Your assistance was greatly appreciated. The facility was found to be compliant with its stormwater permit requirements. An inspection report is attached for your records and the inspection findings are summarized below. 1, Permit This facility holds General Stormwater Permit No. NCG080662 to discharge Stormwater from activities associated with Vehicle Maintenance Areas under the National Pollutant Discharge Elimination System (NPDES). The permit became effective November 1, 2012 and expires October 31, 2017. Your permit renewal package must be received in the Central Office in Raleigh no later than 180 days prior to the expiration date of the permit. 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). The plan must include all 9 sections of Part il, Section A requirements of the permit. This site is not required to complete analytical monitoring but qualitative monitoring is required to be completed and documented twice yearly as defined in Part II, Section C of the permit. The plan must be updated annually and qualitative monitoring must be conducted semi-annually to maintain compliance with the permit. A current SPPP plan and qualitative records were available for review at the time of inspection. Facili V Site Review This facility is the City of Grahams public works facility. It is responsible for maintenance of city streets and vehicles used to maintain them. Site has fuel tanks, hydraulic and motor oil tanks. Sand and -salt are stored under cover. A brine tank has been added recently. The brines purpose is to treat road in icy hazardous conditions. The brine tank has a poured concrete containment built around it. There is.an area under roof that has a grated drain which is tied to the sanitary sewer system. This is the location where vehicles are washed. The soapy/dirty water drains into the city sewer system. 4. Effluent/Receiving Waters Stormwater from the site discharges to the Haw River a part of the Cape Fear River Basin. 5. Self -Monitoring Program Analytical Mon itorin : This site is not.required to provide analytical monitoring under current conditions of the permit. 6. Qualitative Monitoring: All qualitative monitoring records were available for review at the time of inspection. 'The latest monitoring is current and records go back several years with monitoring completed twice annually. Records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. Overall, the condition if the site is well maintained. The (SP3) Stormwater Pollution Prevention Plan and monitoring records were reviewed. Documentation was current and compliant. Mr. Worth walked the site with inspector and observed each outfall. He pointed out the addition of the Brine tank and it's secondary containment. He wanted to ensure that he had done everything required to be in compliance with his permit. The overall condition of the site was good,clean. Sand amd Salt are stored under cover, mainenance is done under cover. The facility provides a wash area for vehicles, this area has a grated drain that is tied to the sanitary sewer system. This facility holds General Stormwater Permit No. NCG080662 under the National Pollutant Discharge Elimination System (NPDES) to discharge stormwater associated with activities that have Vehicle Maintenance Areas. As Director of the City's Public Works Department, you were present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data and an inspection of the facility's storage areas and discharge points. This particular inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit The permit became effective November 1, 2007 and expires October 31, 2012. Records/Reports As required by the Permit, the facility has a Stormwater Pollution Prevention Plan (SPPP) that was available for review during the inspection. The SPPP includes a location map, a site plan with outfalls, documentation of annual employee training, and an inspection certification. Facility Site Review Aside from the underground storage tanks at the facility used for fueling purposes, there are two 2,000-gallon tanks on site, one for hydraulic fluid and the other for motor oil. All maintenance activities occur inside the maintenance shop. The floor drains in the maintenance sho-p are directed to the sanitary sewer. Old batteries are picked up on a weekly basis. Used oil is stored in a 270-gallon tank inside the maintenance building, and is picked up by Noble's Oil Service as necessary. There is no oil/water separator on the property. Piles of sand and salt are maintained under cover and are bermed with bales of hay. 4. EEfluent/Receiving�Waters Stormwater from the property discharges to an unnamed tributary to Haw River in the Cape Fear River Basin. The site has three collection points for storm water from the site: two storm water grates and one ditch. They all lead to one outfall, which is a culvert on Parker Street across from the facility. 5. Self -Monitoring Program Since the vehicle maintenance activities at this facility do not utilize more than 55 gallons of new motor oil per month and the facility does not discharge stormwater from an oil water separator, according to the permit, you are not required to conduct analytical monitoring. Therefore, monitoring requirements at the facility are limited to semi-annual qualitative inspections at each of the site's stormwater discharge outfalls. A review of the qualitative monitoring data during the inspection showed that all parameters were analyzed per the specifications of the permit. You should document your_ motor oil usage and include.. is.. information its --the site's SPPP. You stated during the inspection that if the City acquires a few more vehicles, the facility's use of motor oil could surpass the 55 gallons per month limit for exemption of analytical monitoring. Please refer to the analytical monitoring requirements in the permit text so that you are familiar with them should you need to start the semi-annual sampling.
