1) The SWPPP was incomplete during the SWPPP review The perrnrttee Is directed to Include a "Recent spills" section to
the annual review, and a "non-stormwater discharge evaluation" section As described In (Part II Section A. 1-o) of the

{3 2) The secondary containment on site was observed to be connect by pipe to an adjacent sump area The valves on that
pipe were open The sump area does not provide sufficient storage for the tanks stored In the secondary containment The
perrndtee is directed to ensure that those valves are kept close and locked with only approved staff allowed to evaluate and
discharge accumulated stormwater In the secondary containment.

The purpose of this letter is to confirm that your recommendations for improvements at our corporate
office / warehouse facility in Black Mountain have been completed
Completed Items
1) Plugged (concrete curb) the South East corner of parking lot and cut a new opening directing the
storm water into detention pond and away from culvert that led to Swannanoa River
*Also included are photos to validate your requested changes
2) Retention pond # l discharge pipe has been partially plugged to stop flow of normal levels of storm
water run otf from leaving the detention pond into drain pipe
*Also see included photos to validate your requested changes
3) Monitoring of this Westside parking lot storm drain has been added to the regular inspection
gathering sites for both qualitative and analytical monitoring
4)Shop personnel that handle the removal, storage and scrapping of equipment that may contain fluids
- i e Antifreeze engine oil - have been reminded during our annual (March 9"' 2006) refresher training
meeting that this practice must be followed in order to ensure compliance with our permit

We found Ingles to be Incompliance with the documentation and record keeping requirements of General
Permit Number NCG080000
We would like to offer some suggestions which we feel, when implemented will result in improvements to
Ingles storm water management program at this site Those are
(1)Storm water running off the south-east corner of the parking lot should be diverted to Storm Water
Retention Basin #3 Possibly through erosion and sedimentation of the entrance to this Basin, parking lot
runoff no longer enters the Basin
(2)Partially plug the discharge structure for Storm Water Retention Basion # 1 so that it will in fact serve to
slow the runoff of storm water Currently storm water entering the basin flows straight through
(3)Monitor the drain which carries storm water from the area on the west side of the building just before that
drain empties into the Swannanoa River This is a stormwater outlet and monitoring isrequired
(4)Any time you scrap equipment which contains fluids please drain those fluids before the material leaves
your property This does not apply to mechanical equipment which is being sent off for rebuilding and
reuse

We found Ingles to be incompliance with the documentation and record keeping requirements of General
Permit Number NCG080000
We would like to offer some suggestions which we feel when implemented will result in Improvements to
ingles storm water ,management program at this site Those are
(1)Storm water running off the south-east corner of the parking lot should be diverted to Storm Water
Retention Basin #3 Possibly through erosion and sedimentation of the entrance to this Basin, parking lot
runoff no longer enters the Basin
(2)Partially plug the discharge structure for Storm Water Retention Basion # I so that it will in fact serve to
slow the runoff of storm water Currently storm water entering the basin flows straight through
(3)Monitor the drain which carries storm water from the area on the west side of the building just before that
drain empties into the Swannanoa River This is a stormwater outlet and monitoring isrequired
(4)Any time you scrap equipment which contains fluids please drain those fluids before the material leaves
your property This does not apply to mechanical equipment which is being sent off for rebuilding and
reuse
