Winston-Salem, NC 27127 Dear Ms White On behalf of Yarbrough Transfer Company (YTC), Geoscience and Technology, P A (GeoSei) is pleased to submit this request for "Representative Outfall Status" (ROS) for two storinwater drainage outfalls (SDOs) at the Yarbrough Transfer Company (YTC) facility located at 1500 Doune Street in Winston-Salem, NC The facility is covered under North Carolina General Stormwater Permit #NCG080000, Certificate of Coverage #NCG080201 Please refer to the attached Figures 1 and 3 for SDO locations and site features These figures are from the SP3 and were recently updated according to comments from the Division of Water Quality (DWQ) YfC currently collects semi-amival stoimwater samples foinn SDO 002 SDO 001 was removed from monitoring requirements by DWQ in January 2010 I-lowevei, a letter from DWQ dated April 10, 2013 indicated that YTC should either sample the outfall of seek ROS for this outfall SDO 001 is a drop inlet in a gravel parking area 1 he parking area is used for fleet trucks and trailers The drainage area also includes the roof area of a warehouse at the southern edge of the property and a portion of the wooded hillside at the western end of the property Some of that hillside is not owned or controlled by YTC Stormwater flowing into SDO 001 drops into an 18-inch concrete drainage pipe (RCP) approximately 15-feet below the surface This drainpipe also receives flow via another RCP line fiom adjacent property to the south The outlet RCP from SDO 001 connects below the drop inlet to the north that is SDO 002 Whale it might be possible to sample stormwater flow as it flows into the drop inlet at SDO 001, it would necessarily include flow from adjaLent property to the west (hillside) that is not owned or controlled by YTC Furthermore, collecting a sample of the combined flow from SDO 001 and SDO 002 would also make YTC liable for the content of stormwater discharges that are beyond their control The activities within the drainage area for SDO 001 that are within Y TC's contiol are very similar to the activities occurring within the drainage area for SDO 002 The drainage area for SDO 002 also includes some of the wooded hillside to the west, however, that property is owned by YTC The YTC fleet vehicle maintenance shop is located in the diainage area for SDO 002, however, all vehicle maintenance occurs inside the building YTC requests ROS for SDO 001 based on similar activities and the fact that stormwater front areas beyond YTC's control discharges to SDO 001 If ROS is granted for SDO 001, YTC will perform `Qualitative' momtoimg according to the permit YTC also seeks ROS for SDO 003 This SDO is actually a City of Winston-Salem storm drain under the curbing on the west side of Doune Street It is YTC's understanding that this SDO discharges to Salem Creek Please note that the drainage area for SDO 003 indicated on Figure 3 reflects only the drainage area under the ownership of YTC Activities within the diainage area for SDO 003 include gravel and asphalt parking, a fleet fueling area and the roof diainage from two YTC offlie and stoiage buildings Obtaining a sample that is only representative of the sheet flow from the YTC site that ultimately discharges to this SDO would be difficult at best All of the drainage from properties to the south of YTC on Doune Street and from Doune Street itself discharge into this SDO and YTC cannot be held liable for the contents of stormwater that it does not control Therefore, YTC requests ROS for SDO 003 based on similar activities (with the exception of fleet fueling) and the fact that stoi mwater from areas beyond Y I C's contiol discharges to SDO 003 If ROS is granted for SDO 003, YTC will perform `Qualitative' monitoring SDO'-,, however, the latitude and longitude of the cut rently monitoied SDO is indicated on the Site Map I his is because the General Site Location inap is based on a portion of the USGS 7 5' Winston- Salem East Quadrangle at a scale of 1 2000 At this scale it is virtually impossible to show SDO locations The scale of the General Site Location map is such that the location of the Sl1 E can only be shown "generally" if other featutes such as, the facility's location ielattve to transpoitation routes and suilace waters is to be accomplished It is out opinion that the actual locations of SDO's (Yarborough) Doune Street facility on April 9, 2013 Your assistance and cooperation during the inspection was greatly appreciated An inspection checklist is attached for your records and the Inspection findings are summarized below The facility is located at 1500 Doune Street, in Winston-Salem, Forsyth County, North Carolina, at approximate coordinates 36 077838°N, -80 241909°W Stormwater related to industrial activity is discharged from the site's stormwater discharge outfalls (SDO) to the city of Winston-Salem's municipal separate storm sewer system (MS4) and ultimately to Salem Creek, this section of which is currently classified as a Class C water located in the Yadkin Pee -Dee River Basin Documentation & Monitoring Review Mr Boone reviewed the site's Stormwater Pollution Prevention Plan (SP3) The site has an excellent plan but the following deficiencies were noted o The General Location Map does not list the latitude and longitude coordinates for each SDO, and it does not indicate whether Salem Creek is impaired and whether it has any established Total Maximum Daily Loads (TMDL), as required in Part ll, Section A, Paragraph 1(a), of the NCG080000 General Stormwater Permit Please note that, in the interest of minimizing clutter on the GLM, it is also acceptable to place this information in the narrative section of the SP3 o The list of significant spills was last updated in 2011 The list must be updated annually as required by Part ll, Section A, Paragraph 7, of the NCGO80000 General Stormwater Permit a The SDOs were last certified on April 1, 2013 The SDOs and most annually required training has been performed, but documentation for training in 2010 was missing Analytical and qualitative monitoring has been accomplished as required There was one TSS exceedence at SDO 002 in October, 2012, for which the facility did perform a tier 1 response, which resulted in repairs to the grassed drainage ditch bordering the northern side of the property and conveying flow to SDO 002 No further samples have yet been taken to evaluate the effectiveness of the repairs There were several exceedences earlier in the permit life cycle (2008 and 2009), which resulted in the construction of the above -mentioned grassed drainage ditch Site Review The site appeared very clean and well maintained However, Mr Boone and Mr Sullivan noted four additional SDOs on site, two of which are identified in the SP3 and on the site plan, but which have not been monitored for various reasons Discussion of these four additional SDOs follows The first two SDOs in question are stormwater drop Inlets located in the gravel lot on the southwestern corner of the property o The first one is on the extreme southern edge of the property and upstream of the drop inlet currently identified as SOO 002 by approximately 250' o The second one is in line with and downstream of the first by approximately 125', and in line with and upstream of SDO 002 by approximately 125' This drop inlet is identified in the plan and on the site map as SDO 001 Both of these drop inlets are upstream of and flow into the drop inlet/junction box at SDO 002 In ,January 2010, at Yarborough's request, the Division actually approved the removal of the second drop inlet (SDC 001) from the site's monitoring requirements based on the fact that it is upstream of and drains to SDO 002, and therefore redundant However, after further review, flow from both of these drop inlets is not considered redundant unless, when collecting samples at SDO 002, the sample is actually taken from the combined flow from SDO 002 and the two upstream drop inlets, in the bottom of the drop inlet at SDO 002 Due to the current condition of the grate covering the drop inlet at SDO 002, it is unlikely that a combined sample can be obtained, however the Division acknowledges that it is in fact possible The third SDO in question is a simple erosion feature located on the property line at the extreme northwest corner of the YTC Storage/Office building (as identified on the current site map) This erosion feature may have developed anew since the inception of the current SP3 and site map, however, it appears that flow from the feature reaches the City's MS4 through the electric substation lot to the north of Yarborough's lot Flow from this feature does not currently drain into SOO 002, however it could be diverted to SOO 002 through the construction of diversion berms, which, it appears, would require a significant amount of fill and proper stabilization techniques The fourth SDO in question is located on the extreme northeastern corner of the lot and drains approximately the eastern 113 of the lot, which includes the facility's fueling station The drainage is identified on the site map but has never been considered and monitored as an SDO It is an SDO however, and should therefore be identified as one in the plan and monitored as such Alternatively, the Division will consider granting Yarborough Representative Outfall Status (ROS) for the site ROS is a special condition of the NCG080000 permit which, if granted, allows the permittee to conduct limited analytical Yarborough Transfer plan and on the site map and must still be monitored and Inspected as required, however Yarborough can be granted exemption from monitoring certain SDOs analytically A formal written request for ROS must be submitted to the WSRO specifying which SDOs the permlttee is requesting ROS for and which SDO(s) the permlttee is requesting be considered as representative of flows from other SDOs The request should also justify why ROS should be considered for the site and the logic behind the selection of the representative SDOs Upon reception of such written request, Mr Boone will evaluate the request and determine whether the Division can approve it The Division appreciates Yarborough's efforts to comply with the NCGO80000 permit However, the deficiencies enumerated above must be corrected as soon as possible for Yarborough to be fully compliant Please reply to this letter in writing within 30 business days of receiving it to let us know Yarborough's intentions Yarborough is reminded that violations of the NCG080000 general stormwater permit are subject to civil penalty assessments not to exceed $25,000 per day, per violation Should you have any questions regarding the permit,
