Qualitative monitoring requirements vary Most permits require qualitative monitoring to be

A representative storm event" is a storm event that measures greater than 0 1 inches of rainfall
and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than
0 1 inches has occurred A single storm event may contain up to 10 consecutive hours of no

A "measurable storm event" is a storm event that results in an actual discharge from the
permitted site outf all The previous measurable storm event must have been at least 72 hours
prior The 72-hour storm interval does not apply if the permittee is able to document that a shorter
interval is representative for local storm events during the sampling period, and the permittee
obtains approval from the local DWQ Regional Office

As indicated in our phone conversation yesterday morning, I'm working on revising and
updating the referenced facility's SPPP following an inspection by Keith Huff, City of
Winston-Salem Stormwater Director In 2005, I identified four (4) outfalls in the SPPP, two
of which (001 and 002) were area stormwater collection/transmission structures, which
conveyed stormwater to a third area drain (Outfall 003) This area drain (outfall
003) also serves (via underground stormwater utilities) as the site's final destination of
the combined stormwater from 001 and 002, prior to being discharge offsite to the MS4 Again
003 receives stormwater from its surface grate (from drainage area A3) and from 001 and 002
via a 20 to 24"
concrete pipe Outfall 004, was not a true point source, and consisted of sheet flow through
the site's northern most ingress/egress from a paved area in front of the shop (drainage area
A5)
Mr Huff had suggested to the facility, that they consider reducing the
number of outfalls via substantially identical outfall status petition
Mr Huff and I discussed the site's drainage yesterday morning preceding our call, and we
concurred that a better, more accurate approach was to consider
003 the only true recognized outfall for analytical monitoring Based on our revision to the
SPPP, more -accurately identifying 003 as the only true outfall, it will also be the only
stormwater structure required to be sampled for qualitative monitoring

font,' we have added the 2005 locations of Outfalls 001, 002, 003 and 004 for comparison
purposes only (the green font will be deleted from the site map before finalized) Below is
the Latitude and Longitude for Outfall 01 (formerly 003) For your records, please use these
coordinates, as their data source is more accurate than in 2005

pretty sure you have Forsyth, so I'm sending it your way --
We received an NOI from America Charters in Winston-Salem for coverage under the stormwater
general permit NCG08 (Transit & Transportation) They discharge stormwater into the
Winston-Salem MS4 and eventually into a UT to Brushy Fork (class C waters)
A copy of the NOI is attached Does the Winston-Salem Regional Office have any concerns about
issuing a COC to this facility for NCG08? If we don't receive any objections, we'll issue the COC in
30 days
