Wood Environment & Infrastructure Solutions Inc 1308-C Patton Avenue Asheville NC 28806 USA T 828 252 8130 REeoE ICED www woodpic com FEB 0 8 2019 CENTRAL FILES JWR SECTION Subject Report of December 2018 Stormwater Discharge Sampling City of Asheville Transit Maintenance Facility 360 West Haywood Street Asheville, North Carolina Wood Project 6252-18-0353 Dear Ms Morriss Wood Environment & Infrastructure Solutions Inc (Wood) is pleased to submit this Report of December 2018 Stormwater Discharge Sampling for the City of Asheville Transit Maintenance Facility located at 360 West Haywood Street in Asheville North Carolina (site) This sampling was performed to comply with requirements contained in the North Carolina Department of Environmental Quality (NCDFQ) General Permit for Stormwater Discharge (Permit NCGO80000 with an original effective date of November 1 2012 reissued with a one-year extension expiring on October 31 2018) Although the General Permit was renewed on November 1, 2018, this December 2018 sampling event is intended to fulfill the second semi- annual 2018 sampling requirement of the 2012 General Permit City of Asheville s certificate of coverage under this permit is NCGO80681 Background Information Four stormwater outfalls (OF-001 through OF-004) are located at the site as shown on the attached Figure 1 Outfall OF-001 collects stormwater runoff from the west -central portion of the facility Including the covered diesel fuel island and wash bay entrance Outfall OF-002 collects stormwater runoff from the southwestern portion of the facility including the dumpster pad wash bay exit and bus parking Outfall OF-003 collects stormwater runoff from the east -central portion of the facility including employee vehicle parking OF-004 collects stormwater runoff from the northern portion of the facility including employee vehicle parking and the diesel aboveground storage tank area Stormwater collected from drainage areas DA-001 and DA-002 is routed through oil water separators prior to discharging along Park Avenue at stormwater outfalls OF-001 and OF-002 respectively The site stormwater outfalls discharge at curb outlets along Park Avenue West Haywood Street and Jefferson Drive which drain to the French Broad River There are two additional drainage areas to the northeast and southeast of the facility which are vehicle access areas and have sheet -flow runoff with no discrete discharge 0 r City of Asheville Transit Maintenance Facility — December 2018 Stormwuter Discharge Sampling January29 2019 Wood Project 6252 18-0353 According to NCDEQ s water quality classification, the French Broad River is a Classification B in the area of the site The French Broad River is not currently classified as the following sensitive receiving waters in the area of the site Outstanding Resource Waters, High Quality Waters, Primary Nursery Areas and Trout Waters Therefore the more protective benchmark value listed in the General Permit for total suspended solids (50mg/L) does not apply to stormwater discharges at the site -- the applicable benchmark value for total suspended solids is 100 mg/L A rain gauge is present at the site approximately six feet above ground in an open area at a distance of at least twice the height of surrounding structures Late 2018 Stormwater Sampling Activities Because of frequent storm events in late 2018 opportunities for a measureable storm event with a preceeding 72-hour dry penod were limited Additionally, several of the measureable storm events were outside of the facility s normal operating hours Based on the lack of measureable storm events in the later portion of the late 2018 permit sampling period (Period 2, which ended October 31 2018) Wood recommended and performed, sampling at the first measureable storm event in November or December This storm event, with sampling activities described below, is considered to be representative of the late 2018 permit sampling period however a NCDEQ Semi -Annual Stormwater Discharge Monitoring Report with an indicated no discharge for the late 2018 period is also attached December 2018 Stormwater Sampling Activities Wood personnel were onsite to perform stormwater sampling during a measureable storm event on December 20, 2018 The storm event occurred between approximately 10 30 AM on December 20 2018, and 2 00 PM on December 21, 2018 Wood personnel performed stormwater sampling of the discharges starting at 1111 AM Total rainfall for this event within a 24-hour period was 115 inches as measured at the on -site rain gauge Rainfall sufficient to produce a measureable discharge was not recorded during the 72 hours prior to this measurable storm event Within about 30 minutes of constant measurable discharge the pH of the stormwater was measured with a calibrated pH meter, and stormwater samples were collected from outfalls OF-001 through OF-004 The samples collected at OF-001 and OF-002 were collected after stormwater passed through the oil/water separators The samples were packed in an ice -chilled cooler and delivered with chain -of -custody via overnight courier to Prism Laboratories in Charlotte North Carolina (a North Carolina -accredited laboratory) for analysis The outfall samples were submitted for analysis of total suspended solids (TSS) according to Standard Method 2540D and non -polar oil and grease according to EPA Method 1664B (SGT-HEM) Field analysis of the stormwater samples indicated pH readings were within the NCDEQ benchmark range The pH readings ranged from 6 93 at OF-004 to 7 61 at OF-003 Laboratory analytical results indicated TSS and non -polar oil and grease were below their respective NCDEQ benchmark values The analytical results for the outfall samples are reported on the attached NCDEQ Semi -Annual Stormwater Discharge Monitoring Report The laboratory analytical report and Chain of Custody Records are attached to this report 2 City of Asheville Fronsit Maintenance Facility — December 2018 Stormwater Discharge Samphng knuory 29 2019 Wood Protect 6252 18 0353 Qualitative monitoring forms for the outfalls were also completed during the measurable storm event and will be provided under separate cover for inclusion in the site Stormwater Pollution Prevention Plan documentation Discussion and Recommendations The pH values for the stormwater samples collected during the late 2018 sampling event are within the NCDEQ benchmark range Based on the detected concentrations of TSS and oil and grease the values are in compliance with the General Permit conditions Wood recommends submitting this documentation of stormwater sampling along with the attached Stormwater Discharge Outfall Monitoring Reports to NCDEQ for their files Wood recommends ongoing cleaning/maintenance of the oil/water separators associated with outfalls OF-001 and OF-002 and recommends continuing sampling of the following outfalls at a measurable storm event
