REGAN Secretary TRACY DAVIS Drrecror On April 27, 2017, Glen White of the North Carolina Department of Environmental Quality — Minerals & Land Resources met with you at the subject facility located at 473 New Jersey Church Road in Lexington to conduct a compliance inspection for the facilities Industrial Stormwater Permit. Thank you for taking the time to assist me with this unannounced visit. The inspection report is attached for your records and the findings are summarized below. Permit: This facility holds General Stormwater Permit NCG070030 to discharge stormwater from industrial activity associated with Stone, Clay, Glass and Concrete Products under the National Pollutant Discharge Elimination System (NPDES). The permit became effective June 1, 2013 and expires on May 31, 2018. Your permit renewal package must be received by the Central office no later than 180 days prior to the expiration date of the permit. A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. The current permit was available for review at the time of inspection. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part 11, Section A of the permit. Inspectors reviewed the SPPP and each of its components. The site is only required to conduct Qualitative Monitoring semi- annually. No Analytical Monitoring is required under current operating procedures. The plan must be updated annually. The current SPPP and qualitative records were available for review at the time of inspection. Facility Site Review: This facility produces fiberglass products starting with raw sand. Reinforcement and specialty fiberglass yarns are both manufactured at the plant. PPG products are used throughout industry and are tailored to client needs. Davidson County Dear Ms. Tinsley: Donald R. van der Vaar Secretary Glen White of the Winston-Salem Regional Office of the NC Division of Energy, Mineral, and Land Resources (DEMLR) conducted a compliance evaluation inspection at the subjectfacility on October 27, 2015. Your assistance was greatly appreciated. The facility was found to be compliant with its stormwater permit requirements. This site is not required to complete analytical monitoring but qualitative monitoring is required to be completed and documented twice yearly as defined in Part II, Section C of the permit. The plan must be updated annually and qualitative monitoring must be conducted `semi --annually to maintain compliance with the permit. Facility Site Review This facility produces fiberglass Products starting with raw sand. Reinforcement and specialty fiberglass yarns are both manufactured at this plant. Effluent/Receiving Waters Stormwater from the site discharges to Sooky Creek, Class "C" waters of the Yadkin Pee Dee River Basin. 5. Self -Monitoring Program Analytical Monitoring: This site is not required to provide analytical monitoring under current conditions of the permit. 6. Qualitative Monitoring: All qualitative monitoring records were available for review at the time of inspection. The latest monitoring is current and records go back several years with monitoring completed twice annually. Records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. 7. Outfalls: This site has three outfall locations. Two tracts have been sold recently and the location of two outfalls has changed. The new outfalls are located along the chain link fence at the property line, one is a ditch with stone and the other is a grassed swale. The one existing outfall that remained is at the culvert that goes under New Jersey Church Rd and is in Sooky Creek. Thfs is the toughest location to reach and monitor. The banks are very steep and vegetated. Overall, the condition of the site is very good. Everything appears clean and well maintained. Continue monitoring'and keeping up your permit as you've done in the past. The SP3 (Stormwater Pollution Prevention Plan) needs to be updated to show the new property line and new outfall locations. Permit Nos. NCO004626 NCG070030 Davidson County Dear Ms. Tinsley: A Compliance Evaluation Inspection was performed at PPG Industries on February 19, 2008 by Jenifer Carter of the Winston-Salem Regional Office. You and Mr. David Segers were present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self - monitoring data, and an on -site inspection of the facility. The following are the findings from the subject inspection: NCO004626 A review of self -monitoring data since the last inspection, for the period of March 2006 through December 2007 did not reveal any limits violations. Lab data correlates correctly with data on the submitted Discharge Monitoring Reports. Since the last inspection, two spills were reported, as required. One on September 27, 2006 was due to a pump failure, and preventative maintenance has since been changed to include more mechanical and electrical maintenance. Another spill of final effluent due to a leaky pipe was reported on August 18, 2007, The leak was fixed immediately. All sludge is now sent to the landfill, and a request to have your land application permit rescinded has already been submitted for approval. A new sludge press has been installed, but was not operating during the inspection due to a mixer being out for repair. The effluent flow meter was last calibrated on March 29, 2007. NCG070030 There are currently 3 stormwater outfalls at PPG. Monitoring records were complete and up-to-date. Overall housekeeping was acceptable, and secondary containment provided (with locks on the release valves) as necessary. Two of the outfalls may share identical types of exposure to stormwater. Please contact Ms. Carter to discuss the possibility of applying for representative outfall status if further investigation confirms this to be the case. This permit expires on March 31, 2003. The Division staff is currently in the process of rewriting this permit and is scheduled to have the permit reissued by early spring of 2003. Once the permit is reissued, your facility would be eligible for continued coverage under the reissued permit. Ltd. (NEG), a leading manufacturer of fiberglass. The transaction is expected to close in the second half of 2017, subject to customary closing conditions. Pre-tax proceeds from the sale are approximately $545 million, and are subject to customary closing adjustments. PPG's remaining fiberglass operations include manufacturing facilities in Chester, South Carolina, and Lexington and Shelby, North Carolina; and administrative and research -and - development operations in Shelby and in Harmar, Pennsylvania, near Pittsburgh. The business, which employs more than 1,000 people and had net sales of approximately $350 million in 2016, supplies the transportation, energy, infrastructure and consumer markets. In 2016, PPG completed the sale of its European fiberglass operations to NEG and divested its ownership interests in two Asian fiberglass joint ventures.
