No analytical sampling per permit. Qualitative sampling conducted per permit requirements. The gypsum stockpile is the concern for this permit. General erosion control should be practiced on the yard. Please review fenceline and implement improvements as needed. The outlet pipe area should be improved to prevent sediment from entering the area. Suggest enlarging area and installing rip rap and #57 stone donut around the pipe, or similar Stabilize parking area near Sunnyvale Road. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES Permit No. NCG070049. The facility appeared to be clean, well maintained and properly operated. The stormwater outfalls from the site appeared to be in good condition with no evidence of sediment from the site or presence of any pollutants of concern. The Stormwater Pollution Prevention Plan appeared to be thorough. The facility grounds were evidence that the Stormwater Pollution Prevention Plan is being implemented by personnel working at the facility. Attached is a copy of the compliance evaluation inspection. The summary page identifies a few items to be included in your updated/amended Stormwater Pollution Prevention Plan. The permitted facility operates under a thorough and very well organized Stormwater Pollution Prevention Plan. The bulk storage areas provided secondary containment. The Environmental Resource contact will be evaluating the capacities of the containment structures to determine whether they provide adequate storage per the NPDES permit. The facility grounds are well kept with good housekeeping efforts evident. The plan indicated the last review was conducted on January 2005. The Environmental Resource contact indicated that it is reviewed yearly, but an acknowledgement of that was not present in the plan. Also the yearly certification of no illicit discharge should be evidenced by a letter to that effect, signed by the responsible person in charge as specified in the NPDES Permit, and retained within the Plan (preferrably in the front of the plan). Each year's certification should be kept for 5 years (the term of the permit). The facility contact (according to the State's Basinwide Information Mananagement System) for this permit is Mark Dyer. The facility contacts should be updated to reflect the correct/current individuals when this permit is renewed. The qualitative monitoring had been conducted in compliance with the NPDES permit and the records were available and well organized. The plan included all the minimum requirements specified in the NCG070000 General Permit requirements pretaining to the Stormwater Pollution Prevention Plan. This facility does not conduct vehicle maintenance activities on site. Adequate secondary containment for the 200,000 gallon #2 oil storage tank and the 24 hour 25 year storm event is currently being evaluated. The storage tank has an earthen dike lined with 1" thick asphalt. It previously contained an 8,000 gallon #6 fuel oil tank which has been removed. The plan was well organized and covered all required components thoroughly. The plan provides for thorough and frequent inspection of all areas that have a potential for stormwater pollution. The inspection of the grounds indicate the plan is being implemented on site. No signs of spills to the ground was noted. This permit expires on March 31, 2003. The Division staff is currently in the process of rewriting this permit and is scheduled to have the permit reissued by early spring of 2003. Once the permit is reissued, your facility would be eligible for continued coverage under the reissued permit. In order to assure your continued coverage under the general permit, you must apply to the Division of Water Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in advance that your permit coverage will be expiring. Enclosed you will find a Permit Coverage Renewal Application Form. The application must be completed and returned by October 2, 2002 in order to assure continued coverage under the general permit. Due to staff and budget constraints, letters confirming our receipt of the completed application will not be sent. Failure to request renewal within the time period specified, may result in a civil assessment of at least $250.00. Larger penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and could result in assessments of civil penalties of up to $10,000 per day. Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial facilities in any of the I 1 categories of "storm water discharges associated with industrial activity," (except construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facility industrial materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion.
