Sullins Dee Freeman Governor Director Secretary March 17, 2009 Mr. Paul Huffman, Vice President of Maintenance EPES Transport Systems, Inc. 3400 Edgefield Court Greensboro, North Carolina 27409 Subject: General Stormwater Permit Inspection — NPDES Permit No. NCGO80259 EPES Transport Systems, Inc. — Guilford County Dear Mr. Huffman: :On March 16, 2009, Jenny Graznak of this office performed a Stormwater Permit Inspection at EPES Transport Systems located at 3400 Edgefield Court in Greensboro, North Carolina. This facility holds General Stormwater Permit No. NCG080259 under the National Pollutant Discharge Elimination System (NPDES) to discharge stormwater associated with activities that have Vehicle Maintenance Areas. Jeff Gerlock of Blue Ridge Geological Services was present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data and an inspection of the facility's storage areas and discharge points. This. particular inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit The permit became effective November 1, 2007 and expires October 31, 2012. The new permit includes some changes. Analytical monitoring is now required on a semi-annual basis. If the .. monitoring results exceed the designated benchmark values .(Part II, Table,3),. you are required r_, to increase monitoring, management actions, and record ,keeping according. to the schedule,, described in the permit. t 2. Records/Reports As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan (SPPP), that was available for review during the inspection. Blue Ridge Geological Services created the, SPPP and add revisions as neccesary. The SPPP appeared to be thorough and complete, including a location map of the outfalls and a site plan listing potential stormwater pollutants and best management practices used at the site. Employee Training was last conducted in January 2006. Please be advised that Employee Training is an, annual requirement of. the Stormwater permit and should be scheduled as soon as possible. 3. Facility Site Review The site has two aboveground storage tanks with secondary containment, one for new motor oil and one for used waste oil. There is also a covered bin for used oil filters. Diesel fuel its contained in an underground storage tank. There are two bays devoted to diesel fueling; one of them is covered. All truck maintenance activities occur indoors, as does truck washing. Effluent/Receiving Waters The site is designed for Stormwater to pass over the property via sheet flow and empty into a large side ditch. The ditch is directed towards a large Stormwater pond that discharges at the edge of the property. Therefore, this is the site's only out -fall. Stormwater from the property discharges to Old Mill Creek and Brush Creek (Class WS-Ill, NSW) in the Cape Fear River Basin. 5: Self -Monitoring_ Program Analytical sampling has not been performed at the site since 2001 (analyzed by R&A Labs), because Mr. Gerlock has been unable to detect a discharge from the Stormwater pond during a representative storm event. All analytical monitoring shall be performed during a representative storm event, which is defined in the permit as a "storm event that measures greater than 0.1 inches of rainfall and that is preceded by at least 72 hours in which no storm event measuring greater than 0.1 inches has occurred. A single storm event may contain up to 90 consecutive hours of no precipitation." Qualitative monitoring requirements of the permit have been performed and documentation of these events was available for review during the inspection. Mr. Gerlock also performs an annual SPPP and site check of the property, examining fuel storage, transformers, generator, oil filter bin, etc. These forms were available for review during the inspection. I hope all was in order_ just to let you know, I have scheduled a stormwater training session with Epes personnel for next Wednesday at 9 am. also, I plan to sample the outfall for the first period of 2009 during the next representative event (hopefully next week). I looked back at my records and noticed that several attempts were made in 2008 and 2007 to collect stormwater samples. no discharge was observed from the outfall on these occasions. we will use the new forms for qualitative monitoring of the outfall during future events. call or email if you have questions or need additional info.
