An inspection of the Waste Management of the Carolinas facility on Pony Farm Road in Jacksonville was conducted on January 20,
2010. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified
in NPDES Permit No. NCG080328.
A review of the Stormwater Pollution Prevention Plan (SPPP) was not conducted. The personnel on site did not know where to find
the SPPP or the qualitative and quantitative monitoring reports. Please ensure that somebody on site is knowledgeable of the
requirements of the SPPP and it's whereabouts. Also ensure somebody is knowledgeable of the whereabouts of the
qualitative/quantitative monitoring reports, employee training records, certifications for illicit discharges, and semi annual site
inspection documentation.
The general housekeeping practices at this facility are excellent. The site was well maintained. The release valve lock on the
secondary containment structure should be locked at all times. Before releasing this water, the qualitative observations should be
conducted and documented.
Please forward to this office a copy of the analytical and qualitative monitoring reports for the years 2008-2009. Should you have any

The site appeared to be very well maintained. Excellent housekeeping practices are evident.

Comment: The site looked very clean with good housekeeping practices evident. It
appears BMPs for controlling pollutants of concern are being practiced as well. The site
drains to a drop inlet that discharges run off to the secondary containment structure.
That allows holding time for settling out solids prior to opening the valve for discharge.
The secondary containment had a significant amount of sediment in the bottom and
should be cleaned out on a frequent basis to reduce the potential for discharge.

Water Quality (DWQ) is forwarding herewith the reissued stormwater general permit. This permit is reissued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.

A copy of a Technical Bulletin for the general permit
Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by DENR or relieve the permittee from responsibility
for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or
decree.
