depending an availability of the style/model of the current sediment basket filtration material/insert, it might be more efficient and/or economical to replace the entire unit with another drop inlet filtration model/device 3 City of Asheville Fleet Mauntenance Building —July 2013 Stormwater Discharge Sampling August 20 2018 Wood Project 62S218-0338 06 Wood recommends sampling the following drop inlets/outfalls at the next measureable storm event prior to October 31, 2018 (second permit Period of 2018) DI#2, DI#4, DI#5, and DI#6 Drop inlet DI#3 receives surface runoff from off -site, which is not representative of the on -site industrial activity Drop inlet DI#1 receives surface runoff from the employee/visitor parking area, which is a non -industrial area When sampling of these other drop tnlets/outfalls is complete and the data are evaluated, consideration can be given to proposing Representative Outfall Status of one or more outfalls, and a description of the above non -industrial Stormwater discharges can be described and included in the Representative Outfall Status request to NCDEQ Wood recommends renewing the City of Asheville Fleet Maintenance Certificate of Coverage under the General Permit for Stormwater Discharge which expires on October 31 2018 NCDEQ should send renewal instructions/procedures by mail Wood recommends reviewing the renewed General Permit for potential changes in Environment & Infrastructure Solutions Inc (Wood) is pleased to submit this Report of July 2018 Stormwater Discharge Sampling for the City of Asheville Fleet Maintenance Building located on South Charlotte Street in Asheville North Carolina This sampling was performed to comply with requirements contained in the General Permit for Stormwater Discharge (Permit NCG080000 with an original effective date of November 1, 2012 reissued on November 16, 2017 and expiring October 31, 2018) issued by the North Carolina Department of Environment and Natural Resources now the North Carolina Department of Environmental Quality (NCDEQ) City of Asheville s certificate of coverage under this permit is NCGO80682 Background information Two historically -sampled stormwater outfalls are located at the site, SW-1 and SW-2 as shown on the attached Figure 1 These two outfalls discharge directly into Town Branch (also known as Nasty Branch), which is enclosed beneath the srte and daylights approximately 1,500 feet to the southwest of the site Sample location SW-1 is located at drop inlet DI#6 and sample location SW-2 is located at drop inlet DI#2 Water samples are collected from the water flowing into the drop inlets from the surrounding paved areas There are an additional four drainage basin drop inlets which discharge into the two historically -sampled drop inlets The northwest drop inlet DI#3 receives surface runoff as well as a pipe discharge from the northern off -site City public works facility prior to discharging into drop inlet DI#2 Drop inlet DI#1 located to the east of the site building in the employee parking lot, is not exposed to vehicle maintenance/industrial activities, and also discharges into drop inlet DI#2 The discharge of drop inlet DI#4, located to the west of the site building is not precisely known, but is suspected to discharge to the east into Town Branch which is enclosed beneath the site Drop inlet DI#5 located to the southwest of the site Classification website/map Town Branch s confluence with the French Broad River is approximately 7,000 feet to the southwest of the site According to NCDEQ s water quality classification of the French Broad River at the confluence with Town Branch (a Classification B), the French Broad River is not currently classified as the following sensitive receiving waters Outstanding Resource Waters High Quality Waters Primary Nursery Areas and Trout Waters Therefore, the more protective benchmark value listed in the General Permit for total suspended solids (50mg/L) does not apply to stormwater discharges at the site — the applicable benchmark value for total suspended solids is 100 mg/L A rain gauge is present at the site approximately six feet above ground in an open area at a distance of at least twice the height of surrounding structures Early 2018 Stormwater Sampling Activities Because of frequent storm events in May and June opportunities for a measureable storm event with a preceeding 72-hour dry period were limited Wood mobilized once to the site in the month of June however, a measureable storm event did not materialize Other measureable storm events were outside of the facility s normal operating hours Based on the lack of measureable storm events in the later portion of the early 2018 permit sampling period (Period 1) Wood recommended and performed sampling at the first measureable storm event in July This storm event, with sampling activities described below, is considered to be representative of the early 2018 permit sampling period, however, a NCDEQ Semi -Annual Stormwater discharge Monitoring Report with an indicated no discharge for the early 2018 period is attached Wood recommends performing a second sampling event at least 60 days after the July 2018 sampling event but before October 31, 2018 This sampling event will be considered to represent Period 2 of the 2018 permitting year July 2018 Stormwater Sampling Activities Wood personnel were onsite to perform stormwater sampling during a measureable storm event on July 6, 2018 The storm event occurred between approximately 145 PM and 2 25 PM on July 6 2018 Wood personnel performed stormwater sampling of the discharges starting at 205 PM Total rainfall for this event within a 24-hour period was 0 20 inches as measured at the on -site rain gauge Rainfall sufficient to produce a measureable discharge was not recorded during the 72 hours prior to this measurable storm event Within about 30 minutes of constant measurable discharge, the pH of the stormwater was measured with a calibrated pH meter and stormwater samples were collected from the historic SW-2 location (designated for this event as OF-1) and the historic SW-1 location (designated as OF-2 for this event) The samples were packed in an ice -chilled cooler and delivered with chain -of -custody via overnight courier to Environmental Science Corporation in Mt Juliet, Tennessee (a North Carolina -accredited laboratory) for analysis The outfall samples were submitted for analysis of total suspended solids (fSS) according to Standard Method 2540D and non -polar oil and grease according to EPA Method 16643 (SGT-HEM) 2 City of Asheville Fleet Maintenance Building — July 2018 Stormwater Discharge Sampling August 20 2018 Wood Project 6252 18-0338 06 Field analysis of the stormwater samples indicated pH readings were at the lower end, or just below, the NCDEQ benchmark range The pH reading was 5 79 at SW-1 and 6 02 at SW-2 Laboratory analytical results indicated TSS and non -polar oil and grease were below their respective NCDEQ benchmark values The analytical results for the outfall samples are reported on the attached NCDEQ Semi -Annual Stormwater Discharge Monitoring Report The laboratory analytical report and Chain of Custody Records are attached to this report Qualitative monitoring forms for the outfalls were also completed during sampling and will be provided under separate cover for inclusion in the site Stormwater Pollution Prevention Plan documentation Discussion and Recommendations The pH value for SW-1 was generally slightly lower than or similar to concentrations that have been previously detected and reported Based on the current detected concentrations of TSS and oil and grease the values are in compliance with the General Permit conditions Wood recommends that the following list of requirements for a Tier One response be performed at the facility in relation to the measurement of pH below the benchmark range in the sample collected at SW-1 (drop inlet DI#6) 1 Conduct a stormwater management inspection of the facility within two weeks of receiving sampling results 2 Identify and evaluate possible causes of the benchmark value exceedence 3 Identify potential, and select the specific source controls operational controls or physical improvements to reduce concentrations of the parameters of concern, or to bring concentrations to within the benchmark range 4 Implement the selected actions within two months of the inspection S Record each instance of a Tier One response in the Stormwater Pollution Prevention Plan Include the date and value of the benchmark exceedence the inspection date the personnel conducting the inspection the selected actions and the date the selected actions were implemented Based on the preliminary results of an NCDEQ stormwater inspection in early August 2018, and review of available historical stormwater sampling documentation sampling of drop inlets/outfalls at locations other than SW-1 and SW-2 has not been performed Documentation related to Representative Outfall Status designation of these historically -sampled outfalls was also not available Wood recommends submitting this documentation of stormwater sampling along with the attached Stormwater Discharge Outfall Monitoring Report to NCDEQ for their files Wood recommends replacement of the sediment basket filtration material at least in locations DI#2 and DI#6 During sampling it was noted that the basket filtration material was effectively clogged The condition of the sediment basket material is likely similar at the other site drop inlets We note that depending on availability of the style/model of the current sediment basket filtration material/insert it might be more efficient and/or economical to replace the entire unit with another drop inlet filtration model/device 3 City of Asheville Fleet Maintenance Budding —July 2018 Stormwoter Discharge Sampling August 20 2018 Wood Project 6252 I8-0338 06 Wood recommends sampling the following drop inlets/outfalls at the next measureable storm event prior to October 31, 2018 (second permit Period of 2018) DI#2, DI#4, DI#S, and DI#6 Drop inlet DI#3 receives surface runoff from off site, which is not representative of the on -site industrial activity Drop inlet DI#1 receives surface runoff from the employee/visitor parking area, which is a non -industrial area When sampling of these other drop inlets/outfalls is complete and the data are evaluated consideration can be given to proposing Representative Outfall Status of one or more outfalls and a description of the above non -industrial starmwater discharges can be described and included in the Representative Outfall Status request to NCDEQ Wood recommends renewing the City of Asheville Fleet Maintenance Certificate of Coverage under the General Permit for Stormwater Discharge, which expires on October 31 2018 NCDEQ should send renewal instructions/procedures by mail Wood recommends reviewing the renewed General
