A compliance evaluation inspection was conducted at the Yellow Cab facility located on
North 6th Street in Wilmington on October 31, 2012. You and I met and discussed the
requirements of the National Pollutant Discharge Elimination System (NPDES) General
Stormwater Permit NCG080000. Your facility is covered under the certificate of
coverage (COC) NCG080197.
It is evident that your vehicle maintenance activities are being conducted indoors. The
current storage practices at this site for used tires, used automobile parts and the bulk
waste oil container currently would prohibit your ability to meet a no exposure
certification. I have enclosed the application form for the no exposure for your
convenience. Please use this form to help you determine if your facility can meet no
exposure. It was agreed to allow you until the end of this year to either meet no
exposure requirements or begin your analytical monitoring and the development of a
stormwater pollution prevention plan. Should the no exposure be impossible to meet,
your stormwater pollution prevention plan (SP3) will be due by the end of February,
2013, 1 can provide some helpful templates for the development of a SP3.
A notice of violation or a notice of deficiency will not be issued to your facility since your
facility has never been inspected by the Division of Water Quality. I would like to
provide you the opportunity, now that you know more about your NPDES permit, to
come into compliance with the requirements or achieve no exposure. Should you have

Inspection Summary:
This site has changed ownership recently. An ownership change form will accompany this report. The vehicle
maintenance activities (except recharging the battery in the cars) is all conducted indoors. The site does have a bulk
waste oil tank located outdoors. If the tank holds more than 1,320 gallons, secondary containment is required, unless it
can be moved in doors. The site is very close to being able to meet no exposure if the scrap tires and old engine parts
are stored off the ground and under cover and the bulk oil tank can be moved inside or secondary containment and a roof
over the tank can be provided. Tarps are an acceptable means for providing no exposure, but their use must be
implemented at all times. The storage of any materials (such as spent automotive fluids) that can come into contact with
stormwater either directly or as it Flows through the area, will result in the inability to meet no exposure criteria. A no
exposure certification application will accompany this inspection report. Unless the requirements of the no exposure can
be met, the permittee will be required to comply with NPDES General Stormwater Permit NCG080197, which includes a
written stormwater pollution prevention plan, qualitative and quantitative monitoring. A copy of the permit text will
accompany this inspection report. The permittee indicated the desire to make improvements at the site between now and
the end of the year in an attempt to meet no exposure.
Given this site has never been inspected by the Division of Water Quality, the inspector will allow the permittee an
opportunity to come into compliance. A compliance schedule will be outlined in the cover letter to this inspection report.

In accordance with your application for discharge permit received on June 28, 1994, we are forwarding
herewith the subject certificate of coverage to discharge under the subject state - NPDES general permit. This
permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated
December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Environmental Management. The Division of Environmental Management may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
