Geoscience and Technology, P A (GeoSci) is pleased to submit these stormwater control recommendations in response to excessive suspended solids in the stormwater at the two facilities noted above These recommendations are intended to treat storm water runoff so that it is in compliance with the limits specified in the permits for these sites They are to be implemented to the outfalls located on Doune Street and Fayetteville Street The existing outfalls at these locations are shallow excavated ditches These ditches will be retained in their present locations, but will be rc configured to a trapezoidal cross-section and further improved with the addition of sod and rock check dams At the completion of the improvements, the site at Doune Street will have 100 LF of new grassed swale installed, and the site at Fayetteville Street will have 120 LF of grassed swale installed Refer to the attached drawings for the location of improvements Prior to construction, the contractor shall flag the limits of the improvements and meet with the owner and engineer to field verify thf locations of the planned improvements The contractor shall re -grade the ditch per the detail so that it is trapezoidal in shape The finished swale shall be 96" wide (shoulder -shoulder) and 12" deep at the invert with a 36" bottom width at the completion of sod installation The alignment of the Swale shall be smooth and abrupt changes in direction shall be avoided If changes in direction are required they shall be made utilizing sweeping bends The slope shall not be less than 1% in the direction of the flow The grading of the ground adjacent to the swale shall be altered as required to ensure positive drainage into the ditch The topsoil that comes with the sod shall be utilized, but additional top soil shall be installed if necessary to promote root growth 1 he ditch shall be over -excavated as required to allow placement of additional topsoil The sod shall be staked in place either with wood stakes (minimum 12" length) or wire staples I he sod and staggered reinforcement stakes shall be installed per the detail There shall be a minimum of 33 stakes per square Mr David Yarbrough November 24, 2009 Page 2 Climate, soils, topography, PH, and available moisture are all important factors in determining the type of sod that will be the best suited for this site The contractor shall consult a professional landscaper and/or the services of the local Agricultural Extension Agent to determine the best possible type of sod to use based on the planting season and soil conditions The NCDENR Erosion Control Manual recommends seeding specification "5P" or "8M" for grass lined channels in the piedmont region of North Carolina Both of these specifications contain a large amount of tall fescue These seeding specifications may be used as a general guide but the recommendations of the Extension Agent or professional landscaper consulted should still be followed During the establishment period the condition of the ditch should be checked after every rainfall Any scouring or erosion should be corrected immediately After the sod has established, the ditch should be checked periodically Since the grass is a critical mechanism for the removal of suspf nded solids, it should be kept healthy and vigorous at all times Do not mow the grass too short as this will greatly diminish suspended solids removal Utilize standard landscaping practices and the services of a professional landscaper as required Rock check dams shall be installed along the length of the ditch These will slow the flow of water and allow more time for suspended solids to become entrapped in the grass Check dams shall be a minimum of 8" in height at the weir The interval of the check dam installation will depend on the slope of the graded ditch After installation the weir elevation of any downstream check dam shall be at the same elevation as the invert of the swale at the check dam directly upstream of it Please tail us at 336 896 1300 if you have questions concerning this correspondence or have suggestions related to the design or installation of the storm water plans With best regards, GEOSCIENCE AND certification statement " The non-stormwater certification statements are found on Page 7 of the SWP3 plans for both facilities and are signed Determination methods are noted at the top of Page 7 2 "SWP3. Should Contain a Feasibility Study' Based on a conversation with Andrew Allen with the CoWS SD, the following; statement of feasibility of mitigation of stormwater pollutants is provided The most prevalent potential stormwater pollutant piesent at both sites is suspended solids in the form of fine-grained sediments such as silt and clay Both sites have large gravel parking lots that provide a potential source of suspended solids The parking lots are used for heavy trucks and large equipment hauling trailers Paving these lots would mitigate the potential source of suspended solids, however, the cost of paving these sites with either asphalt or concrete to specifications consistent with parking heavy equipment was deemed to be exceedingly expensive Furthermore, the addition of non - pervious surface, the paved lots, would actually increase run-off volume and velocity at both sites creating potentially more stormwater pollution further downstream Therefore, paving the sites was deemed not feasible The addition of grit chambers to trap sediments was also considered Installation of a grit chamber at both sites was deemed to be feasible, however, reconfiguration of existing drainage ditches, establishing sod in the ditches and the installation of rock check dams in the ditches was deemed to be Mr David Yarbrough November 24, 2009 Page 2 the most cost effective option to mitigate suspended solids in the stormwater from the sites Specifications for ditch configuration, seeding and/or sod, and rock check dams were submitted under separate cover to all addressees Other potential pollutants include oil and grease and other substances related to vehicle maintenance and repair YTC endeavors to keep all oil, hydraulic fluid, anti -freeze containers under roof, thereby mitigating the potential for these substances reaching stormwater inlets Historic lab data for these facilities do not indicate concentrations of oil and grease or lead, or pH values exceeding published limits, therefore, mitigation of these potential pollutants through the addition of any treatment processes was deemed excessive and not cost effective 31"SWP3 Should Contain Employee Training Records and Facility Inspection Records" Both SWP3's contain a "Spill Prevention Control and Counter Measures Plans (SPCC) that contain facility inspection forms and specify that existing and new employees will be trained in spill response procedures fhe SPCC's also specify that inspection records and logs of all training events wail be maintained with the `Master Stormwater Bander' that contains all pertinent stormwater documents and is found in Mr David Yarbrough's office Mr Yarbrough is the person with overall responsibility for the implementation of the SWP3's and SPCC's will conduct a training session for all affected employees within 30 days from the date of this document and prepare a log of the event with an employee roster and place said record in the Master Binder Furthermore, Mr Yarbrough will conduct or designate a member of the Pollution Prevention Team to conduct a facility inspection every month and record said inspection on the appropriate form This inspection record will be placed to the Master Stormwater Binder 4) "Add John Spainhour to the SWP# and SPCC Contact Lists Mr Spainhour's name and contact information has been added to both SWP3's and SPCC's With best regards, GEOSCIENCE AND CHNOLOGYkP A Peter H DeVries, Project Geologist cc w/ attachments Mr Steve Tedder Andrew K Allen WdterQualay Regional Supervisor Senior Stormwater Engineenng technician Division of Water Quality City of Winston-Salem North Carolina Department of Environment and Natural Resources P O Box 2511 585 Waughtown Street Winston-Salem, NC 27102 Winston Salem NC 27107 i 12" GRASSED SCALE DETAIL (NOT TO SCALE) 96 3l I_ 24" SOD TOPSOIL BED a o s c  o e o 0 0 CI 4 O Q 4 Wooc Stakes per row ,,laggered in raw5 5d Sod itr1) it, iP,-- ~ sw, S rij s WOOD STAKES WIRE STAKES STAKING FOR SOD CHANNELS EXISTING GROUND 5 Wire Stpcs per row s-L.oggCren In rOr'S r= 12 P11 v t TYPICAL WIRE AND WOOD STAKES NOTE Nhni;
