Skvarla, III Secretary On February 6, 2013, Mike Mickey of this office met with Alan Herndon, Maintenance Manager, to perform a NPDES General Stormwater Permit Inspection at the Glass Unlimited facility located on Brevard Road in High Point. The facility was found to be non -compliant with the permit recordkeeping requirement noted in Item 5 below. An inspection checklist is also attached for your records. 1. Permit Glass Unlimited holds NPDES Stormwater Permit No. NCG070029 for the discharge of stormwater from the facility. The permit expires next on May 31, 2013. The Division will send you the necessary renewal information. 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). A copy of the SPPP was available for review during the inspection. The plan was found to be satisfactory. 3. Facility Site Review A tour of the property did not reveal any problems or concerns. As discussed during the inspection, the three outfalls that require monitoring are the two storm drain grates located in the lot on the south side of the facility the grassed swale located on the north side of the facility. The site map for the facility should be updated to properly denote these three active outfalls. The two outfalls near the street can be eliminated.. 4. Effluent/Receiving Waters Stormwater from the property is eventually discharged to Richland Creek, class "WS-IV;*" waters in the Cape Fear River Basin. Monitoring Program Part II, Section B of the permit requires that qualitative (visual) monitoring be performed and documented semi-annually. The File review showed that this monitoring had not been performed since 2008. Please make sure that the qualitative monitoring form (see attached) is completed for all three outfalls twice per year. It should be noted that these qualitative records do not need to be submitted to the Division, however, the records must be kept on file at the facility for a period of five years. The analytical monitoring for on -site vehicle maintenance referenced in Part II, Section C of the permit is not required since the facility uses less than 55 gallons of new motor oil when averaged over the calendar year. In summary, Glass Unlimited needs to conduct the qualitative monitoring as specified by the permit. Please be aware that non-compliance with any of the stormwater conditions contained in the permit could subject Glass Unlimited to civil penalties of up to $25,000 per day per violation. Sullins, Director Division of Water Quality Subject: General Stormwater Permit Inspection — NPDES Permit No. NCG070029 Glass Unlimited — Guilford County Dear Mr. Fairchild: On June 4, 2008, Jenny Graznak of this office performed a General Stormwater Permit Inspection at'Glass Unlimited located at 2149 Brevard Road in High Point, North Carolina. This facility holds General Stormwater Permit No. NCG070029 under the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater from activities classified as Stone, Clay, Glass, and Concrete Products. You were present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data, and an on -site inspection of the facility and its outfalls. This particular inspection evaluated five (5) areas as designated on the EPA inspection form, and observations from each area are addressed below: 1. Permit The latest.release of this permit became effective June 1, 2008 and expires May 31, 2013. 2. Records/Reports As required by the Permit, the facility has a Stormwater Pollution Prevention Plan (SPPP), which was created in December 2005. The SPPP contained all of the required sections, including a location map of the facility and a site plan listing potential stormwater pollutants and best management practices used at the site. The SPPP also includes a Spill Response Plan, which includes contact information and guidance in the case of an emergency. 3. Facility Site Review This company manufactures decorated glass. The facility has an air compressor behind the building, which releases condensate into the parking lot. This is a wastewater discharge and must be either be eliminated or permitted by our office. During the inspection, you mentioned that you would ask your maintenance staff to plumb the discharge to city sewer as soon as possible. Otherwise, you will be required to obtain a General Wastewater Permit to discharge air compressor condensate at this location. Ms. Graznak will check back with you to make sure the condensate has been redirected. The facility is currently using its outside space to take apart some equipment from another plant. Therefore, it looked a little messy on the day of the inspection. There is a shed designated for empty drums awaiting pick-up. However, several empty drums were sitting outside the shed. Although all of the drums appeared to have screw cap tops, one was discovered open and full of Stormwater. This drum must be disposed of properly. There were also a few used pallets sitting outside, awaiting pick-up. Effluent/Receiving Waters The site has five stormdrains on the property that discharge via the City of High Point's Municipal Sanitary Sewer System to Richland Creek (Class C) in the Cape Fear River Basin. 5. Self -Monitoring_ Program The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls. An on -site review of the qualitative monitoring data during the inspection showed that all monitoring occurs on a semi-annual basis. However, please make sure that you inspect each outfall during every monitoring event. The last monitoring event occurred on January 10, 2008. On - site vehicle maintenance monitoring requirements at the site are waived, since these activities are not performed at the site.
